Oppose, no need for the tools. I see five deleted edits (just two speedy deletion request (a sub-page and an empty category) four months ago) and just two reverts (1 (which is a mistake) and another where he removed a message left by an IP to Ochilov's userpage). I think a user must start doing maintenance before becoming an admin and not after he became one.
