Proposal Feedback and Invite for Response

Thank you for submitting your application. After the review process please find the feedback - comments and questions below for your response;

• Please share with us the rationale for your country selection process? What factors are you taking into consideration to support you in making the choice?

First, we searched for all French-speaking countries with active user groups. Then we checked if they spoke some local languages. From these, we chose the countries linked to our grant application. Before contacting them, we reviewed their past actions on their User Groups pages and in their activity reports, by chatting with them via Google Meet. Our goal was to collaborate with other countries, sharing our experiences and learning from them, while strengthening our ties with different communities.

• Having reviewed your proposals - we see an opportunity for partnerships but recognize that no partners were mentioned. Is this intentional and if not, who are the partners?

Regarding partnerships outside the Wikimedia movement, we have not currently formally established any with other institutions. However, we are always looking for potential partners and are open to your suggestions if you have some ideas to propose.

• Please speak to any engagement you have with Wikimedia Côte d’Ivoire and if there is any overlap with both your efforts and how this is mitigated.

Wikimedia Côte d’Ivoire and Wiki Kouman have private meetings during which, we share information about our programs and goals. Furthermore, Wiki Kouman actively participated in the Annual Meetings (RAN) organized by Wikimedia Civ for two consecutive years (2022 and 2023). We acted as a partner there by leading contribution workshops with the entire community.

• In the proposal it says no staff compensation, but in the itemized budget, about half of the budget goes to compensation. Please clarify.

The number of people working full time was provided in response to question 20.2, as requested. We understood question no. 20.1 as relating to contract workers or people outside the movement that we would have hired, which explains why we did not answer this question.

• Additionally, it is not clear what the paid roles are, how many people are involved. Need a breakdown of the cost.

We plan to pay compensation over the next two years to ten (10) people, including seven (7) full-time people and three (3) part-time. As we mentioned in the grant, the number is the same as in previous years.

• Lastly, we would like to know what impact measures you have worked with in the past and for this proposal that support you in validating that the programs and activities proposed work.That they result to the change you planned to see.

As mentioned in the previous grant reports, we've looked at metrics like the number of articles and entries created or improved. We've also considered other ways to measure our impact, such as mutual learning of new techniques to attract more participants, skill development, and the successful training of project leaders to work independently.

We highly recommend you get in touch with the regional program officer to support you in understanding the questions raised or if you find it useful to meet with the committee as well, please let them know and they can organize a conversation meeting.

• Pouvez-vous nous expliquer les raisons de votre processus de sélection des pays ? Quels sont les facteurs que vous prenez en considération pour vous aider à faire votre choix ?

Tout d'abord, nous avons cherché tous les pays francophones avec des groupes d'utilisateurs actifs. Ensuite, nous avons vérifié s'ils parlaient des langues locales. Parmi ceux-ci, nous avons choisi les pays liés à notre demande de subvention. Avant de les contacter, nous avons examiné leurs actions passées sur leurs pages de Groupes d'utilisateurs et dans leurs rapports d'activité, discutant avec eux via Google Meet. Notre objectif était de collaborer avec d'autres pays, partageant nos expériences et apprenant des leurs, tout en renforçant nos liens avec différentes communautés.

• Après avoir examiné vos propositions, nous constatons qu'il existe une possibilité de partenariat, mais qu'aucun partenaire n'a été mentionné. Est-ce intentionnel et, dans le cas contraire, qui sont les partenaires ?

En ce qui concerne les partenariats en dehors du mouvement Wikimédia, actuellement, nous n'en avons pas établi de manière officielle avec d'autres institutions. Cependant, nous sommes toujours à la recherche de partenaires potentiels et sommes ouverts à des propositions de votre part si vous en avez à suggérer.

• Veuillez nous parler de votre engagement avec Wikimedia Côte d'Ivoire et nous dire s'il y a des chevauchements entre vos deux efforts et comment ils sont atténués.

Wikimédia Côte d’Ivoire et Wiki Kouman, nous avons des échanges privés où nous partageons des informations sur nos programmes et nos objectifs. Par ailleurs, Wiki Kouman a participé activement aux Assemblées Annuelles (RAN) organisées par Wikimedia Civ pendant deux années consécutives (2022 et 2023). Nous y avons agi en tant que partenaire en animant des ateliers de contribution avec l'ensemble de la communauté.

• Dans la proposition, il est indiqué qu'il n'y a pas de rémunération du personnel, mais dans le budget détaillé, environ la moitié du budget est consacrée à la rémunération. Veuillez clarifier ce point.

Le nombre de personnes travaillant à plein temps a été indiqué en réponse à la question N°20.2, comme demandé. Nous avons interprété la question N°20.1 comme portant sur le personnel contractuel ou les individus extérieurs au mouvement que nous aurions engagés, ce qui explique pourquoi nous n'avons pas fourni de réponse à cette question.

• En outre, il n'est pas clair quels sont les rôles rémunérés, combien de personnes sont impliquées. Nous avons besoin d'une ventilation des coûts.

Nous prévoyons de verser des compensations au cours de ses deux années avenir à dix (10) personnes dont sept (7) personnes, à plein temps et trois (3) personnes à temps partiel. Comme nous l’avons mentionné dans la subvention, le nombre est le même que les années précédentes.

• Enfin, nous aimerions connaître les mesures d'impact avec lesquelles vous avez travaillé dans le passé et pour cette proposition, qui vous aident à valider que les programmes et activités proposés fonctionnent et qu'ils aboutissent au changement que vous attendiez.

Comme nous l'avons souligné dans nos rapports antérieurs, nous avons utilisé des métriques telles que le nombre d’articles et d’entrées etc (voir précédents rapports). Par ailleurs, nous avons utilisé d'autres indicateurs d'impact, tels que :

l'apprentissage mutuel de nouvelles techniques pour attirer de nouveaux participants, l'enrichissement mutuel des compétences, et la réussite de la formation de chefs de projet autonomes.

Nous vous recommandons vivement de prendre contact avec le responsable de programme régional pour vous aider à comprendre les questions soulevées ou, si vous jugez utile de rencontrer également le comité, veuillez l'en informer et il pourra organiser une réunion de conversation.

General Support Funding Approved at 30,303,030.50 XOF

Dear Wiki Kouman,

Thank you for submitting your application seeking General Support Funds - Wikimedia Community Fund. The MEA Regional Committee and Staff have thoroughly reviewed, discussed and deliberated upon your application and made the decision to fund you at 30,303,030.50 XOF for the grant period of 1st January to 31st December 2024.

Here are a few points to note;

• While we see the value of the project in the preservation of minority languages - we see the need to evaluate the approach of the project. It is unclear on the effectiveness and efficiency of involving country coordinators instead of partnering with the affiliates in those countries. At the same time, each of the partner affiliates can strategically include this program as part of their work.
• We see a need to engage the volunteer community more including in contribution beyond your intervention. We also see the opportunity for the project to be more visible to other volunteers beyond those you engage directly and for you to engage Wikimedia community affiliates to support the sustainability of the project and overall effective and efficient engagement.
• We would hope to see a comprehensive report speaking to the impact of the project to enable us in any future support requests.

We hope to continue having regular conversations over the course of your grant implementation. Do set up a regular schedule to connect with your MEA Programme Officer based on your needs.

The reporting requirements for the grant will shared in your grant agreement and on Fluxx. All reports are to be completed and submitted via Fluxx.

As this proposal mentions Wikidata, I have performed a review of team members experience on that project.

• ? There is no global account for Mme Guebo or N’Da
• Neutral Yao: They have little experience on any WMF project, and none on Wikidata.
• Neutral Ebe: They have little experience on any WMF project, and none on Wikidata.
• Neutral Brou: They have no experience on any WMF project
• Neutral Koffi: They have little experience on any WMF project, and none on Wikidata.
• Neutral Goure: They have no experience on any WMF project
