Why this should be outside the WMF[edit]

It is not in the WMF's interest to document complaints. The existence of complaints make the WMF look bad because in all other nonprofit organizations, the standard practice is to suppress any negative stories which could potentially become part of the organization's image. Even though research about complaints will in the long term make for a safer Wikimedia community, a conflict of interest arises as the WMF brand and the Wikimedia community brand are tied in the public's minds even though the interests of these groups are very different.

Having a frank public discussion of cases of harassment would benefit the Wikimedia community. I expect that it would be best for the Wikimedia Foundation to distance itself from moderating such a thing, or at least let it be managed by a third party.
