Wikimania 2021 COT response

The success in getting greater participation in Wikimania was wonderful, its on going impact is being seen across the movement. The issues around funding timing are some future COT's will need to address. WMUK recent report suggested the use of Paypal as means in reducing costs, and increasing transaction speed is well worth looking into for such a large group from one region. Timing of the scholarship program has been flagged as something the 2022 COT will want to bring forward I'd suggest that some the background preparation can already be developed by the East Africa community too.
