  1. There is of course no guarantee, whether or not the IOC awards an accreditation or not. Butif the IOC pronounces an invitation to a visit, I am very confident. However, is it important to get the requested letter of recommendation of the Foundation. I will send this immediately by contacting the IOC. For the IOC it is a question of principle to accredit, a Wikipedia user, i.e. , so-called non-rights holder or not.
  2. For accreditation there are no additional costs. The costs of participation of Wikipedians during the Olympic Winter Games 2014 are not included in this budget. This is depending on the number of participants and from which countries they come. I assume, that participants in first apply the chapters for a grant for participation. Only participants from countries without chapters should have the possibility, to submit an application to the Foundation.
  3. At first, I will contact the IOC by e-mail. I probably have the possibility to contact a responsible at the end of November on a IOC Congress in Amsterdam (participation encouraged by WMDE). However, if there is the need for a personal presentation in Lausanne, I want to have a commitment of the Foundation "in stock".
  4. If there is a commitment of the IOC, i would advertise this project on Meta and ask to apply for the participation. For the committee of selection volunteers have to be found. When the participants have been established, a budget can be created. The costs, of course, are dependending on the countries the participants come from and how long these are taking part in the winter games (7. -23. February). In principle I would contact the Foundation and all Chapters to support that project because the outcome (photos and texts) are usable in all versions of wikipedia.

Adding one more question: "In order to get in contact with IOC I‘m going to participate in the 8th edition of the IOC World Conference on Sport, Culture and Education in Amsterdam, supported by WMDE." – I am not aware of a request about supporting the participation by WMDE, can you give a few more details?
