Prize all Indian rank basis[edit]

@Jayanta (CIS-A2K): In respect to the note (4) mentioned on the content page, I would like to point out that those who win the national prize will surely from the language level topper. so to avoid any confusion, note 4 should be removed and all India rank base prize description should be edited. It should only contains prize money (gift vouchers, one T-shirt, one memento should be omitted)

In second Indic Wikisource Proofreadthon 2020 Barnstar distribution is not appropriate as compare to first Proofreadthon. Though I got the second place at my language Wikisource, I got the common message with first barnstar.
