Part 1 Understanding your work[edit]

1. Briefly describe how your proposed activities and strategies were implemented.

In the first six months of 2022, WMNL still was facing reduced capacity due to illness and vacancies. This affected our ability to implement our plans. Also. COVID restrictions were still in place in the Netherlands. We were very happy when, as of June 1, the office was fully manned again and the last restrictions were lifted.

In the second half of 2022 we were able to organise successful events, such as the Wikidata 10th birthday party, a Hackathon and the first WikiconNL since 2019. These first gettogethers were great energisers for the community, as well as chapter volunteers and staff. We organised our first ever activity in Surinam: WikiLovesMonuments, and are working to put our cooperation with the Dutch Caribbean on a more solid footing through the WMF alliances fund. We are encouraging our partners focussing on women and the LGBTQ+ community to become more selfsupporting in their wiki-activities, which will free staff capacity for new ventures. Capacity building for partners and volunteers continued in the GLAMWiki knowledgeplatform, and training for volunteers in using Open Refine software and in dealing with the press. Also we completed the development of the a new Friendly Space policy, based on the UCoC. It turned out, however, that the world did not automatically return to 'business as usual' after the pandemic. Activities that normally formed the backbone of our annual plan suddenly were less successful, or unpopular. This lead us to declare 2023 a 'reboot' year, when we will reflect on what works and what not, and experiment with new ways of working. (see our grant application).

2. Were there any strategies or approaches that you felt were effective in achieving your goals?

In recent years, we have learned about what works and what does not. Based on this, we intend to continue with :
  • maintain and expand the WMNL knowledge platform as a tool for capacity building and support for GLAMs
  • organise training for volunteers and partners, such as the Share your Data masterclasses
  • encourage and support the development of Wikimedia-in-Residence programmes, and, collaborate with WiRs
  • facilitate content donations at the request of Wikimedia affiliates in those parts of Asia, Africa and South America with which the Netherlands has historical ties
  • focus on development of Papiamento-language WP and community
  • facilitatie participation of Dutch volunteers in larger international activities such as International Museum Day, WikiLoves..., International Women's Day.

We will not continue the following activities in 2023 due to lack of demonstrable results:

  • develop a broad cooperation programme with public libraries.
  • periodic (writing) meetings that do not (or no longer) lead to clear content returns on Wikimedia projects.
  • uploading large content donations by office staff (instead of by the donor, volunteers or freelancers)
  • one-off (writing) activities and editor training, when there is no prospect of longer-term, more structural cooperation.

3. Would you say that your project had any innovations? Are there things that you did very differently than you have seen them done by others?

That is a difficult question, as we have many different activities and there are many other organisations to compare with. Definitely, WMNL is the first chapter to translate the UCoC into local policy. We are in contact with WMF Trust&Safety about how to best share this experience.

In general, I think WMNL is perhaps more willing than other chapters to discontinue activities that are not successful or do not provide value for money.

4. Please describe how different communities participated and/or were informed about your work.

Dutch Wikimedia community: talk and project pages on the WM-projects, social media, newsletter, the WMNL wiki, WikiConNL and various smaller meetings. Community members are involved at all levels of our activities: as idea-generators, organisers, advisers, and teachers.

Content partners: direct mailing, wikicoordinator meetings, WikiconNl, website, social media, lectures at conferences etc , knowledge platform, thematic content donations/ Our partners contribute content and expertise, and also meeting space and venues. We consult the partners about annual plan deveopment.

Dutch Caribbean community: bimonthly meetups at National Archives, mailings,social media, via networks of partners, challenges and wiki loves competitions 

Women: bimonthly meetups at institute for gender studies, challenges and competitions, International Womens day events, social media, dedicated FB group LGBTQ+: bimonthly meetups at IHLIA (International LHBTQ+archive),

7. Is there anything else you would like to share about how your efforts helped to bring in participants and/or build out content, particularly for underrepresented groups?

We have learned that building out content related to underrepresented groups is easier than bringing in people from these groups. In a recent competition to add 100 new articles about women, appr. 70% of the articles were written by editors identifying as male. The most active contributors to the Surinam-project have no Surinam-heritage. This of course, raises the question of diversity of perspective in the new content.

Our GLAM partners appreciate the opportunity to contribute content that actively increases diversity and restores historical imbalance. A number of our GLAM partners are now cooperating directly with WM Indonesia Through our NLWP editor survey, we discovered that the LGBTQ+ community is actually not underrepresented in the Dutch editing community.

Part 2: Your main learning[edit]

8. In your application, you outlined your learning priorities. What did you learn about these areas during this period?

HOW TO WORK WITH GROUPS NOT ENGAGED - our work with LGBT+ and Dutch Caribbean communities confirmed that this requires commitment for the long haul. It is especially important to find ‘ambassadors’: people known in the targeted community and provide opportunities for the groups to meet in familiar locations.

OPERATING A WORK PROGRAMME ON TWO CONTINENTS - a successful programme in the Dutch Caribbean requires a presence on the ground. We are exploring possibilities to fund a wikimedian-in-residence in Aruba or Curacao.

SUSTAINABLE DEVELOPMENT GOALS - there is interest among younger people. Point of entry may be via Wikidata and Wikimedia Commons rather than Wikipedia. It requires more dedicated staff than we were able to provide in 2022.

DONATIONS AND SPONSORING - we carried out a pilot to get experience in raising donations via a ‘wikipedia survey’ on social media. The learning experience is that this does not work! The two-step process (survey then donation) puts off people. Also, publicity about WMF’s ‘wealth’ is appearing in the Dutch media, which has led to negative media coverage.

IMPLEMENTING THE UCoC - we translated the UCoC into a Friendly Space Policy + Implementation protocol and tested it out. This led to some modifications to avoid cumbersome bureaucratic processes which would not contribute to a pleasant working environment. Also, we learned that it is impossible to separate conflicts on the Wikimedia projects from conflicts in the WMNL domain.

9. Did anything unexpected or surprising happen when implementing your activities?

As mentioned in the introduction, when the pandemic was over, it turned out that the world did not automatically return to 'business as usual'. Activities that normally formed the backbone of our annual plan suddenly were less successful, or unpopular. Our volunteer community and partners may have different needs and expectations post-pandemic. And In addition, activities also have their life cycle: at some point, momentum and enthusiasm diminish, even when an activity has been successful for years.

10. How do you hope to use this learning? For instance, do you have any new priorities, ideas for activities, or goals for the future?

In 2023, we want to take some time to rethink our work. If we were to set up WMNL now, how would we do that? In particular we want to focus on a number of questions:
  • How do we involve more young people in Wikimedia projects?
  • Could the FOKA(small grants) programme play a bigger role, including in our plans to involve new groups?
  • What is the best way for WMNL to support volunteers - do you do it with manpower, expertise or money?
  • Should we adjust the format and frequency of meetings, or should we look for new participants, possibly from hitherto underrepresented groups?
  • We find that 'regular writing meetings', as we have organised them for years in the context of Gendergap and WikiGoesCaribbean, do not directly lead to results in terms of new editors or new content. They do have a social and p.r. function. How do we deal with that?
  • What is post-COVID the best way to collaborate with GLAM and education institutions? What do institutions need? Are there sectors where cooperation has been insufficient?
  • What are effective ways to structurally develop activities in the Antilles and Surinam?
  • Is the ‘output’ of large gatherings like WikiCon and TechStorm in good proportion to the relatively high investment of staff time and money of such large gatherings?

11. If you were sitting with a friend to tell them one thing about your work during this fund, what would it be (think of inspiring or fascinating moments, tough challenges, interesting anecdotes, or anything that feels important to you)?

An anecdote to illustrate the things that can land on WMNL's desk, as well as the importance the world attaches to Wikipedia, ánd common misunderstandings about Wikipedia:

WMNL was contacted by the Dutch branch of a large multinational p.r. company. As part of their corporate social responsibility program they developed a campaign called WikiTruth. It aimed to add images of war-damaged Ukrainian cities to articles on the Russian language Wikipedia and increase awareness of the war among Russian citizens. Slogan: "Fight to spread the truth, use Wikipedia as your weapon". It took us hours to explain that indeed anyone can edit Wikipedia, but that this approach was possiblly a violation of Wikipedia's basic principles, and indeed dangerous for any Russian editors involved.

This is lower than expected. We saw lower participation in online challenges, such as History Month, and lower editing activity during (writing) events. As a result, we are rethinking such activities.

There is a recurring problem with several tools essential o collect GLAM data (data on the use made of content donated by GLAM partners), such as BAGLAMA2, Glamorgan and occasionallly Petscan. These are often community maintained and would benefit from dedicated support by WMF staff.

The problem is not support. We know what we want to do and the combined skills of board, staff, volunteers are sufficient do it. The problem is capacity - we need more staff.

A sense of belonging would mean being confident of giving a meaningful contribution to the Wikimedia movement as a chapter, being given adequate access to movement resources to do so, and receiving some recognition and appreciation for it (from community, partners, peers)

There remains a sense of doubt as to whether chapters, especially in NW Europe and North America, are really considered relevant by WMF. Also, there is some disappointment concerning the way the 'decentralisation' as specified in the movement strategy 2030 is being implemented.

(On a practical level, it does not helpt that application and reporting forms such as this one do not reflect the operational reality of chapters)

What is meant with a sense of personal investment, especially when applied to an organisation? WMNL volunteers, board and staff regularly "go above and beyond", in the national and international context.

We share mainly via direct peer contacts with fellow staff and boards. We also share via the GLAM-Wiki global newsletter & the Wikicoordinators meeting. We also share during seminars, workshops and conferences.

We do this occasionally (less than once a month)

See question 27a . Also: please be aware that WMNL has been understaffed for 18 months (in 2021, staff absence due to illness was 16% for the entire year and a programme coordinator position was vacant November 2021 - April 2022) , which greatly reduced our capacity to share and cooperate. Basically, we have been in survival mode for a while.

There were no major changes to the budget. Overall, both revenue and expenditure were lower than originally budgetted. This was due to the limitations on fully implementing our annual plan, because of Covind-19 restriction and lack of staff.
