Bot to automatically replace in categories: Template:CatDiffuse by Template:Diffusion by condition (Community Wishlist/W176)

Description

The problem: Category:Categories requiring temporary diffusion has many categories with less than 200 files (see for instance at letter P). Because this is a large category/list (1.185 at this moment) and editors who maintain this list are scarce, editors focus only on the largest categories. So it is useless (and demotivating) to have small categories in this list as well.

Wish/solution:

A bot to automatically replace in categories: the template {{CatDiffuse}} and similar templates by {{Diffusion by condition}} (with a standard limit of 200, what has already been implemented).
After the bot has done its job: delete the redundant templates and just keep {{Diffusion by condition}}. People who want to, can set a number themselves and otherwise it is 200. (Because: keep it simple and delete what you do not need anymore.)
