What is the problem you're trying to solve?

Continuous abuse by any admin and ways to reduce them. 

What is your solution?

Since all users have a blog log of theirs made public, the same policy should apply to admins when they are caught abusing their privileges. A penalty should apply and an open record of that like a block log should be in their logs.
