Dear PPrakriti,
Thank you for being the first person to submit an application for an e-scholarship. I am pleased you found the grant interesting and relevant to you, to apply for it.
I have some questions about your proposal:

  • I see in the description of your project that you propose to improve Wikipedia articles by adding citations to existing English and Nepali language Wikipedia articles.
    • Do you have a worklist? a topic area? a target for the number of citations to add? At present, the description is too imprecise to be able to determine what and how much you would do. It would not be appropriate to provide an e-scholarship without any explanation of what kind of editing is going to happen, or how much, or in what topic area.
    • You specify that these would be 'quality references'. Does that mean you would have access to specific reference materials that is not normally possible? How are you defining 'quality' in this context?
  • Under the "proposed activity dates" the question asks you select two, three or four days. You have selected eight days. This is beyond the scope of the size of the grant.
  • You have listed 4 people to be involved in this project - you, plus three other users based in Kathmandu. This would be a good example of a 'remote team' and perfectly valid for the e-scholarship program. However, you do not explain these other team members' expertise or role in the project. Will you all be working on the same tasks at the same time, or is there a specialisation? You also have not listed their Wikimedia usernames. Are they currently active wikimedians, or would they be assisting your editing in another way?
    • Additional comment: I see that two of these three other co-applicants have now add their names to the community 'endorsement' listing at the end of the application, along with yourself. They are User:Rajendra Rokaya and User:Niroj Paudel Photography. At the time of writing, they have made 6 edits and zero edits (respectively) to Wikipedia(s) or Commons. As mentioned, this is not a 'problem' for your e-scholarship application - we welcome new contributors! - but an explanation/demonstration of their expertise and role in the project is important.   • You currently have no history of editing on any language Wikipedia. This is not necessarily a problem - you are still eligible to apply for an e-scholarship - but it makes it impossible to determine the kind of work you are normally involved in, or whether you are capable of achieving the task you propose based on your track-record. Can you explain why you believe you are qualified to do the task you propose?
  • As you know, editing Wikipedia is a volunteer-driven project and community and the e-scholarship program is not intended to replace that with payment for 'normal' activities. Can you explain why your proposed work means that an e-scholarship would allow you to achieve 'more', 'different' or in some way 'beyond' what is normally possible? Thank you your positives comments I have explain with following points.

  • I have improved on proposal about work list and topic areas, and number of minimum target is also updated on proposal.
    • about quality references in this project will improve with relivable sites and documents are used for references. We focused into quality not on quantities. ie. I used used quality word.
  • I improve on proposal for 5 days (2 days for Nov and 3 days for Dec 2020). I have also added the role of user and we are new wikimedian so we need adviser. So, for the same reason I have added local wikimedian as a adviser to guide us.
  • I already mention I am a new user so i want to learn this project that will help me to learn and contribute on wikimedia. I believe this project will help me to learn and take leadership with experience.
  • In this pandemic period most of people are jobless as they would not focus on volunteer work. so this scholarship will help me to contribute and continue for future work.

Thank you for your replies PPrakriti. I appreciate that you have provided a "scope" for your proposal. The two Wikipedia articles (w:ne:नेपालका_गाउँपालिकाहरू and w:en:List of gaunpalikas of Nepal) have a contemporary cultural value, have lots of red-links and lots of 'missing' footnotes.
I would especially appreciate if any other Nepali Wikipedia editors could comment on this page, to discuss how they see this proposal. I also note that you said you are a 'new wikimedian' (and so are your co-applicants), so perhaps there is a way for the local community to meet with your colleagues in Kathmandu and work on the project?
I see, and acknowledge, the point you make about how the pandemic period has left a lot of people jobless and the e-scholarship program helps to counteract this. This is the reality of our time, true, but what I was trying to ask - when I asked for you to clarify whether this proposal was different from "normal" activities - was with regards to normal editing activities for volunteers on wikipedia in general. As the criteria for the e-scholarship program states: it is ineligible for "Normal editing and content contribution tasks, if they are things which the applicant would normally do as a volunteer. For example, a Wikipedia editor creating many new Wikipedia articles." As you know, Wikipedia is a volunteer-driven project. So while the e-scholarship program is designed to help support people to do innovative things which they might historically have got a travel-scholarship for a conference, but with a 'stay at home scholarship' instead. Generally speaking - this would mean that projects to support people to add Wikipedia footnotes which they could have done normally as a volunteer, are not eligible. If the specific resource you're planning to use as references are not easily availble usually, or require specialist expertise to access/read, or the project is a long-held desire by the local community but no one has been able to do it... these are all good mitigation reasons.
I note that you have changed the dates to 5. But, as I stated in my first comment, the options are 2, 3, or 4 (as described also on the project page. There is no specific reason why the program could not also cover 5, but equally, you have not provided any specific explanation of why your project requires 5 days.

I am Biplab Anand, Nepali Wikipedia editor. I have a few comments regarding your proposal.

  1. What are you exactly trying to do? Are you going to improve new articles related to Gaunpalika's of Nepal by adding contents or only references? What is your plan and how will you run this project?
  2. The team looks very new to me, are you going to cite Wikipedia article using any Wikimedia tool, script or simply source editor?
  3. The decision to fund this e-scholarship will be solely made by the WikiCite e-scholarships team but I just want to know have you discussed this proposal with the local community members? If yes, please provide the relevant discussion link?

  • We welcome, if local Wikimedia meet on virtual workshop on Kathmandu but it’s hard to meet due to COVID19 and if possible at that time We try to meet physically.
  • We organize one-day as virtual event and Rest of four-day will be ‘’’Reference for Me, Edithathon’’’ so we are planning for 5 days.

Thank you for these replies PPrakriti. I think the final question, and your answer, is important. It would be exceedingly useful if you could write to the Nepalese community (mailing list? on-wiki chat? facebook group?...) and inform them of this proposal. Having comments and endorsements from others in the relevant volunteer community are of very high value to a grant proposal. Perhaps Biplab Anand you could help share the awareness of this proposal?   • Strong oppose The lead user for this scholarship is very new whose first edits are on this page. It has been only 34 days since the account was opened. In addition, the user has less than 20 global contributions. The accounts of other team members also do not have a good history on Wikipedia. Their edits can only be viewed on Nepali Wikipedia for support purposes. I don't think they have much experience in organizing such events.--Saroj Uprety (talk) 04:03, 28 September 2020 (UTC)[reply]
