procedural guidance regarding a jawiki dispute
[edit]my personal capacity. I am not filing a formal case at this stage, but would like to ask for procedural guidance.
there have been lengthy local Requests for Comment concerning a dispute involving several administrators and CheckUsers. (ja:Wikipedia:コメント依頼/柏尾菓子 20260523, ja:Wikipedia:コメント依頼/Infinite0694 20260714)
some unresolved issues concern prior private consultations involving several advanced rights holders, their subsequent participation in public discussions concerning the same dispute, and inconsistencies or disagreements about the timing and extent of those consultations. Because some relevant communications were private, these issues have been difficult to resolve through the local RfCs alone. I have not received or reviewed any of the private correspondence myself, and my understanding is based solely on the public record.
jawiki does not have a local ArbCom. As far as I understand, it also does not have a comparable local high-level decision-making body for disputes of this nature.
I am considering whether some aspects of this matter may raise questions under section 3.2 of the UCoC, and possibly section 3.1. I am not asserting that any violation occurred or seeking any particular sanction.
before taking any further action, I would appreciate guidance on:
- could a matter of this nature fall within the U4C's jurisdiction?
- If so, what would be the appropriate procedure?
- would a formal case of this kind require a systemic failure of local UCoC enforcement, or could another basis for U4C jurisdiction apply given that jawiki has no local ArbCom or comparable high-level decision-making body for this type of dispute?
- If a formal filing would be appropriate, would you recommend any further local notification or procedural step before filing, such as informing the existing RfCs, or would notification after filing be sufficient?

- update: since I posted this question, Mt.Asahidake returned to editing after approximately two months of inactivity. A new local RfC concerning his conduct was subsequently opened on 24 August: ja:Wikipedia:コメント依頼/Mt.Asahidake 20260824. The new RfC asks, among other things, whether he intends to respond to the outstanding questions from the earlier discussion.
