1. What is the overall vision of your organization and how does this proposal contribute to this? How does this proposal connect to past work and learning?
- Wikimedia France directs its activity around three main axes. First by encouraging the participation of our target audiences through training and actions designed for key players (GLAM, Education, linguistic communities, etc.) Then by strengthening the Wikimedian community by facilitating the integration and reception of new contributors within our organization, protecting the online community and providing it with the resources necessary for its development in a healthy environment. Finally, by forging strategic partnerships with friendly organizations, in particular to defend and promote the digital commons in France, but also by supporting the free software movement, and by supporting friendly communities such as Vikidia or other affiliates such as the Sans PagEs. In this, we are going to continue the work undertaken in under-represented territories such as the French overseas territories, continue the development of Lingua Libre which promotes linguistic diversity on Wikipedia, strengthen our training program for our volunteers with training both technically (developing bots) and human (conflict management) as well as for external professionals such as universities and cultural institutions. 2. What is the change that you are trying to bring about and why is this important?
- Above all, we should contribute to the participation of our target audiences, whether to reduce the biases identified on Wikimedia projects or to support the community which makes the various issues it encounters a need for significant investment from affiliates.
First, structure the training with remote and online assistance and follow-up of the people trained in order to really engage them in Wikimedia projects. We also need to support the online community. Indeed, faced with harassment, misinformation issues and conflicts of all kinds, the community needs Wikimedia France to be even more present on projects to protect and strengthen it. This is why, starting this year, for example, we have organized a meeting between volunteers and national police forces to identify and combat illegal content online. We are going to have to step up our work in this area. Finally, we must take the turn of media and information literacy more massively. The Wikipedians of tomorrow are the young people of today, those who have always known Wikipedia and who are the next generation of volunteers who protect and develop our projects. We must now take a careful look and imagine new forms of commitment. (Educational game, evaluation of digital skills by integrating Wikipedia, using Wikis for children as a sandbox and fighting against different biases from the start)
3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.
- The three strategies we will deploy are:
1) Support and encourage participation in Wikimedia projects
This strategy is divided into 4 objectives:
- Increase the number of public organizations that have adopted or deployed an “Open” policy in France
- Increase participation in Wikimedia projects from overseas territories
- Raise awareness and train the youngest in the challenges of free sharing and Wikimedia projects
- Increase participation and content in regional and minority languages on Wikimedia projects
2) Animate and support the volunteers of the association and Wikimedia projects
Regarding the community, we have three objectives:
- Increase the number of members of the association
- Increase the number of volunteers engaged in local groups
- Support the commitment of volunteers within the movement and the association
3) Promote and defend the free sharing of knowledge
This last axis has three objectives:
- Strengthen the role of Wikimedia France as a player in free culture and digital commons
- Increase the number of people who have been made aware of Wikimedia projects
- Increase the number of people who have been made aware of the association's projects
These 3 annual programs should allow us to strengthen participation through targeted actions and dedicated support for the audiences that we want to be attracted to contribute, or that we want to see become supporters of the movement. They should also enable us to better support and serve our communities by increasing the means devoted to territorial redeployment, which has been badly affected by the pandemic, by structuring reception processes within Wikimedia France, and by increasing the potential for commitments. Finally, by producing awareness-raising tools for the general public through effective campaigns, in particular through partnerships with youtuber and by acting with public authorities, by taking a position in the general public press but also by helping friendly organizations and placing us as the spearhead of the digital commons in France, we intend to strengthen the weight of the Wikimedia movement in the public debate.
4. What are the activities you will be developing and delivering as part of these approaches or strategies?
- We are going to develop several activities concerning to meet the objectives set.
With regard to strengthening the participation of our target audiences, we are going to deploy a national label of recognition of good GLAM practices in favor of free sharing on Wikimedia projects. This project will be supported by the signing of a key partnership with the Ministry of Higher Education and Research aimed at integrating mandatory training in Wikimedia projects with researcher training centers and by integrating 4 Wikimedians in residence per year in French universities. At the same time, we will continue to strengthen our presence in Overseas France with training and contribution actions in these territories. We are going to continue the development of Lingua Libre which today allows contributors in minority languages from all over the world to take their first steps on Wikimedia projects. We are also going to strengthen our presence among young people with the release of a Wikeys board game, which aims to make young people understand the methods of contribution and governance on Wikipedia. We are also going to develop actions around Vikidia, the encyclopedia of the youngest at college level (children aged 10 to 15)
Regarding support to the community, we will continue the psychological and legal support undertaken by the association. We are going to organize a new edition of Wikicamp, a welcome and integration event for newcomers, but also an AdminConf to help the community moderate content on Wikipedia. We are going to strengthen the volunteer training program with two cycles throughout the year (technical and interpersonal skills). We also intend to conduct a research study in partnership with the WMF on the moderation of content on Wikipedia fr. Finally, we are going to continue awareness-raising actions for the general public with national contribution campaigns (1lib1ref, Wiki Loves, etc.) and the production of communication material. We will also continue to strengthen our key partners and in particular WikiFranca, the hub of French-speaking affiliates, by supporting its structuring and hosting the French-speaking micro-grant commission, but also by helping to organize the next French-speaking Wikiconvention and to affiliates in the process of being structured. We will also continue to support Sans PagEs fighting against gender bias on French Wikimedia projects and other smaller players like Vikidia.

7. Do you have the team that is needed to implement this proposal?
- The salaried team is made up of 12 people, including one person on a work-study contract and one person on a fixed-term contract, distributed as follows: 5 project managers, 5 support employees (technical, communication, advocacy, fundraising and finance) and 2 people in management (human resources manager and director)
For next year, we intend to strengthen the support center with additional recruitment in support of the community. The association can also rely on a network of about 80 field volunteers who carry out the association's projects, organize local actions in the different regions and participate in the association's events (not counting temporary and for short periods), it is really about the very active heart of volunteers of the association. The planned recruitment should allow us to delegate to these new people a set of activities already in progress or planned so there is no risk on that side. On the other hand, we would like to keep the two people currently on short-term contracts within the association, not only to maintain a sufficiently numerous operational center to carry out all the chapter's projects, but also to strengthen our training actions for the target players. For this we need someone dedicated to the production of support, tutorials, who takes charge of the evaluation and accompanies people towards the projects. in particular by continuing to animate and feed the Wikimedia France training platform which hosts our MOOCs. We are therefore in the process of refining our thoughts on this subject. The only risk would be to revise our projects downwards if we are unable to maintain these positions.

8.1 In a few sentences, explain how your work is specifically addressing this content gap (or Knowledge inequity) to ensure a greater representation of knowledge.
- Regarding age, we have set up a partnership with Vikidia. We develop actions in schools in favor of media and digital education and develop an approach towards young people to bring them to Wikimedia projects such as the deployment of a print and play game around Wikipedia
Regarding geography, we act towards territories and populations that have so far been far from Wikimedia projects, such as overseas territories. In French Guiana, the partnership with the University of Cayenne will continue to develop. Our board of directors welcomes today a contributor from Reunion Island. We will continue our development towards all territories and cultures far from the projects.
Finally, with regard to linguistic diversity, the Lingua Libre tool has demonstrated its usefulness in attracting new speakers to the projects. The current sound library allows us to navigate through 160 different languages recorded by more than 700 different speakers.

11. What are your strategies for engaging participants, particularly those that currently are non-Wikimedia?
- In order to engage our target audiences, we will rely on three different means. Strengthen the training program with a quality requirement and harmonization of objectives in order to deliver relevant and recognized training at State level. Wikimedia France is already recognized as a training organization by the State. This will be reinforced next year because the French State should also validate and recognize the content of our training. Designed with real pedagogical engineering associated with quality training material, we rely on this to mark our learners. The second means will consist of setting up a tutoring and support program for people trained on Wikipedia remotely and for several months. This should allow us to increase the retention rate on projects. Finally, the third means consists in providing tools adapted to our audiences and their problems, such as Lingua Libre, or by supporting the development of tools that facilitate participation in a high level of contribution, such as the patrol, for which most of the community tools are obsolete. and don't really allow new contributors to get hold of it.
12. In what ways are you actively seeking to contribute towards creating a safer, supportive, more equitable environment for participants and promoting the UCOC and Friendly Space Policy, and/or equivalent local policies and processes?
- The association, beyond friendly space policies, has implemented several new rules to better accommodate neurodiverse people during these events;
- Systematic establishment of a quiet room reserved for neurodiverse profiles (with dedicated equipment, noise cancelling ear muffs, handkerchiefs, items for rest)
- Support for people wishing to start a gender transition
- Avoid applauding to minimize hearing shock
The association also organizes training courses for its volunteers and encyclopedia moderators on the following themes: Conflict resolution, non-violent communication, managing your volunteer commitment.
For 2 year, Wikimedia France has set up a psychological support number for the French-speaking community. Free number accessible 24/24 and 7/7 with specialized psychologists at the end of the line.
Finally, we protect our community from violence suffered internally or on other social networks. When Wikimedians are attacked because of their Wikimedian activity, whether on projects or outside of projects as on other RS, Wikimedia France bears all legal costs and provides them with the services of a lawyer. Wikimedia France also intervenes directly alongside the community to report violent, homophobic, transphobic, racist, anti-Semitic and other comments to the French public authorities so that the authors of these comments are punished by the courts.
13. Do you have plans to work with Wikimedia communities, groups, or affiliates in your country, or in other countries, to implement this proposal?
13.1 If yes, please tell us about these connections online and offline and how you have let Wikimedia communities know about this proposal.
- The construction of an annual plan at Wikimedia France stems from numerous discussions and exchanges with the members of the association and the online community. (mailing list, discord, events). To implement our action plan, we of course count on the local groups of volunteers in the regions of Wikimedia France, on the French-speaking online community with which we have several interesting projects such as the support provided by Wikimedia France to moderators within the framework of the French presidential election, the research project on the patrol, the deployment and updating of new technical tools or web development training for contributors who wish to participate in the maintenance of the Wiki. Thus, most of our projects are designed by integrating the Francophonie by supporting the direct development of usergroups. We are also strengthening our collaborations in Europe in terms of advocacy by supporting the actions carried out by WMDE and the FKAGEU with the European Union
14. Will you be working with other external, non-Wikimedian partners to implement this proposal?
14.1 Please describe these partnerships and what motivates the potential partner to be part of the proposal and how they add value to your work.
- We have 3 major partnerships in France in addition to the various cultural partners within the framework of the GLAM program. The first is the partnership with the Ministry of Higher Education and Research within the framework of the government program for open science which will allow us to incorporate in several universities in France 4 wikimedians in residence per year. The second aspect of this partnership will be the development and labeling of the Wikimedia France training program which will be authorized to intervene in all research laboratories and training centers for doctoral students. Our second partner is the Ministry of Culture and in particular its linguistic branch which has been supporting the financing of Lingua Libre and actions towards minority languages for several years. Our third major partner is the CLEMI, from the Ministry of National Education with whom we are developing actions around Wikipedia in schools in France.
15. How do you hope to sustain or expand the work carried out in this proposal after the grant?
16. What kind of risks do you anticipate and how would you mitigate these. This can include factors such as external/contextual issues that may affect implementation, as well as internal issues, such as governance/leadership changes.
- We have begun to revamp our strategic plan for next year. The risks are fairly minimal but we can list three of them:
- From an external point of view, a major change in policy in France could greatly slow us down or even destroy certain projects that we are currently developing with the public authorities. We will have a clearer idea about this at the beginning of the summer after the presidential and legislative elections in France.
- At the level of our volunteers, the COVID has greatly weakened our local actions, the main vector of influence in the territories, which inevitably weakens our volunteer base. It is therefore important to succeed in remobilizing it this year.
- Internally, increasingly important project management (the whole project with the Ministry of Higher Education and Research has a cost of 250,000€ per year for 2 years) of which only a part goes directly to Wikimedia France forces us to think both about the organizational growth of the association while restructuring our working methods to respond to projects with a very strong national impact. For this, a new organization, recruitment and some of our internal processes will have to be adapted.
