Independance and decentralization : who will the employer of the staff of regional/thematic hubs? If it's the WMF, it's not decentralization. On behalf of the Board of Trustees of Wikimedia France, Pierre-Yves Beaudouin (talk) 11:00, 14 September 2019 (UTC)Reply

Thematic hubs: Decentralization vs delocalization

[edit]

The definition of thematic hubs is not clear. While the regional hubs are connected with a specific region, the thematic hubs is still an unclear concept.

The introduction reports: "Thematic hubs will allow and empower them to take a leading role within a certain thematic areas and to take ownership of responsibility for specific activities on behalf of the movement" in this case I suppose that there is ONE hub for ONE thematic area.

But at the end of the introduction it's possible to read: "The Thematic hubs are not static but their exact focus will change over time to allow for the creation of further Thematic hubs, thus spreading the work and expertise further, providing better services and ensuring that power and resources are equitably allocated across the world. In some cases a Thematic hub might cease to exist if its focus loses relevance or get absorbed by other Thematic hubs".

I suppose that there can be more than a single hub for a specif thematic area exactly because the "creation of further Thematic hubs" is not excluded. To support this interpretation there is also the recommendation of decentralization of the WG for Product and Technology which reports "To achieve equity so the members of the movement should be empowered to build their own tools and make their own decisions to the extent possible" so I suppose that there can be more than a single thematic hub exactly for the principle of equity because if the lead of a thematic area is moved to another entity that's not decentralization but delocalization. --Ilario (talk) 09:30, 15 September 2019 (UTC)Reply
