1. Briefly describe how your proposed activities and strategies were implemented

The digitization of Philippine local laws and ordinances involves converting physical copies into digital form and making them accessible on platforms like Wikipedia. Our strategies for this activity were:

Seek Partnership with LGUs: Partnering with LGUs is crucial for accessing official documents and establishing sustainable collaboration. We contacted LGUs, explained project objectives, and built positive relationships with them.

Document Scanning: Accessing physical copies of documents ensured fidelity in the digitization process. Scanning these documents accurately captured and preserved their content in digital form.

Uploading to Commons and Wikisource: Digitized local laws and ordinances were uploaded to Commons and Wikisource for various legal purposes. Metadata creation enhanced searchability and categorization of the documents.

Promotion & Awareness: Efforts were made to raise community awareness about the availability of these resources. We conducted a media launch and partnered with educational institutions to encourage the utilization of digitized materials. We also conducted a joint legal mission to help citizens know their rights as well as inform them about their laws on Wikipedia.

2. Were there any strategies or approaches that you felt were effective in achieving your goals? Please describe these strategies and approaches.

Partnership with LGUs is a very important strategy in this project. This allows our team to gain access to official docs and accurate information. Communicating the project's objectives, benefits, and importance to LGUs and explaining the purpose of digitizing and uploading local laws and ordinances to Commons and Wikisource were essential to the success of this project.

When we already built a strong relationship with partners, we were able to ask for permission to scan physical copies of laws and ordinances and uploaded them to Commons and Wikisource. It were able raises awareness and makes the community aware of their local laws and ordinances.

This is a continuing project and we wanted to reach out to the local indigenous people too for their tribal laws and traditions.

We also find it relevant to engage young editors to be involved in this project and deepen their understanding of the laws.

Part 2: Your main learning[edit]

6. In your application, you outlined your learning priorities. What did you learn about these areas during this period?

This project provides several important lessons and insights. Firstly, it highlights the significance of making legal information accessible to the public. By digitizing local laws and ordinances, citizens have easier access to these docs that governs their daily lives, promoting transparency and accountability.

Furthermore, the project emphasizes the importance of partnerships and collabs with LGUs. Building strong relationships results to the successful implementation of such projects, ensuring support, cooperation, and access to the necessary resources and docs.

Additionally, the project demonstrates the value of engaging and empowering underrepresented groups. By conducting trainings and involving volunteers, the project promotes inclusivity and encourages active participation from diverse communities, fostering a sense of ownership and civic responsibility.

Considering the lessons learned, it is essential for this project to continue for several reasons. First, the digitization of local laws and ordinances should expand beyond the initial phase to cover more towns and provinces in the Philippines. 7. Did anything unexpected or surprising happen when implementing your activities?This can include both positive and negative situations. What did you learn from those experiences?

1.There were some partner LGUs that are not willing to share their laws to the public. They think laws are confidential in nature.

2. We also encountered too much bureaucracy in dealing with some partners.

3. Some partners refuse to accomodate us because they fail to understand the importance of the project for their constituents.

4. Most of the partner LGU staff don't want additional tasks so they just give the files to the project volunteers for scanning and uploading. There are a few who took interest in the uploading themselves so we are still hopeful, they will continue what we have done.

8. How do you hope to use this learning? For instance, do you have any new priorities, ideas for activities, or goals for the future?

Amidst these learnings, we still plan to continue doing this project in other areas in the Philippines and hope to scale it to other parts of the ESEAP region in the near future.

We shall never tire in sharing this project to other communities and territories and will go out of our way to speak at events, attend relevant summits and conferences to encourage other communities to do the same

From translating English to Pangasinan language Wikipedia articles to helping uploading in Wikisource, it has not only helped preserve the local language but also empowered our students to contribute to a valuable community resource. Media Partners Feedback We can measure the project's impact on the community, the residents of the towns covered through the feedback mechanism of our media partners. If more media entities cover our succeeding events 10 8 During the press conference and media launch, several media practitioners are delighted to know about the project. They wanted to participate in the next phase as they believe this is a useful, timely and relevant project for the Pangasinan people.

Two media representatives said we should expend the project to other towns and localities and one editor said this should be proposed on a national scale with the Department of Interior and Local Government which we plan to do in the next phase

Citizen Feedback This is the most important metric that we can think of in gauging our project. If more people will benefit and use or access Wikisource, Commons as the repository for their local laws, then the project will be a success.If the law enforcement agencies, the judiciary shall reference these laws from Wikipedia, then our goals are met N/A N/A The beneficiaries of the legal mission, the media launch and other means of communication is our only means of informing the citizens. Number of organizers There are initially two organizers, but the goal is to train three more to be able to handle simultaneous projects for Pangasinan. The organizers are in touch with the partners to make sure that there will be a seamless implementation of the project. 1. Sometimes partners are not willing to provide us the materials and ask us to wait for a longer time. 2. Sometimes we have to deal with too much bureaucracy. 3. Sometimes they make us come back again and again and in the end, we can get very little materials. 4. Some partners wait and see. They want to see others do it first and then the rest will follow.

12b. How do you hope to overcome these challenges in the future? Do you have any recommendations for the Foundation to support you in addressing these challenges?

1. We keep on moving forward. There are a lot more local laws in towns and cities in the country that need to be digitized and a little discomfort, setback or challenge will not deter us to continue on and sustain the project.

2. We are not doing this for the government so we need not be bothered by refusals to cooperation. Soon they will realize the project's importance and impact in their territories

We have a remaining USD 164.91 of unused funds but that allotment is going to be used for gasoline allowance for the LGU partners that are scheduled for follow up for their local laws as per our agreement.
