Hello. Regarding this question, as part of protecting Wikimedia projects from anonymous vandalism, at times we are forced to block ranges of IP addresses. Due to the dynamic nature of IP addressing, these blocks may sometimes affect innocent users as well. The global block is not directed at you personally, and the reason why you cannot edit is that your IP, or the range in which your IP falls, was previously used by someone to vandalize a Wikimedia project or projects and was blocked to protect that project or projects.

Please contact the local administrators of your project and ask whether or not you are eligible for the 'ipblock-exempt' group. If they assign you to that group, please log back in to your account and check if you can edit afterwards. If you still cannot edit, please get back to us so we can investigate further.
