Rare?

@Thryduulf I don't think this [1] is a change to the policy itself. That's merely an introductory sentence, written at a time when WMF global bans were actually rare. Just compare the bans issued from 2012 to 2014 (three) to the bans issued in the past three years and you'll find that @1989s edit makes sense. Johannnes89 (talk) 08:16, 26 February 2023 (UTC)
