Hi, you seem to have blocked my IP Address on Wikipedia for someone elses mistake and i have reached out to support who created this profile for me but the same login does not work for Wikipedia, only Wikimedia and I need to have an account on Wikipedia. i have explained this is my first time using Wikipedia and I was very shocked to be blocked until next year for the below reason when i have done nothing wrong? Please can i be unblocked to create an account on Wikipedia??

Editing from your IP address range (92.40.248.0/23) has been blocked (disabled) on all Wikimedia wikis until 19:44, 27 February 2019 by Trijnstel (meta.wikimedia.org) for the following reason:

Cross-wiki vandalism, changed to anon-only due to collateral This block began on 09:38, 31 August 2018

@Strickland278: As you've replied with your account, you seem to already have created an account. When logged in, you should have no problem when editing. I can't change the block any more, as I've already reduced it to anon-only and I don't wish to have it unblocked. Please come back to me if you still experience problems. @Trijnstel: this account was created for me by Wikimedia Stewards but I receive your error message when trying to create an account on Wikipedia itself and this same account does not work for wikipedia. you have blocked my access from IP address when trying to create an account myself so is impossible The preceding unsigned comment was added by Strickland278 (talk • contribs) 18:43, 7 November 2018‎ (UTC)
Hmm, that's strange as this block is anon-only, so you should be able to autocreate your account. Did you do it correctly? You should first on this wiki (meta) and then directly go to https://en.wikipedia.org - you should be automatically be logged in there. You don't need to create it manually overthere. Please let me know if this works. If not, then I'll ask my colleagues to help you as you already have a global IP block exempt (strike that). @Trijnstel: Sadly, it doesn't let me. It asks me to login (even when still logged into wikimedia) and gives this error: Auto-creation of a local account failed: Account creation from IP addresses in the range 92.40.248.0/23, which includes your IP address (92.40.249.212), has been blocked by NinjaRobotPirate.

The reason given by NinjaRobotPirate is

Editing by unregistered users from your shared IP address or address range may be currently disabled due to abuse. However, you are still able to edit if you sign in with an account. If you are currently blocked from creating an account, you may use this form to request a username. Please use an email address issued to you by your ISP, school or organization so that we may verify that you are a legitimate user on this network. Please reference this block in the comment section of the form.

@Strickland278 and NinjaRobotPirate: That's due to a local block, not a global one. Please request an unblock/exempt via UTRS. Trijnsteltalk 23:16, 13 November 2018 (UTC)
I'm not entirely sure what the process is to get around these kinds of issues, but UTRS might work. If not, ACC. NinjaRobotPirate (talk) 00:05, 14 November 2018 (UTC)
@Trijnstel and NinjaRobotPirate:i'm not sure what that is NinjaRobotPirate, as I'm trying to be a new Wikipedia user, is this something you'd be able to fix for me? I dont know what those terms are. @Strickland278: Go to https://en.wikipedia.org/wiki/Wikipedia:UTRS and follow the instructions. Tell them you'd like to have a local IP block exempt. Trijnsteltalk 18:45, 14 November 2018 (UTC)
Since there isn't an account on enwiki, IPBE cannot be granted. The options are to modify NinjaRobotPirate's block to allow account creation or have someone else create an account for them (e.g. ACC). UTRS has referred the user to ACC. Given that I don't know the LTA the blocks are targeting, I've deferred the request (with the others on the range) to the CUs there. — JJMC89(T·C) 19:18, 17 November 2018 (UTC)
Since a global account already exists, ACC can't create a duplicate one on the local wiki. We'd need a way to force local creation for an existing global account, for which I've suggested several methods in phab:T211215. — AfroThundr (u · t · c) 17:45, 5 December 2018 (UTC)
