There are many Web sources of images under free licenses.

The presence of a resource on this list does not guarantee that all or any of the images in it are under a free licence. You are still responsible for checking the copyright status of each image before you submit it to Wikipedia.

As well as these listed sites, you can search for pages licensed under a free Creative Commons license on Google through the advanced search, or by following this example search.

Banknotes and coins

http://www.worldpapermoney.org - Lots of images of banknotes from all over the world, all scanned at a standard 150 dpi. Use {{PD-banknote}} and an appropriate tag for the country from en:Category:Currency copyright tags.
http://www.banknoteworld.com and http://aes.iupui.edu/rwise - A huge number of banknote images from all over the world. Use {{PD-banknote}} and an appropriate tag for the country from en:Category:Currency copyright tags
http://worldcoingallery.com/ - permission given by mail to Wikipedia (OTRS ticket number 2006080810014758). Contains all sorts of coins images all over the world, licensed under the GFDL. Use {{WorldCoinGallery}} and an appropriate tag for the country from en:Category:Currency copyright tags.
http://aboutcoins.org - Permission given by mail to Wikipedia (OTRS ticket number 2007040110015195). I'm not sure how to get at the images. Permission given under GFDL, a template still needs to be created.

Geography

http://www.geograph.org.uk/ - Photographs from all over the UK, Isle of Man, and Ireland, all are licensed under CC-BY-SA-2.0.

Sports

http://www.cepolina.com/freephoto/tt/1-sport.htm - All pictures are free for private or commercial use providing the source is acknowledged.
http://www.art.com/asp/- These images show baseball cards of many different baseball players.

General collections

Photos8.com Large collection of High Resolution photos and wallpapers, Thousands of high quality public domain pictures, easy to search, You may use these images for any purpose, including commercial.
www.sunipix.com - Free photographs for personal and business use.
Free Photos - Free categorized photos available for personal and commercial use.
Public domain images - Top quality images explicitly placed in the public domain. Free for personal and commercial use. Several thousand photos nicely organized hierarchically in folders.
US Library of Congress - not all images are free, but many are. Best for images whose copyright has expired, but also contains other images that were gifted by the photographer to the public domain, as well as images taken by US federal government employees (that are hence also PD).
- LOC's Flickr Photostream - Images with no known copyright restrictions made available on Flickr by the Library.
RepublicDomain.com is a place for free public domain photos and desktop wallpapers.
Stockvault.net - Share and download free stock photos for personal and educational usage.
Public Domain Pictures - hi-res photos and illustrations for personal and commercial use. Resolution at least 1280 x 850 px.
Word Processor Clipart - high-quality public domain images.
Clker - public domain clipart images in vector and raster format.
Easy Stock Photos - Public domain photos, pictures, images and information organized by category in image galleries.
Karen's Whimsy - Scans of engravings and other artwork from a personal collection of old books, magazines, and post cards. Updated regularly.
Photogen - Search and download free quality, high resolution stock photos and images, for commercial and personal use.
FREEres.info - Comprehensive listing of sites offering free stock photos, as well as other free resources for designers.
Shutter Glow - A collection of high resolution free photos under CC 3.0 attribution license
Copyright-Free Photos - High quality free photo library for any use, provided that each photographer is contacted beforehand. (Otherwise, not GFDL compatible)
HIOX India's Free Images & Icons - Free Clipart pictures, each in 48 colours.
Freemages.free.fr - Free high resolution pictures (Free Art Licenced images that can be modified, reused and even sold under the Free Art Licence conditions)
Free Digital Photos - Over 2,000 free images.
GNU Art.net - GNU Art.
Flickr has a special section for pictures tagged with a Creative Commons license. For example: BY and BY-SA, Search engine. Note that images with NoDerivs or NonCommercial are Non-free Creative Commons licenses and cannot be used on wikipedia. Consider using a work whose author tagged it with a license that is acceptable for use here.
Anarpics - Anarchist Images - Images of anarchists and anarchist symbols
Vintage Pixels - historical, high quality, free-for-use images. People can also share their archived photos.
Fotorama.no - Totally free pictures. Free for commercial and private use with attribution. People can also share their photos.
Piqs.de - high quality photos licensed under the CC-BY (Creative Commons Attribution) license.
Animal Photos! -- Free pictures of animals available under CC-BY or CC-BY-SA.
Public Domain Image Gallery - Hundreds of categorized photographs released into the public domain, updated frequently!
Elftown's Reference Pictures - Elftown's Reference picture archive is targeted at painters, photo-manipulation artists and drawing-tutorial writers.

BNF's Gallica - Digital documents from the Bibliothèque Nationale de France (BNF).

Science

http://visualsonline.cancer.gov/ -Great resource for electron microscopy and histological images. Includes general biomedical and science-related images, cancer-specific scientific and patient care-related images, and portraits of directors and staff of the National Cancer Institute. Image use policy states: "All images are in the public domain and may be used, linked, or reproduced without permission. If an image is used, credit should be given to the listed source and/or author".
http://www.plos.org/journals/index.html - All content published under a CC-BY license. Some journal articles are accompanied by images that are useful for an encyclopedia.
http://ian.umces.edu/symbols/ - IAN Symbol Libraries. "cost and royalty free" and "acknowledgement is not compulsory, but greatly appreciated"

Search Engines

FIST – Free Image Search Tool (by User:Magnus Manske, hosted on the Wikimedia Toolserver) Covers Wikimedia Commons, Flickr, everystockphoto and other sites. Can search whole Wikipedia categories automatically to suggest free images for each article.
everystockphoto.com - Searching over 2.2 million free photos, including Wikipedia and NASA. Free user accounts with drag and drop collections, tagging, rating, and comments.
Google Advanced Search - Under Usage Rights, select "free to use, share, or modify, even commercially."
Photopy.com - Search-engine for free photos. Searches for public domain, creative commons and other freely licensed photos.
PicFindr.com - Searches hand picked Free stock photo-, public domain-, and photo community sites. Includes the ability to search by rights! (whether you need to give credit, ask permission or not)
Spffy.com - Searches one billion stock photos and video, including free images, public domain, creative commons, royalty-free and rights-managed. (NB - Firefox users only - website will not open with Internet Explorer)
Yotophoto.com - A search engine for free images. Do not get the few that are not under a Wikipedia compatible license however.
