What is the purpose of the campaign? How will you measure the success of the campaign?

Description - This is a banner for Wikimedia CEE Spring 2019 international article contest in ttwiki. Previous years we used SiteNotice, but there will be other banners in spring, and we would like to have them all switched rather than shown together.
Possibility to change wording during the contest (eg. the contest has started → the contest continues → the contest is about to end) would be much appreciated.

Done I've prepared and enabled the campaign to run from March 30. In the meanwhile, please check the baner and let me know if it is okay. If you want to change the wording during the duration of this campaign, it's possible.
