Dear DaSupremo,
Thank you for making one of the first applications for the e-scholarship program. I am pleased you found it, and found it to be a good idea!
I have several questions about your proposal, and I encourage you to update your proposal document. You can change it any time until the proposal deadline (October 1).
The purpose of the WikiCite program is to support open citations and linked bibliographic data. This can potentially have many meanings and we will try to be 'broad' in our definition when assessing the proposals. But, your proposal does not address how the creation of many new Wikipedia articles relates to this purpose. For example, will you be accessing citations that are normally not available but require the time provided by the e-scholarship to access/translate?
I understand you have stated that culture, history, food (etc) is not your normal Wikipedia editing topics, but the e-scholarship program is not intended to be used to provide financial assistance to people to do the kind of work that would normally be done as a volunteer. I see that the topic might be different, but the work of writing new Wikipedia articles is fundamentally a volunteer activity - and something you are good and experienced at. Generally speaking, it would not be appropriate to pay individuals to write Wikipedia articles unless there was a particular urgency, or special scenario that means the sources/citations would never otherwise be available.
If you wish to propose an article-translation campaign, it would be important to be specific about which articles, and why those articles? Furthermore - why an e-scholarship would make that project any different.
Finally - in the 'proposed dates' section you specify that it would be undertaken in 'four days in october'. In the 'qualifications' section you specify that it will be '8 articles a week, minimum'. And in the 'the activity' section you specify that you will translate at least 200 articles. These three measurements do not seem to correspond to each other. Can you clarify?
