It's a question that should be asked locally, if you're just wanting to know if that's a Wikipedia Policy. Policies such as that are decided on a local basis, though I would suggest that it's certainly not of the spirit in which Wikipedia was founded to prevent unregistered users from editing. You should consider encouraging the local project to reconsider the policy, if it's in place to prevent general editing. If it's a filter to prevent a specific type of recurrent abuse, it might have some merit though. Kylu 21:58, 7 March 2010 (UTC)[reply]
Actually these filter was created against abuse by User:Prima klasy4na (aka uk:Користувач:Ink) himself. This user was banned by Arbcom desicion frщm editing namespaces listed above, after he tried to evade these conditions by editing from IP, this filter was created. You may check some of the edits in question means "You should not be sorry for not blocking that user" (the user in question had an insulting username), creation of template "This user is a candidate for blocking", adding Category:Cholera to userpage. No user is banned from editing content-based namespaces, like Main or Portal, but it's very unlikely that a user from IP will need to edit some userpage or create some template, however, we will be able to prevent abuse from a blocked user — NickK 18:14, 14 March 2010 (UTC)[reply]
