Limited use or effectiveness of Arbitration Committees[edit]

I think you are perhaps a little overenthusiastic in your choice of vocabulary here: remember these pages are aimed at being the basis for specific conversations with specific communities over possible capacity-building projects in/for those communities, not a problem statement for the Next Big Software Feature In Mediawiki, for example. So if a mid-sized top-20 Wikipedia has an ArbCom that isn't serving it well, it is reason enough to include that problem description in this page.
