North American Wikimedians/Hub founding

We envision an agreement of this kind to be signed by several North American user groups, chapters, and affiliated organizations. Once enough sign, perhaps 8, we can "launch" the hub, and propose activities saying they are "sponsored by" or "on behalf of" the North American Wikimedians, or the North American Hub.
We are choosing the phrasing now. We plan to have this minimal governance for now because we believe the relevant groups are highly aligned and will support one another in taking action to further the Wikimedia free-knowledge mission. We can expand or elaborate it in the future.
