Added grant report template[edit]

Hi, Jan: I've added the grant report template to this grant since it fulfills part of the reporting requirements for WMSE's annual grant. WMF will review the grant and offer comments shortly. I undid this revision and instead created a coverpage with link, as we used for the grant submission: that way, the grant report page will follow standard naming conventions and reside within the Grants namespace, and at the same time the location of this report here will not be affected. We will be adding comments to the discussion page on the coverpage here: Grants:WM SE/Annual Program Plan 2012/Report Q1.
