Thanks for your request! Although this isn't the type of thing that Individual Engagement Grants typically fund, we've now got another, quicker option for funding books for use in articles: The Wikipedia Library now funds book requests from editors around the world. I'd encourage you to post your request there, and I'm also pinging my colleague Ocaasi (WMF), who runs the Library, to assist you as needed. Meanwhile, I'm updating this IEG proposal's status to withdrawn to save you the trouble of going through IEG review. Thanks for the ping, Игорь Темиров - I will check in with Ocaasi and see how we can move things along. It tends to be simpler for The Library to purchase books directly and have them sent to you, rather than send money to Russia, so he is likely looking into whether the requested materials can be ordered from this end.
