Turkish (English below): Şiddetle karşı - Bu projede yer alan Egezort ve Gufo46 isimli kullanıcıların dahil oldukları eski hibe başvuruları ve dayanağı projelerle ilgili Türkçe viki-topluluğunda ciddi çekinceler bulunuyor. Bu konu hem Türkçe viki-topluluğuna ait iletişim platformlarında (en sonuncusu Türkçe Vikipedi Köy Çeşmesi'nde şu an tartışılıyor) zaman zaman tartışıldı. Bilindiği üzere Wikimedia Vakfı tarafından verilen hibelerin, Wikimedia Hareketi tarafından kabul edilen misyon doğrultusunda ve kâr amacı güdülmeden kullanılması gerekir. Bir diğer ifadeyle, bu hibeler üzerinden gelir/menfaat elde edilmesi edilmesi yasaktır. Ancak ben bu hususa aykırı olarak bu kullanıcıların talep etmiş oldukları hibeleri kendi çıkarları doğrultusunda kullandıklarını düşünüyorum. Yapmış olduğum incelemelere dayanarak, bu düşüncemin sebebi olan noktaları açıklamaya çalışacağım:

1. İlk hibe başvurusuna konu olan proje (Meraklı Adımlar): Bu proje özetle Vikipedi'deki tarih ve sanat alanındaki kadın ve diğer cinsiyet azınlıklarının Viki üzerindeki eşitsizliğini gidermeye yönelik bir proje olarak görülüyor. Bu proje kanaatimce tüm Wikimedia Hareketi üzerinde belki de en temel sorunlardan biri olan cinsiyet eşitsizliğine ilişkin çok önemli bir projeydi. Tartışma sayfasında, hibenin kabul edildiğini açıklayan @I JethroBT (WMF) bu noktada kullanıcıya önemli bir soru sordu. Bu soru, seçkin madde oluşturmaya da yönelen bu projede seçkin madde yazımı sürecine ve projeyi düzenleyen kullanıcıların bu konuda tecrübesi olup olmadığına ilişkin. Kullanıcının cevabı ise ekip olarak seçkin madde yazımı sürecine ilişkin herhangi bir bilgilerinin ve deneyimlerinin olmadığına ilişkin. Bir hedefi de seçkin içerik üretmek olan projede, bu konuda neredeyse hiçbir bilgisi olmayan kişilerin niçin böyle bir sürece girdiği noktasında yeterli bir bilgi bulunmuyor. Nitekim nihai raporda da görülebileceği üzere bu projeden anlamlı bir çıktı alınamadı. Bu da projenin organize edilmesi ve yürütülmesi noktasında ciddi eksiklikler bulunduğunu göstermekte. Yine yukarıda bağlantısını verdiğim Köy Çeşmesi tartışmasında, tartışmayı başlatan kullanıcı Anerka önemli bir noktaya değinmiş. Projede yer alan toplam dört kullanıcının o dönemdeki katkı sayısı yalnızca 283 olarak görülüyor. Yine Anerka'nın tespitine göre, bu projeden Vikipedi'ye kimse kayıt olmamış. Yapılan foto yürüyüş etkinliğinden hiçbir fotoğraf Commons'a yüklenmemiş. Egezort bu fotoğrafların Google Docs'a yüklendiğini (link) belirtiyor; Commons'a yüklenmeme nedenini ise yükleyen kullanıcıların bunları Commons'a da yükleyebileceklerini düşünmesi olarak açıklıyor. Bu nedenlerle, proje özelinde ulaşılmak istenen hedefe ulaşılamadığını ve böylece talep edilen hibenin de uygunsuz kaldığını düşünüyorum.
2. İkinci hibe başvurusuna konu olan proje (Lexeme): Bu çalışmada yaş ve dijital erişim gibi sebeplerle yeterince temsil edilemeyen kullanıcılara odaklanıldığı belirtilmiş. Hedef olarak ise Wikimedia Hareketininin sürdürülebilirliğine vurgu yapılmış. Ayrıca Türkçe viki topluluklarına herhangi bir haber verilmediği söylenmiş. Tartışma sayfasında @I JethroBT (WMF) da kullanıcıya WMTR ile irtibata geçip geçmediğini sorduğunda geçmediğini belirtmiş. Kaldı ki bu dönemde grubun üyesi de değildi. Bu konuşmalardan (23 Şubat 2023) 5 gün sonra, 28 Şubat 2023’te WMTR grubu katılımcıları listesine adını eklemiş (bkz: Sayfa geçmişi). WMTR, Türkçe viki-toplulukları içerisinde uluslararası düzeyde WMF tarafından da tanınan tek resmi oluşumdur. Bu oluşuma haber vermeden bir proje yürütülmesini doğru bulmadığımı not düşmek isterim. Bu projenin nihai raporuna göre, program baştan aşağı talihsizliklerle dolu olmuş (programa ilişkin detaylı bilgi burada -Türkçe-). Birinci bölümdeki 5. soruya cevabı sorunun özünden bütünüyle uzak bir cevap. Yeterince temsil edilmeyen grupları çekmeye yönelik çabalarına ilişkin bir cevabı yok. Kaldı ki raporunda hedef grubunun çalışmalara yeterince katılmadığını belirtmişken, bu konuda bir özeleştiri de yapması gerekirdi diye düşünüyorum. Anerka'nın Türkçe Vikipedi üzerinde başlatmış olduğu son tartışmada proje kapsamında 100 atasözü girişi yapılmasının hedeflendiği, ancak proje kapsamında yalnızca 6 adet atasözü girildiği belirtilmiş. Üstelik belirtilen bu atasözlerinin bazıları küfürlü ve atasözü kapsamına girip girmediği dahi çekinceli niteliktedir. Bu doğrultuda, beklenen bütçe ile toplamda yapılan harcama arasındaki farkın, işbu eksiklikler de dikkate alınarak şeffaf bir şekilde açıklanması gerekirken bu yapılmamış.

   Bu arada şu hususu da özellikle vurgulamak isterim ki, her iki proje için alınan hibeden arta kalan miktarlar, sonraki projede kullanılacağı gerekçesiyle iade edilmedi.

3. Kullanıcının üçüncü projesi ise WMF tarafından fonlanmadı. Bu proje kullanıcının halihazırda süpervizörlüğünü yaptığı bir dersin kapsamına Vikipedi'nin de eklenmesi şeklinde. Bu proje için talep edilen toplam bütçe ile bu bütçenin nereye nasıl harcanacağına ilişkin yapılan açıklamalar topluluğumuz nezdinde de tepki çekti. Sonuç olarak bu proje için hibe başvurusu WMF tarafından reddedildi.

   Dolayısıyla bu aşamada kullanıcının ilk iki proje için aldığı hibeler, yukarıdaki reddedilen üçüncü hibe başvurusuna konu programda kullanılmak üzere muhafaza edilmiş olup iade edilmemiş, ancak işbu başvuru da reddedildiği için kullanıcı uhdesinde bulunmaya devam etmektedir.

Bu açıklamalarım, kullanıcının WMF'den aldığı hibeleri, hibelerin verilme amacına uygun bir şekilde kullanmadığını vurgulamak içindir. Hibelerin, belirtilen amaç doğrultusunda kullanılmaması, arta kalan hibelerin uygunsuz bir şekilde muhafaza edilmesi, hibelerle fonlanan projelerin belirlenen amaçlara ulaşmaması gibi etkenler bir arada değerlendirildiğinde, kullanıcının aldığı hibeleri menfaat elde etmek amacıyla kullandığı açıktır. Topluluğumuzda daha önce bir kullanıcımız, bu nedenle Türkçe Vikipedi'den bu sebeple süresiz olarak engellenmişti. Benzer şekilde, kullanıcının bu davranışlarıyla Evrensel Davranış Kuralları'nı da ihlal ettiğini düşünüyorum. English (Türkçesi yukarıdadır): Strong oppose There are serious qualms about users Egezort and Gufo46 and older grant applications and the projects they involved. It has been discussing in Turkish wiki-community communication platforms now and again (last one is now discussing in [Turkish Wikipedia's Village Pump). As it is known, grants given by the Wikimedia Foundation must be used in line with the mission accepted by the Wikimedia Movement and without any profit motive. In other words, it is prohibited to obtain income/benefit from these grants. But I think that these users use that grants in their own interests, contrary to this matter. Based on the research I have done, I will try to explain the points that give rise to this opinion:

1. Project subject to the first grant application (Curious Steps): In short, this project is seen as a project to eliminate the inequality of women and other gender minorities in the field of history and art on Wikipedia. In my opinion, this project was a very important project regarding gender inequality, which is perhaps one of the most fundamental problems in the entire Wikimedia Movement. On its talk page, @I JethroBT (WMF), who stated that this application was approved, asked the user an important question at this point. This question is about the featured article writing process in this project, which also focuses on creating featured articles, and whether the users who organize the project have experience in this regard. In the project, one of the goals of which is to produce featured content, there is not enough information about why people who have almost no knowledge about this subject enter such a process. As a matter of fact, as can be seen in the final report, no meaningful output could be obtained from this project. This shows that there are serious deficiencies in the organization and execution of the project. And again, on the Village Pump discussion which I linked above, Anerka, who started this discussion pointed an important situation. The total number of contributions from four users in the project during that period was only 283. Again, according to Anerka's findings, no one has registered on Wikipedia from this project. No photographs from the photo-walk event was uploaded to Commons. Egezort states that these photos were uploaded to Google Docs (link); and the reason that why these photos were not uploaded to Commons was, the users who uploaded these photos could also uploaded them to Commons. For these reasons, I think that the intended goal for the project could not be achieved and thus the requested grant remained inappropriate.
2. Project subject to the second grant application(Lexeme): It was stated that this study focused on users who are underrepresented due to reasons such as age and digital access. As a target, the sustainability of the Wikimedia Movement was emphasized. It was also said that no information was given to Turkish wiki-communities. Ot its page, when @I JethroBT (WMF) asked the user if he/she had contacted WMTR, he/she stated that he/she had not. Moreover, he/she was not a member of the group at that time. He/She added his/her name to the list of WMTR group participants on February 28, 2023, 5 days after these conversations (February 23, 2023) (see: Page history). WMTR is the only official Turkish wiki-community recognized internationally by WMF. I would like to note that I do not find it right to carry out a project without informing this organization. According to the final report of this project, the program was full of misfortunes from top to bottom (detailed information about the program is here -in Turkish-). The answer to question 5 in the first part is completely far from the essence of the question. He/She doesn't have an answer for his/her efforts to attract underrepresented groups. Moreover, since he/she stated in his/her report that the target group did not participate in the studies sufficiently, I think he/she should have made a self-criticism on this issue. In the last discussion initiated by Anerka on Turkish Wikipedia, it was stated that the aim was to enter 100 proverbs within the scope of the project, but only 6 proverbs were entered within the scope of the project. Moreover, some of these proverbs are abusive and it is questionable whether they even fall within the scope of proverbs. In this regard, the difference between the expected budget and the total expenditure should have been explained transparently, taking into account these deficiencies, but this was not done.

   By the way, I would like to emphasize that the remaining amounts from the grants received for both projects were not returned on the grounds that they would be used in the next project.

3. The third project of the user is not funded by the WMF. This project involves adding Wikipedia to the scope of a course that the user is currently supervising. The total budget requested for this project and the statements made about where and how this budget will be spent also attracted reaction from our community. As a result, the grant application for this project was rejected by WMF.

   Therefore, at this stage, the grants received by the user for the first two projects have been kept for use in the program subject to the rejected third grant application above and have not been returned, but since this application was also rejected, they continue to belong to the user.

These explanations are to emphasize that the user did not use the grants he received from WMF in accordance with the purpose for which the grants were given. When factors such as not using the grants for the specified purpose, improper storage of the remaining grants, and the projects funded with grants not reaching the determined goals are considered together, it is clear that the user uses the grants he received for the purpose of obtaining benefits. A user in our community was blocked indefinitely from Turkish Wikipedia for this reason. Similarly, I think the user violated the Universal Code of Conduct with this behavior. For all these reasons, I would like to inform you that I will oppose all grant applications made by the user, in principle. Thanks, --justinianus | talk 13:45, 23 January 2024 (UTC)

Strong oppose per above also;

Currently, there is a conflict of interest between the user Gufo46 and Egezort in their work. They use the Wikimedia Foundation as a source of income and are not collaborating effectively with their community. There is an ongoing discussion on the Turkish Wikipedia village pump regarding this matter.
