Central notice admins

It looks to me like Seddon and Vogone have failed to meet the required activity criteria per the second bullet point of Meta:Central notice administrators#Removal of access. This is supposed to be checked on October 1 as part of this process but seems to have been missed. I didn't check for CNAs. Both users do fail to meet the criteria and I will add them to be removed. To be honest, the whole process of finding out which group is to be checked when and which users are exempt is a pain, so this is why the list is not perfect.
