FINDING collaborators is an uphill battle...
Why not implment a "Collaboration" heading on main pages and each portal page for users willing to join forces on a subject? Or was that what the 'Village Pump' was supposed to be? It would save much time and effort.

What Wikimedia project(s) and specific areas will you be evaluating?

Is this project measuring a specific space on a project (e.g. deletion discussions), or the project as a whole?
I'm not 'evaluating' per se, but trying to find a way to improve collaboration on all projects!

Describe your idea. How might it be implemented?

Provide details about the method or process of how you will evaluate your community or collect data. Does your idea involve private or personally identifying information? Take a look at the Privacy Policy for Wikimedia’s guidelines in this area.
Just as Copy Editors add their names to a list, potential 'Colleborators' could do the same. Or tabulate the number of each user's edits or articles added and ask if they wish to participate (which may also bring back past users). Better still, send ALL users an invitation to join such a page!

Are there experienced Wikimedians who can help implement this project?

If applicable, please list groups or usernames of individuals who you can work with on this project, and what kind of work they will do.
For sure there are, but if I knew who they were I wouldn't be suggesting a 'Collaborations' page!!!

How will you know if this project is successful? What are some outcomes that you can share after the project is completed?

I'll know it succeeded if (a) a 'Collaborations' page is added to Wikipedia's list of pages and (b) users on that list can be applied to for constructive help.

How would your measurement idea help your community make better decisions?

After you are finished measuring or evaluating your Wikimedia project, how do you expect that information to be used to benefit the project?
I don't know about 'better' - it would make it easier to find partners to implement or expand specific areas of knowledge.

Do you need people with specific skills to complete this idea? Are there any financial needs for this project? If you can’t implement this project, can you scale down your project so it is doable?
No, I don't have the skills to implement it. I do have a comment which may or may not be valid. The longer I use WikiMedia projects the more administrivia there seems to be. Maybe it's time for a weed whacker?
