The Wikimedia LGBT+ legal defense commitment is a negotiation between the Wikimedia LGBT+ User Group, a Wikimedia Affiliate, and the Wikimedia Foundation, in which Wikimedia LGBT+ condones the organization of Wikimedia events in places where homosexuality is illegal in exchange for the Wikimedia Foundation's commitment of money and resources to the legal defense of Wikimedia LGBT+ community members who attend Wikimedia Foundation-sponsored events in such illegal places. The details of how this works may change over time with community discussion and negotiation, but Wikimedia LGBT+ organizes ongoing discussions about what is reasonable to do. What is covered[edit]

Suppose there is a Wikimedia Movement event in places where homosexuality is illegal. For example, Wikimania is the international Wikimedia conference, and in 2023 the Wikimedia Foundation has proposed to host it in Singapore. In Singapore homosexuality is a criminal offense punishable with imprisonment.

At Wikimania 2023, Wikimedia LGBT+ as an organization may arrange any of the following:

  1. calls for LGBT+ people to participate in the event
  2. LGBT+ themed conference submissions
  3. invitations to Singapore-based LGBT+ organizations for their representatives and community to attend or present at the Wikimedia conference
  4. Making posts on social media about LGBT+ activities at the conference
  5. Announcing collaborations on LGBT+ Wikimedia activities with local people and organizations
  6. Stating support for LGBT+ rights
  7. Endorsing the use of social apps for local dating, hookups, or LGBT+ meeting
  8. routine homosexual public display of affection, including traveling together, hand holding, hugging, and friendly kissing
  9. acknowledgement of any other homosexual sexual activity, done in private
  10. Endorsing social events for conference attendees outside the conference at local LGBT+ social spaces, including gay bars, nightclubs, discos, gay men's saunas, or bathhouses
  11. mild public demonstrations of protest, such as organizing a group of Wikimedia conference attendees to present themselves for photographic documentation in a public place holding a sign that says, "I support LGBT+ rights in Singapore" and displaying the Rainbow Flag as a symbol of LGBT+ Pride

If government in Singapore threatens or brings punishment on any Wikimedia community members for doing any of these things in Singapore, then this legal commitment will allocate resources to their defense and relief.

Requested commitment[edit]

When the Wikimedia Foundation sponsors an event in a place where LGBT+ is illegal, then Wikimedia LGBT+ requests that the Wikimedia Foundation commit US$250,000 or the equivalent in resources to every person at Wikimedia events, in the case that they face state-sponsored legal persecution related to being LGBT+ or engaging in the activities which Wikimedia LGBT+ considers normal within its community. Those activities include the ones described here and may include others as determined by public community conversation.
