The purpose of this page is to collate notes/etc. in preparation for the establishement of a Wikimedia chapter for Ireland.

What could an Irish Wikimedia chapter do?[edit]

Because a chapter is a official organisation, it would be able to do more things than individuals Wikimedians (or even a group of them) could do alone. For example, a local chapter could:

  • Answer criticism of Wikipedia in Ireland and act a contact point for questions.
  • Convince the estates of deceased Irish authors to to donate works to Wikisource.
  • Ask Irish newspapers to donate an archive of photographs of events in Irish history to the Wikimedia Commons.
  • Organise Wikipedia info/training days in Irish universities, cities and local communities.
  • Get the universities and schools to put
  • Get artists' management agencies to release photographs of Irish artists for use on Wikipedia articles
  • Convince the Department of Communications to have as a requirement for state-aided broadband, that operators have a search box of Wikipedia on their customer start pages.
  • Work with Irish teachers' organisations to create curriculums around Wikimedia content.
  • Setting up a website like www.wikipedia.ie. Such a website might be an version of Wikipedia that is specifically aimed at Irish audiences e.g. a custom Irish-interest main page, include specific search features of Irish towns, biographies, etc.
  • Make Irish-interest publications of Wikimedia content e.g. a book form publication of a Wiki guide to Irish history. Or facilitate commercial publishers to do.
  • Apply for a budget (to the Wikimedia Foundation and/or to the state) to pay for specific content generation projects. For example, such a project may be to pay someone to take photographs of a specific list of buildings across Ireland.
  • Make representations on behalf of the Irish Wikimedia community directly to the Wikimedia Foundation.
  • Facilitate an offline network of Irish Wikipedians, e.g. organise meet-ups (maybe even with a budget for beer!) or to help editors coordinate offline work (e.g. a group of editors might coordinate taking photographs for specific set of articles)

  • Mission: "The mission of the organisation must be in line with the mission of the Wikimedia Foundation."
  • Geographical base: "The chapter is geographically based/anchored in a legal jurisdiction."

  • Structure: "The chapter must have a legal structure/corporation that is legally independent from the Wikimedia Foundation."
  • Contributor involvement: "The chapter must involve contributors to the Wikimedia projects"
  • Critical mass: "The chapter must involve a critical mass of participants."
    • 10—20 (active) members minimum

Setting up[edit]

  • The object, name and registered office of the Society.
    • Purpose of the Society is to promote the work and vision of the Wikimedia Foundation on the (island of?) Ireland. Details?

  • The terms of admission of Members, including any society or company investing funds in the Society.
    • Open to all that share the vision and are willing to aid the work of the Chapter?

  • The mode of holding meetings, scale and right of voting, and the manner of making, altering or rescinding rules.
    • Meetings online via IRC. Offline meetings? How many per year?
    • All members have a single vote.
    • Members (including the committee) should strive to reach decisions by consensus where possible? Two-thirds requirement for making decisions otherwise?
    • How do we vote? Is an online meeting appropriate for voting? Is there a quorum? What is people can't make it to offline meetings?
  • The appointment and removal of a Committee of Management (by the name of?) of managers or other officers, and their respective powers and remuneration.
    • Number of members? Are they appointed for a specific term?
    • Secretary required for registrations as Friendly Society. What others? Technology officer? Press officer? Education officer? Legal officer? Financial officer?
    • Are committee members merely appointed representatives of specific working groups, of which members may be a member of as many as he/she likes?
  • The determination of the amount of interest (not exceeding what amount?) in the shares of the Society which any member other than a registered Society may hold.

  • The determination whether the Society may contract loans or receive moneys on deposit subject to the provisions of the Act, from the members or others, and, if so, under what conditions, on what security, and to what limits of amount.

  • The determination whether the shares or any of them shall be transferable, and the form of transfer and registration of the shares and the consent of the Committee thereto and the determination that the shares shall not be withdrawable.

  • The determination whether and how members may withdraw from the Society and the claims of the representatives of deceased members or the trustees of the property of insane and bankrupt members, and the payment of nominees.

    • Requirement from the Wikimedia foundation is that Chapters be non-profit organisations.

    • Do we expect to make any profits? Maybe, depending on projects we may run.
  • The custody and use of the seal of the Society.

  • The appointment of an inspector to examine and report on the affairs of the Society and the calling of a special meeting by order of the Registrar.

  • The statutory duties of the society:
    • The delivery on demand of copies of the rules and the sum to be paid for the same.

    • The annual audit of accounts, the appointment of a public auditor for the purpose, and the keeping of a copy of the last balance sheet and the auditor’s report always hung up at the registered office.
