What is the problem you're trying to solve?

There are several users on English Wikipedia who seem to harrass others by making indirect personal attacks or leaving rude edit summaries. I could name two users right off the bat. Basically they are condescnding and tend to discourage other users from making edits often responding with rudeness at messages left on their talk page and one has even engaged in an edit war. Also the contributions they make aren't really contributions at all (they have plenty of defender of the barn star awards) they simply nominate articles for deletions and remove material they don't like, they never upload fair use images, add sourced material, help out new users, answer questions about content with reference to polices or add anything constructive to the articles.

What is your solution?

Propose that all posts must meet a certain standard of professionality and that users must make at least one constructive edit per every three-ten edits (adding sourced material, answering or helping out with a content question, or uploaoding a fair use image for use in an article) if they have the defender of the barnstar award.
