Glossary

Community feedback on the scalability across our movement emphasized on the improvement in technological infrastructure with equitable resource distribution to create a fluid ecosystem for free knowledge. Whether it is support needed for content partnerships, technology or communication and resource distribution systems, governance or documentation writing with a structured approach via new engagement models.

Empower the Communities to develop their infrastructure with Financial Resources

  • Enable capacity building of the communities through grants and fundraising revenue streams.[1]
  • WMF needs to think of new ways to ensure equity in access to resource allocation with respect to the emerging communities infrastructure with more resources and bigger grants.[2][3][4]
  • Developing a resource allocation system that gives liberalization to other allied organizations who are doing Wikimedia work in a focussed thematic area.[5]
  • Clarifying and improving resource management processes and access towards grants for non-English speaking wikimedians or contributors who wish to work in specific areas but lack understanding or expertise to curate grant documents.[6][7]
  • Specific departments should be created within the Foundation to tackle the resource allocation for different regions.[8]

Shared ecosystem of services and tools

  • Make efforts towards “low awareness regions” that face demographic challenges - rural, aging population, less infrastructure, lack of digital literacy.[9]
  • Enable better ecosystem that support communities with partnerships with the required tools and infrastructure, technical and advocacy expertise that affiliates and organizations need for making their partnerships successful.[10]

Modernize Technical Contributor Tooling

  • Empowering indigenous communities to document the untapped knowledge of different languages and cultures.[11]
  • Support the sister projects with advanced user interface and technical tools and scripts for improving the overall infrastructure of the projects.[12]
  • WMF is recommended to prioritize in investment in technical infrastructure to support and advance the work volunteer developers are doing on a professional level.[13]

Footnotes

  1. Bolivia's community has not a strong infrastructure, so they rely on their own means to build capacity. (Bolivian Strategy Salon, Sept 2019, Diversity thematic area).
  2. We should do more to help marginalized groups access funds to grow their volunteer projects by thinking of new ways to ensure equity in access to resource allocation with respect to the developing regions. (Hindi Wikimedia community-at-large, March-April 2019, resource allocation thematic area).
  3. The current model of resource allocation can be modified in a way that emerging communities can get more resources and big grants. (1:1 interviews - Hindi Community Conversations, May 2019, Resource allocation thematic area).
  4. Only 2-3% of the bigger grants such as project grant and conference grants are seen coming from emerging communities. The number of grants to emerging communities should be increased. (Hindi Community Conversations, June 2019, Resource allocation thematic area).
  5. The bigger grants should also be given to some liberalization to other organizations who are also doing such work.(Hindi community conversations, June 2019, Resource allocation thematic area).
  6. People living in remote areas and villages don't have enough opportunities to be a user or editor for wiki due to lack of technology, the internet and awareness. (Hindi Wikimedia community-at-large, March-April 2019, Resource allocation thematic area).
  7. Clarify and improve resource management processes (Arabic Community Conversations, May 2019, Resource allocation thematic area).
  8. Create a specific department within WMF to tackle down funding issues depending on the regions. It is not possible to have the same person working with funding marginalized communities (lacking devices, Internet), and also funding big and advanced projects in the west. (Arabic Community Conversations, May 2019, Resource allocation thematic area).
  9. Make efforts towards “low awareness regions” that face demographic challenges - rural, aging population, less infrastructure, lack of digital literacy. (WM Austria, June 2019, Diversity thematic area).
  10. Enable better ecosystem that supports with partnerships. There are many elements such as, letterheads, infrastructure, technical advise that WMF team can provide the interested affiliates for making their partnerships successful. (Georgia UG Strategy Salon, Sept 2019, partnerships).
  11. There should be dedicated special assistance from Foundation in terms of resources, infrastructure and help with designing projects for indigenous people and the untapped knowledge in diverse languages and cultures. (Hindi community conversations, May 2019, Diversity thematic area).
  12. Sister projects have a huge potential for growth. For example, Wikisource lacks infrastructure - It has no operational visual editor, and even the wikitext has problems whereas the project is of great use. (Hindi community conversations, June 2019, product & technology thematic area).
  13. The priority should be to invest in technology and there should be a plan to renew the infrastructure (Spanish community at large, June 2019, Resource allocation thematic area).
