Who is the one billionth user of Wikipedia? And why do we care?

There are already about one billion people with less than regular Internet access. Some of them have radically different backgrounds and cultures, and probably speak English only as a second language. Theoretically, any one of them could arrive and 'edit this page' right now. When they do, what is Wikipedia and its culture and 'community' doing to make that easier or harder?

What obligations does Wikipedia have to make it easier for this user?
