simple APG Committee recommendation[edit]

We recommend that Wikimedia Community User Group Côte d'Ivoire receive a grant of 26,000 USD for a year. The proposal is well tempered and well thought out and takes their capacity and community expectations into account. Past events and activities have shown that WCUG Côte d'Ivoire is a very active group, centered on collective work, their group is thorough and steady. We think that maybe WCUG Côte d'Ivoire is being conservative in their targets, as they have been known to deliver really good results in the past.

WCUG-Côte d'Ivoire APG approved in the amount of 22,000 USD[edit]

The Wikimedia Community User Group Côte d'Ivoire (WCUG-CI) grant request is approved in the amount of 22,000 USD with a grant term starting 1 January 2020 and ending 31 December 2020.

WCUG-CI is new to the Simple Annual Plan Grants program this year, and your group has shown programmatic strengths in several areas. These include your organization's past work with Wiktionary, research and documenting local languages, building productive relationships with local libraries and heritage institutions, and both recruiting and retaining local developers. Across its past work, WCUG-CI has shown they have learned effective outreach strategies, as they make use of several modes of communication and routinely follow-up with potential participants.

While the committee has recommended full funding, we are approving this grant in the amount of 22,000 USD. We believe in the value of your programs and the rationale presented for growth. However, two factors have caused us to make a reduced funding decision. First, regarding the budget, we are concerned that the budget for marketing and communications (Communication - Marketing) has been set too high. The breakdown of expenses in this area for the website, social media, and marketing materials are not clear, and the proposal does not provide clarity on these specific needs. While we do routinely support needs for grantees to maintain websites and conduct outreach using social media or marketing materials, the justification for a relatively higher funding need in this area is unclear.

Second, as with all newcomers in the simple APG process, we are trying to limit the amount included in the first grant to avoid too much strain on the organization. Third, in working with a limited budget, we cannot fund all requests fully and need to make choices. It is our responsibility to look across the entire portfolio of proposals and make difficult decisions regarding prioritization. While we are prioritizing support for emerging communities where annual plan funding can support organizational stability, we are also limited by how much growth we can support in these communities at this time.

Finally, we agree with the committee’s evaluation that your organization is highly active, applaud your commitment to collective work, and that your organization shows great potential for future success. We are looking forward to working further with Wikimedia Community User Group Côte d'Ivoire this year.
