Negative possible consequences[edit]

I am concerned of the negative impact these criteria can have on small user groups specially in Africa where volunteering is excruciatingly expensive per capita. To further enforce more elegibility criterion and to do so on a punitive system that could see chapters undergoing organic ebb is discriminatory.

I would humbly suggest that the pilot be applied progressively over 3 years instead and an explicit incubator program for user groups in developing countries, be instituted to assit groups in their formative stage.

Without an incubating program then a blanket application of the rules would be discriminatory and addresses the symptoms not the actual ailments. Equality is not directly proportional to Justice. --Thuvack (talk) 17:25, 22 August 2016 (UTC)[reply]

I think it would be better to have all existing applications reviewed at once, see which easily pass the criteria (to be immediately approved) and which fail, then rethink the criteria. Nemo 15:08, 25 August 2016 (UTC)[reply]
