1. Briefly describe how your proposed activities and strategies were implemented
この 迅速助成金 の提案は、日本に AffCom 公認の初の ユーザー グループを設立する 14か月プロジェクトの、最初の ２か月を対象としている。2023年7月1日から2024年6月末までの、 12 か月分の部分は一般基金期間が充てられる予定。 5月8日から6月30日までのこの期間は、質的および量的調査の準備期間を主要な作業として計画した。 しかしながら、 メタウィキにユーザーグループのページを作成したところ、7月20日現在、参加者10人、および賛同者は1人（2名の名があるが、1名は参加者と重複）になった。私たちは参加してくれたメンバーが活躍できる場を早く作ることを重視し、グループの設立にリソースを使った。グループ名は『Wikimedians of Japan User Group 』に決定。日本語の正式名称は未定。 このユーザーグループの設立は、【大きな戦略】でもあった。組織が機能する状態に持っていくのは難しかった。たとえば、グループが「法律上、現在の日本での立ち位置」が何かを調べるのに何日もかかるなど。（現状では『任意団体』である）
参加者のうち、年長の3人が秘密情報契約（NDA）を結んだ。6月にオンラインミーティングを行い、Slackを導入することに決めた。この方法は私たちに合っていたようで、グループの運営が軌道に乗り始めた。
特に、営利組織のグループウェアや経理を担当する経験のあるメンバーの尽力が役に立った。元財団ファシリテーターのメンバーが積極的に自分の人脈を駆使して弁護士や税理士に話を聞いた。私たちはAffComにユーザーグループとして申請し、結果報告は7月末の予定。 ▶︎戦略2『調査』を行う準備 UG開始にリソースを割いたため、進捗が遅れた。担当者 が定量および定性調査、特に質的調査について書籍で学び、7月9日にメンバーのひとりに質問内容の検討を兼ねたインタビューを行った。7月下旬に、質的調査に関する最初の下書きを作成完了。財団の専門家にアドバイスをもらう予定。 ▶︎戦略3 戦略3（財団や他のコミュニティとのルートづくり） すでに、2023年2月末から3月にかけて、jaコミュニティの人たちに、「情報を受け取りやすい媒体」について、簡単な調査を行っている。（別紙参照） 私たちはメールマガジンを発行することにした。

▶︎個人での下調べと思考と行動、グループのメンバーのコミュニケーションの両方が必要。Individual preparation+thinking+action、 communication among members are essential. ▶︎それぞれ得意なこと（得意になりたいこと）をやってもらう。Each person’s strong area (wannabe field) would be her/his role. ▶︎ささやかな技能（本業ではないが、学んだことのある技能）およびその修得方法。▶︎習得方法の例『短期間の多読による独学』 ▶︎私（Kizhiya）は、デザイナーではないが、必要に駆られて、数年前にデザイン関連の本を、2-3ヶ月の期間に数十冊まとめて読んだ。今回ロゴの原案づくりに役に立った。もちろん専門家に敵うはずはないが、ささやかな役には立つだろう。また、日本では、『知識を習得するための本』が多数出版されている。 この方法は、ウィキメディアの参加者や編集者が得意なものではなかろうか。This method seems to work among Wiki contributors. ▶︎『ある程度の匿名性の確保』 日本ではインターネット上の活動において、顔や本名、音声の公開を好まない人が多い。ツイッターのアイコンで、みずからの顔写真を使用している人は、政治家や公の立場にある人、あるいは俳優などを除けば、非常に少ない。The majority of internet activities are done without one's face, real name, or voice in Japan. 「ユーザーグループを作る」と宣言したこと、それに対して財団が助成金を与えるという形で認めてくれたこと、それ自体が影響があったと思う。The flow from my declaration to create this user group, to WMF’s grant aproval seemed to have affected other contributors. 「過小評価されたグループ」に入れて良いかわからないが、グループメンバーの多くが、日本語版でもっとも有名なウィキペディアだけではなく、他のプロジェクトやメタウィキの参加者である。（他プロジェクトの立ち上げ者もいる）I’m afraid if this is about “underrepresented groups”: Though the most famous Wiki project in Japan is Wikipedia, many members contributes to other Wikis. (at least a member is the one who established one of Wiki-projects in japanese language)

他のメンバーの知識、能力、実行力。特に、依頼せずとも他者の得意不得意を見分けて、ご自分が得意で、他の人が苦手なことを自主的に進めてくれていること、特に、若いメンバーの驚くようなマニアックな興味と知識、能力。（▶︎もう少し、自分も含め報告や連絡が必要かと思う。）
インターネットの時代に育った知的に早熟でマニアックな興味を持ったメンバーが数人参加してくれた。もし彼らがネットのない時代に生まれていたら、どうしていたかと想像する。もちろん一人で調べるだろうし、郵便などで同好の士の集まるサークルに参加していたかもしれない。 ネットのない時代の10代には「考えや調べたことを発表する」場は学校以外にはほとんどなく、あっても理解してくれそうな他人に読んでもらうのには時間が必要であった（私Kizhiyaはネットのない時代に育った。彼らほどマニアックではなかったが、興味を覚えた事柄の関連本を読みながら、ひとりで孤独感を覚えていたことや、何か書きたいのにフォーマットを作れず悶々としていたことを思い出す） ウィキプロジェクトは、そのような孤独さから、何かに興味を持った少年少女を早い段階で掬いあげる「場」になっているのかもしれないと気づいた。

▶︎若いメンバーやコミュニティの人たちに、ESEAP 地域や世界中のウィキプロジェクトとの交流に参加して、自分たちの興味あることに役立てて欲しいし、逆に寄与して欲しい。なるべく彼らに自由にやってもらう方法を考える。 ▶︎年長者にも、若い人のためへの尽力以外に、専門家でなくとも自分の興味を追求する方法が欲しい。 私（Kizhiya）は、3-4年後にもユーザーグループを続け、その際にはコンテンツの地理的格差に取り組みたいと考えている。 ▶︎同時に、『世界のウィキプロジェクトの得意不得意』を知りたい。 ▶︎『招聘ウィキメディアン』制度の活用。 ▶︎学問分野ごとに得意なウィキメディアンがいれば、その人がどの言語を使っていようと、有料になっても、編集記事を翻訳する。（jawpでは、翻訳記事が「英語からの翻訳 」に偏りすぎている） ▶︎文系学問において問題になるのは、『検閲がある国や地域』をどうするか。

The number of subscribers on the conversation page is 11 (currently about 22). On the other hand, the mailing list has only 3 subscribers. We believe that subscribing to the conversation page is easier, and the fact that there is no need to give out personal information is a big advantage. |
