Help with sAPG budget reporting

This is kosboot, treasurer for the chapter Wikimedia New York City. Our president seems to have burnt out and has gone almost AWOL. Meanwhile I'm trying to figure out how to fill out the sAPG (located here: https://docs.google.com/spreadsheets/d/17TbBsS8Q0V4G6piTbQBvYPg01niKG3M6rgmF35RTn38/edit?pli=1#gid=0 ), difficult because I don't know all the re-apportionments and because I can't edit the document. On top of all this, our report to WMF is overdue (the prose part is being uploaded over the next day). I have a list of all the transactions from our accounting firm, but the coding for them and the WMF is very different, and I can't reconcile things.
