Comment @MCC214: Vandal and LTA management is a local issue for local admins. The stewards can lock accounts as a tidy up afterwards, and it is helpful though hardly a rule or completely necessary. If they are not locked and not active, then there is not really a problem. Best not to feed the trolls by being overly reactive, as that is what they want.
