Part 1 Understanding your work[edit]

1. Briefly describe how your strategies and activities proposed were implemented and if any changes to what was proposed are worth highlighting?

The July-December period was particularly active for Wikimedia France. We managed to implement almost all of the actions we had planned for this period.

In the field of opening up cultural content and data, on October 27, 2022, we officially opened applications for the Free Culture label. We organized a presentation webinar of the label on November 24 which attracted 80 cultural institutions. Today the label jury is in the process of receiving and analyzing the applications. Concerning our actions for the development of open science, on October 17 Wikimedia France signed a framework partnership with the Ministry of Higher Education and Research in France which involves the recruitment of three wikimedians in residence within regional units of university training. For more than a year, these three wikimedians in residence will be able to infiltrate the university network in Brittany, Aquitaine and Occitanie in order to train teacher-researchers, librarians and university staff in contributing to Wikimedia projects.

On October 5, the association also officially launched the board game Wikeys, an educational and collaborative game around the contribution to Wikipedia. The game was presented during discovery workshops, notably at the Ministry of National Education.

We organized a new edition of WikiCamp in Dieppe in Normandy at the beginning of July 2022. We also initiated a new partnership with the National Digital Council to train state staff in free tools and Wikimedia projects. During this period, we organized, in collaboration with WikiFranca, the 2022 edition of the French-speaking Wikiconvention in Paris, which brought together 130 Wikimedians from all over the French-speaking world.The only project that has been abandoned is the one that had been envisaged, in collaboration with the WMF on the conduct of a study on the moderation of content on the French Wikipedia for lack of sufficient funding.

2. Were there any strategies or approaches that you feel are being effective in achieving your goals?

What requires the most time and energy is finding the right interlocutors and the right relays in order to initiate alliances and impactful projects on a very large scale. Despite the popularity of Wikipedia, Wikimedia France maintains a fairly modest size compared to other French NGOs. The fact of having recruited, two years ago, a person responsible for public relations, enabled us to create new alliances such as the framework partnership with the Ministry of Higher Education and Research. We have strengthened our evaluative approach to our partnerships. The label is a very good example. It also allows you to have a much sought-after aspect of communication and gratification. We also realized that the digital divide remains very present and at all ages. It's not just a question of generation. The playful and physical game approach to address topics such as the contributory web, the rules of contributions on Wikipedia, free licenses or even neutrality of point of view seems to work very well.

3. What challenges or obstacles have you encountered so far?

We have a major difficulty that we cannot resolve at the moment. If we have the internal capacities for classic project management, this is much less the case with regard to IT and technical projects. Lingua Libre remains a very relevant project from a strategic point of view by facilitating everyone's participation in the Wikimedia project. With 1064 registered speakers and 171 different languages present, it is a very important participatory tool around which a solid international community has been built, bringing together linguistics, Wikimedians and researchers. But today, several technical bugs endanger the project. We have sought help from WMDE who have kindly accepted to play the role of technical advisor but we lack the internal knowledge and skills to respond to the challenges of the tool. We are multiplying calls for tenders to get support, but there are not very many companies mastering mediawiki on the market. We will have to find a solution quickly so as not to discourage the community.

4. Please describe how different communities are participating and being informed about your work.

Obviously, this depends on the different projects and the means of communication that go with them, but, in general, we communicate with the community in four different ways: Via Wikimedia projects directly (Bistro..), Via the Discord of the French-speaking community, through Telegram channels, by email. As part of contribution or training actions, volunteers are involved in the design and animation.

5. Please share reflections on how your efforts are helping to engage participants and/or build content, particularly for underrepresented groups.

The reasons for volunteering for the Wikimedia movement are multiple and specific to each person. However, there are two main ones: to militate and to socialize. We therefore organize the Wikicamp, an event that allows the reception and training of volunteers. We have also agreed to take over the organization of the French-speaking Wikiconvention, an important event to promote the exchange of skills between French-speakers.

In September 2022, we also initiated a global survey concerning Wikimedian volunteers. It emerged that people of the female gender, speaking a minority language or suffering from a disorder or disability are very involved in the association. This demonstrates our ability to integrate and support these communities. In fact, among people meeting at least one diversity criterion, 57.1% said they had taken part in 1 action of the association against 43.4% on average for all volunteers who answered this question.

After several years of developing the organization model of our events, we are in the process of arriving at a global charter which will make it possible to define the level of support by type of event in order to facilitate inclusiveness and participation. : Level of financial support, mandatory criteria, term of location, necessary means on site, etc.

6. In your application, you outlined your learning priorities. What have you learned so far about these areas during this period?

  • Demonstrate that with personalized and professional remote support, we can increase the retention rate of target audiences on Wikipedia

Work is in progress on this one. It is still difficult to make a balance sheet at 6 months. We have succeeded in standardizing training, in setting up a strong partnership with the National Digital Council.

  • Increase the good health of the community by adapted, relevant means and with the commitment of more important human resources

The annual survey gives us a good thermometer of the situation. With the arrival of a person who is 100% responsible for the volunteer commitment, we are in the process of rethinking our entire reception and integration process within the association. Wikicamp plays an important role in federating our voluntary activities. The organization of an Admin conference will also provide the community with a safe space for discussion.

  • Demonstrate that we can pass a development milestone by managing high-potential projects and positioning ourselves as one of the major non-governmental organizations in France

It is still a little early to assess this objective as well. We have built a coalition of the digital commons actors to follow the conclusions of the report of the european working team on digital commons. The project with Vikidia as well as the partnership with the Ministry of Higher Education, are good indicators of the fact that the association strengthens further its national impact.

7. What are the next steps and opportunities you’ll be focusing on for the second half of your work?

This second part of the year will be marked by the launch of the Open Science project. We are also going to speed up our partnership with the University of Guyana to strengthen the contribution from this overseas department. We are also going to structure our incubator project for other free software associations. We must overcome the technical challenges we face regarding Lingua Libre and open new ones to meet the needs of the Wikipedian community who wish to acquire a new patrol tool.

9. Are you having any difficulties collecting data to measure your results?

This first part of the year has given us time to rework our strategic plan for the next 5 years and therefore to work on this question of indicators and the level of difficulty of collecting the data necessary for the evaluation of our action. The most difficult element concerns above all the collection of assessment data when the actions are piloted by volunteers directly and in particular when these actions are made possible by funding from Wikimedia France. We are actively working on this issue of post-funding reports. The next point that remains complicated is the implementation of qualitative assessment such as the development of skills. We should arrive for some projects like the label and the game Wikeys but it is still difficult to do it on a larger scale.

10. Are you collaborating and sharing learning with Wikimedia affiliates or community members?

We do this mainly with the French-speaking area. Our activity reports are written in French and we do not have the reflex to have them translated into English to distribute them on a wider scale. We still try to present the actions of Wikimedia France during thematic events. We presented the report on the open content practice in France and the labeling project at the GLAM meeting in Prague. We will be present at the WikiEdu conference in Belgrade to present our actions on education. We will also be at Wikimania for this purpose.
