Dear Sky Harbor,

In general, the Participation Support Committee prefers to fund regional travel, rather than international travel, unless the proposed outcomes are especially strategically impactful and can't be achieved regionally. The participation proposed in the case of this request does not appear likely to achieve enough impact for the movement to justify international travel costs. The costs of participation are not well balanced with respect to the potential outcomes and impact. Please see our selection criteria for more information.
