Dear @VALENTIN NVJ: thank you for this proposal.

  • I refer to the conversation on e-scholarships talkpage: Talk:WikiCite/e-scholarship#Can_one_apply_multiple_times?. That discussion notes that this proposal is a 'second application' for an e-scholarship. Therefore, should both of the applications (this one and also Wikicite/e-scholarship/Yves Madika) be accepted, the first one to occur would need to be completed and report finished, before the second one could be funded. This project is proposed to occur in December, and the other project is proposed to occur in November, therefore this project being funded is dependent upon a: being accepted by the reviewing committee, and b: the report from the first project being completed in time. I hope that makes sense.
  • With regards to this proposal: Could you indicate what quantity and quality of content already exists on Wikidata about your chosen topic? That will help to show what is 'currently missing'.
  • Equally, can you say where/how you will be doing the research to discover the information you will put on Wikidata? You say you will start with "a census of all the newspapers for all the existing printing plants during the colonial period" - how will you do that?
  • I note that you have not been an active editor on Wikidata (edit history) and BamLifa has made 4 edits this year. Are you confident in your ability to undertake this project? Can you demonstrate an example of what a good quality item resulting from this project would be like?
  • Do you plan to notify other people of this proposal? It might be useful to get the feedback from participants on 'wikidata project: periodicals' for example.

You'll find in the lines below my answers concerning your questions.
* Talking about quantity and quality, I can confirm to you that there's not at all many newspapers and/or publishing houses in Wikidata concerning DRCongo. The ones that exist miss many properties making it hard to select with SPARQL as you'[ll see below. Let's run this query to select all newspapers of the country wd:Q974.

As you can see, this query returns 0 results. Running the same query with country wd:159 for example, you'll get some good result. At the same time, you'll find that newspapers like L'Avenir, Elima, Le Palmarès exist but do not have all properties that help select with the query above. In short, Wikidata misses content about newspapers in DRC.
* Regarding how we are going to do the research to find out the information we are going to put on Wikidata and the collecting of all the newspapers for all the existing publishing houses during the colonial period that we are talking about on this project, I would like to point out that we know very well where and how to get all this information because we already have a list of all these newspapers that we are talking about on this project. To name a few examples:

- L'Essor du Congo: a commercial newspaper of the year 1928;

- Nkuruse: a Catholic newspaper published in Kikongo by the Jesuits in 1914;

- Dikendi dia mission: Published in 1930 in kitetela at Wembo nyema (Kasaï), by the Methodist mission of Central Congo ;

- L'Ami du Congolais: published in 1910 with the aim of safeguarding Protestant work in the Congo;

- Shauri na Hadisi: 1st diary of the white fathers, appearing in Kalemie (Albertville) around 1933; ....

and so many other journals that are so absent in wikidata that we wanted to integrate them.

This simply means that we have already almost finished the first part of our project (collecting) and that only remains the second part which is dedicated to the entries of all this information on Wikidata.

This year has been a little bit so difficult for us due to the pandemic that has ravaged most of the planet, which is why our numbers of contributions on Wikidate are not so significant. We had already planned here some capacity building sessions on Wikidata, to be facilitated by Yves Madika and WINEUR, in order to allow the whole team to be so ready and able to undertake this project (as a proof my contributions have really increased). A good quality item is the one that contains all relevant statements, with solid references, and complete translations, pseudonyms, site links, and a high quality image. Example: Le Monde

Just as a reminder, in the meeting of 28/09/2020, I exchanged with you in person on this aspect of the experience. I even remember one of your answers, and I quote: "it is good to associate with people who already have experience in order to acquire it".

And to address your last concern, we didn't plan at the beginning to share this proposal with others, as you say it might be useful to get feedback from participants on this project, we will take it into account and be able to do so.

Thank you for your proposal! More detail about how the project will work would be helpful. Will you talk to libraries and museums? Will you find records for these publications in online catalogs?
