Main goals

The main goals of the project are:

  1. to establish a good structure of the chapter to support its transmission to the funding through Wikimedia Foundation funds dissemination and to increase the variety of the financial sources of Wikimedia Eesti;
  2. to increase the visibility of the activities of Wikimedia Eesti on national level to enhance the local awareness of free culture and free knowledge;
  3. to increase quantity and quality of the content of Wikiprojects,
  4. to increase the level and the number of international connections.
Intermediate objectives

The main goals will be achieved through intermediate objectives:

  1. Increased amount of strategic and tactical planning (administration);
  2. Increased funding of the organization, especially through local sources (administration);
  3. Increased involvement of volunteers in chapter activities (community);
  4. Increased involvement of potential contributors to Wikipedia and other Wikiprojects (community);
  5. Sharing know-how on the international level (international relations);
  6. Initiation of new wide scope long-term projects and proceeding with ongoing projects (Wikimedia content);
  7. Increased quantity and quality of the content of Wikiprojects (Wikimedia content)).

Structure

Listing of the general measures of success of the annual project follows the fourfold division of the project activities. Specific measures of success of project parts are to be found in the activities section below.

I Administration

  1. Fully operating organization throughout the year (i.e. no or few operational drawbacks during the year).
  2. The bookkeeping of the organization is in accordance with the good practice of bookkeeping and with the national and international law.
  3. All the financial and activity reports presented in time or with minor delays..
  4. Financial sustainability of the organization (i.e. diversification of funding sources, reduction of the financial input of Wikimedia Foundation under two thirds (i.e. 66,67%) of the annual budget of Wikimedia Eesti).
  5. Participation of at least 1 board member in training.

II Community

  1. Two general assemblies during the year.
  2. At least 10% of the members not belonging to the board are engaged in the activities of the organization.
  3. Wikipedia summer days take place with at least 12 participants.
  4. Presentation of Estonian translation of Free Culture of Lawrence Lessig amd distribution of the 500 printed books.
  5. At least 2 itinerant exhibitions exhibited in at least 10 different locations.
  6. Possession and distribution of sufficient amount of memorabilia throughout the year.

III International relations

  1. Participation in Wikimedia Conference, Wikimedia Central and East Europe Conference and Wikimania.
  2. Organization of Fenno-Ugric seminar with the participation of at least 10 Fenno-Ugric Wikipedias.

IV Wikimedia content

  1. At least 100 persons participating in the education project.
  2. At least 100 participants in the Viki48 events.
  3. Creation of an active Tartupedia core community with at least 5 members.
  4. Collaboration with at least 3 nationally important GLAM institutions.
  5. Increase the digitization capacity of Wikimedia Eesti to at least 3 books in a month by the end of the year.
  6. At least 10 workshops organized.
  7. At least 515 new articles created or existing articles significantly improved in Estonian Wikipedia.
  8. A total of 100 articles created or significantly improved in English, Russian and German Wikipedias.
  9. 2050 media files added to Wikimedia Commons and at least 50% of them incorporated into relevant articles.

Project scope and activities

This section describes what will happen if this project is funded. Who will do what, and when?

Project structure

To clarify the interrelations between the activities of the year 2014 and to explain their specific connection to Wikimedia Foundation priorities, the activities of the project are divided into four fundamental categories:

1) Administration, 2) Community, 3) International relations and 4) Wikimedia content.


Administration

The aim of the activities enlisted in the “Administration” part of the agenda is to achieve organizational maturity and effectiveness, as well as financial sustainability of Wikimedia Eesti.

This includes activities related to: 1) quotidian healthy operating of the organization, as well as a forward-looking investment in training and, last but not least, 2) appreciation and motivation of our employees.


1. General administration and training

1.1. General administration

An essential part of the activities of administration section is made up of daily operating of the organization, including assurance of the possibilities for communication and necessary transportation, dealing with bank transactions, taking care of IT-solutions etc. These day-to-day actions are regular and inevitable during all the year. Investing in these actions guarantees a good and effective work environment for the organization.

Also professional bookkeeping is a cornerstone of a well-functioning and open organization. The bookkeeper will help to ensure the clarity and systematization of all financial data of the organization, as well as provide quarterly and yearly financial reports. Using the services of a professional bookkeeper keeps the board of the organization from spending too much time on formal questions and enables them to concentrate on essential issues.

Goals:

  • To keep the organization well running,
  • To ensure a complete and fully trackable registry of financial transactions of the organization.

Measures of success:

  • Fully operating organization throughout the year,
  • All the financial documents registered as prescribed by the law and project contracts,
  • All quarterly reports and yearly financial report presented in time,
  • The bookkeeping of the organization is in accordance with the good practice of bookkeeping and with the national and international law.
General administration activities

1.2. Training activities

Board training forms an important part of the organizational maturity and effectiveness and therefore Wikimedia Eesti has decided to engage also in this activity during the year 2014. It has been decided that one of our board members will participate in Board training workshop, organized by WM UK in the beginning of March 2014. It is a Wikimedia-related board training event, treating important questions also for Wikimedia Estonian chapter (governance, chapter roles), notably dedicating a full day to strategy, planning & evaluation. As Wikimedia Eesti is planning to apply for FDC funding and we are working intensively on our strategic plans, the knowledge acquired from the workshop may prove to be invaluable.

Participation in an intensive workshop in an unusual environment may also prove to have a motivational effect on participating board member, resulting in increased effectiveness of her/his work.

General training of board members, general members employees or other relevant persons is a completely relevant procedure in the process of increasing the effectiveness and sustainability of the organization, As the plans of training seminars and workshops for non-profit organizations are not published with a sufficient advance in Estonia, it is not possible for Wikimedia Eesti to schedule all the training events for the year 2014. As a consequent we foresee an approximate funding for possible training.

Goals:

  • Acquire new knowledge about governance, chapter roles, strategic planning and evaluation,
  • Better trained and therefore more competent project teams and employees.

Measures of success:

  • Participation in the board training workshop in London, acquired knowledge mediated to other board and chapter members, employees and other related persons.
  • Participation in relevant general training events and reports of acquired knowledge.
  • Indirect affirmation of usefulness of training through increased competency - efficiency.

2. Human resources

2.1. Board assistant

During its professionalization process Wikimedia Eesti hired a part-time (50%, i.e. 20 working hours a week) board assistant in October 2013 to increase the effectiveness of the organization board. The main task of the employee is to support a good functioning of the chapter board by assistance in administration, communication and organizational duties, i.e. dealing with quotidian matters which do not require direct involvement of board members. In the first 3 months the effects of the contribution of the board assistant have been thoroughly positive and this position has become an essential part of the chapter structure. The existence and availability of the board assistant increases the organizational abilities and capabilities of internal and external communication of the organization. As a consequent, Wikimedia Eesti has decided to maintain this position in the future.

Goals:

  • To increase the effectiveness and capability of the chapter board.

Measures of success:

  • No or few drawbacks on the organizational level.
  • Well-working internal and external communication (including regular publication of the newsletter for members, the web pages of the organization being up-to-date, the response time to the inquiries addressed to the organization being reasonable, i.e. 5 working days).
  • All the meetings of the board and of the members of the organization have been protocolled in accordance to the law and good practice.

March-December The activities of the board assistant are regular and spread out over the annual timespan. These activities include participation in weekly board meetings, general assembly meetings in March and in August, publication of weekly newsletter, updating web pages and managing the correspondence of the organization.


2.2. Project manager

The professionalization process of Wikimedia Eesti also resulted in employment of a part-time (75%, i.e. 30 working hours a week) project manager with the main task to support a good functioning of the chapter by searching and securing financial sources for its activities and operation. Project manager also coordinates the execution of projects and is responsible for correct reporting.

One of the main problems of the chapter has been its excessive dependence on one financial source, namely grant allocation of Wikimedia Foundation. On the one hand, the task of the project manager is to find other financial sources to diversify the funding of the organization and thus reduce its operational risks. On the other hand the employee should prepare the organization for a transmission to Wikimedia Foundation funds dissemination more suitable for funding annual operational activities of the chapter.

So far the work of the project manager has resulted in several applications to different foundations and sponsors. Although not all of the applications have been approved, they have passed the technical evaluation stage and thus confirm the quality of the work of the employee. Wikimedia Eesti finds that an employed project manager is essential part of the financial sustainability, as well as maturity and efectiveness of the organization and, thus, has decided to continue with the employment in the future.

Goals:

  • Financial sustainability of the organization, including the diversification and augmentation of the financial sources of the organization,
  • Good support for the board, other members of the organization and voluntaries in execution of planned projects.

Measures of success:

  • The role of Wikimedia Foundation finances in the chapter reduced under 66%,
  • Funding received from at least 3 other sources besides Wikimedia Foundation,
  • A successful transmission to funding through Wikimedia Foundation Funds Dissemination Committee,
  • Reports presented timely and correctly.

Month Activity
March-December The activities of the project manager are regular and spread out over the annual timespan. These activities include project writing for deadlines of the Open Estonian Foundation, the Estonian Civil Society Foundation, the Cultural Endownment of Estonia, the Council of Gambling Tax calls for proposals, as well as applying for sponsorships from various companies in Estonia. Also the process of transformation to FDC funding is foreseen to begin in June 2014.

Community

The aim of the activities enlisted in the “Community” part of the agenda is increasing reach of and participation in our activities, as well as ensuring credibility of the projects by augmenting general public awareness of free culture and free knowledge. The community section includes activities related to: 1) organization itself, as well as wider Wikipedian community and, last but not least, 3) outreach to general Estonian community.


1. Organization and Wikipedians

1.1. General assemblies

As prescribed by the general legislature, the bylaws of the organization and general good practice, a non-profit organization is bound to organize at least one general assembly in a fiscal year. Wikimedia Eesti has an already evolved tradition to hold 2 general assemblies in one calendar year to increase the impact of the members will on the actions of the organization. The assemblies are scheduled with a half year difference between them and one is provisioned to take place in March and the other in August.

In the winter assembly (March) the fiscal and activity report of the year 2013 is to be reviewed and confirmed, the activity plans for 2014 will be discussed and possibly a strategy division may be formed to enhance the strategic work of the organization for better transmission to FDC funding.

In the summer assembly (August) the activities of 2014 and 2015 will be discussed and the election of board members will be carried through.

Goals:

  • To ameliorate the awareness of the members about the activities and financial condition of the organization.

Measures of success:

  • Fiscal report and activity report of 2013 reviewed and approved by the members,
  • Formation of strategy division within the organization,
  • A fully functional board is given a new 2-year mandate.

1.2. Wikipedia summer days

Wikimedia Eesti has supported throughout its existence a tradition of summer days for Wikipedians and in the year 2014 this event will take place for the sixth time. The main goal of the summer days is to communicate with wider community of Wikipedians for a better understanding of what they expect of the supporting organization and of course discussing general and specific Wikipedia matters. Summer days serve as a motivational event for wider community and as a reminder to the community that they have a supporting organization behind them.

Goals:

  • Communication and ideas exchange with wider community of Wikipedians.

Measures of success:

  • Event takes place with at least a dozen participants.

1.3. Other meetings

It would be useful for Wikimedia Eesti to use its own human resources, i.e. its members in its activities in a more efficient way. A possible mean for achieving that is organization of other meetings besides general assembly to discuss their ideas, possible contributions and to improve internal communication in general.

It may be useful to be more engaged with the community of Wikipedians and therefore Wikimedia Eesti foresees a possibility to organize other meetings with them besides the summer days. The exact content and dates of the meetings is to be decided.

  • Increased communication with a wider Wikipedian community.

  • At least 10% of members not belonging to the organization board are engaged in organizational activities,

2. Outreach

2.1. Publication of Free Culture

One of the objectives of Wikimedia Eesti is to increase public awareness about free knowledge and free culture. Publication of Free Culture of Lawrence Lessig, i.e. one of the most important books about the culture that has created Wikimedia movement, is essential in the creation of the social environment necessary for its proliferation. Wikimedia Eesti has the intention to spread Free Culture amongst politicians, i.e. people who make the decisions about our legal environment, and to school and university libraries, i.e. to environments where future decision makers go through the important stage of their mental development. Wikimedia Eesti also hopes to attract public attention to the publication of this seminal text of free and open culture - for this reason also a public book presentation is planned.

An agreement with University of Tartu Press has been settled for the publication of the book. It will be printed of the funds of Wikimedia Eesti 2013 grant. 2014 grant activities include public presentation of the book and distribution to relevant circles.

  • The publication of the book and increased awareness of free culture in Estonia.

  • 500 books printed and distributed to decisive circles.

2.2. Itinerant exhibitions

In its years of activity Wikimedia Eesti has gained a lot of experience in composition and management of itinerant exhibitions of the chosen photos from our photo competitions. Organizing and showcasing traveling exhibitions is a great way to outreach wider community and introduce them the results of Wikimedia activities, as well as pictures with encyclopedic value published under the free licence.

In the year 2014 Wikimedia Eesti plans to continue with the travelling exhibition of Wiki Loves Monuments 2013 ant Tartupe(e)dia photo competition winning photos, as well as to organize new exhibitions of the award-winning and nominated pictures from Wiki Loves Earth and Wiki Loves Monuments 2014 competitions.

Goals:

  • To increase public awareness of Wikimedia and its activities.

  • Itinerant exhibitions have been exhibited in at least 10 different locations in different regions of Estonia.

International relations

The aim of the activities enlisted in the “International relations” part of the agenda is to increase organizational maturity and effectiveness of Wikimedia Eesti by sharing our own experiences and learning from others. International relations includes: 1) participation in Wikimedia related conferences, Wikimania, Ukrainian expedition and 2) organization of the seminar for Fenno-Ugric Wikipedias.


1. Participation

1.1. Wikimedia Conference

An important part of the organizational development of a Wikimedia chapter is a discussion concerning their status and the future of Wikimedia movement with other Wikimedia chapters. Wikimedia conference is an event designed for this purpose and Wikimedia Eesti is certain that prior participation in this conference has given invaluable knowledge and experience to the organization. As there are many simultaneous discussions on the conference, Wikimedia Eesti plans to send 3 persons, i.e 2 board members and 1 employee to the conference, in order to get the most out of the event.

Goals:

  • Increase of organizational maturity through shared experience and knowledge.

Measures of success:

  • Participation of 3 persons from Wikimedia Eesti on the conference,
  • Creation of blog post reflecting the acquired experience and knowledge for the whole community.

1.2. WMCEE Conference

As an Eastern European chapter Wikimedia Eesti is clearly interested in the activities of Wikimedia Central and Eastern Europe collaboration and therefore also an active participation on WMCEE conference in 2014 is planned. The intention of Wikimedia Eesti is to have a collaborator in the organization team and two participants on the meeting itself. The main objective of this participation is to strengthen our connections in the region and to share our experience with other regional chapters and to receive interesting recommendations and observations from others. The participation in organizational team would be very important to Wikimedia Eesti, as the organization is planning to organize a WMCEE meeting in the near future.

Goals:

  • International participation, sharing of experience and ideas, regional connection.

Measures of success:

  • 1 participant in organisatory committee, 2 participants on WMCEE meeting,
  • Acquired and documented knowledge for a possible organization of WMCEE meeting in Estonia,
  • 1 collaboration project with other regional chapter,
  • Creation of blog post reflecting the acquired experience and knowledge for the whole community.

1.3. Wikimania

The participation on Wikimania has been important for Wikimedia Eesti because it is incomparable possibility to live through an intensive Wikimedia experience and to acquire new knowledge, share ideas and make connections, which will serve the organization in its maturation process and also have a motivational influence on persons participating. In the year 2014 Wikimedia Eesti intends to send 3 persons (i.e. 2 board members and 1 employee) to Wikimania.

Goals:

  • New connections, shared ideas, new knowledge and fresh motivation results in organizational maturation.

  • Participation of 3 persons from Wikimedia Eesti on Wikimania,
  • Creation of blog post reflecting the acquired experience and knowledge for the whole community.

1.4. Ukrainian expedition

On WMCEE meeting 2013 in Modra Wikimedia Eesti received an invitation to participate in Ukrainian expedition in the year 2014 and, as Wikimedia Eesti has a working connection with Ukrainian chapter, the invitation was accepted. According to the plan 2 representatives of Wikimedia Eesti will take part of the Ukrainian expedition in the summer or early autumn of 2014, in order to strengthen the connection between two chapters, exchange ideas and create Ukraine related content to Estonian Wikipedia.

Goals:

  • To strengthen the connection between Wikimedia Ukraine and Wikimedia Eesti.

Measures of success:

  • Participation of 2 representatives of Wikimedia Eesti in Ukrainian expedition,
  • At least 1 feasible idea for future cooperation,
  • Creation of blog post reflecting the acquired experience and knowledge for the whole community.

2. Organization

2.1. Fenno-Ugric seminar

Since the year 2012 Wikimedia Eesti has planned the organization of Fenno-Ugric seminar, i.e. a meeting bringing together major Fenno-Ugric Wikimedia chapters (Wikimedia Eesti, Wikimédia Magyarország, Wikimedia Suomi) with the representatives of small Fenno-Ugric Wikipedias (Võro, Livonian, Votyak, Vepsa, Sami, Khanty, Mansi, Ersa, Moksha, Komi, Udmurt, etc.) in order to discuss and resolve the problems of the latter, to support their development and expansion. As there is a strong tradition of cultural cooperation of Fenno-Ugric people, it seems completely sensible to develop it also in Wikipedias.

For minor languages and cultures, like the eastern Fenno-Ugrians, Wikipedia is of a particular importance, as these peoples might never reach a printed encyclopedia. In any case Wikipedia has the chance to be the largest, most objective and thorough, independent resource documenting their language and culture. The aim of this cooperation is to increase the reach of Wikipedia in areas capable of providing culturally unique content to the general collection of free knowledge, as well as support the participation itself. To support the participation of the representatives of smaller Fenno-Ugric Wikipedias, Wikimedia Eesti intends to distribute travel grants.

  • Supporting the activeness of small Fenno-Ugric Wikipedias.

Measures of success:

  • An organized seminar with participants representing at least 10 Fenno-Ugric Wikipedias,
  • Good media coverage of the event in national and international media,
  • Notable activation of smaller Fenno-Ugric Wikipedias.

The main aim of the activities enlisted in the “Wikimedia content” part of the agenda is to increase participation in the activities of Wikimedia Eesti, as well as the quality of the content acquired. These goals are related to increasing reach and credibility of the Wikimedia Eesti projects. Wikimedia content related activities include: 1) large comprehensive projects, 2) lesser projects related to textual content or 3) media content of Wikipedia and finally 4) a cluster of other, even lesser projects.


1. Large projects

1.1. Education program

In co-operation with the Ministry of Education and Science, the education program has become the most important project of Wikimedia Eesti with an extensive funding from the national budget of the Republic of Estonia for a pilot project for introducing Wikipedia in secondary schools. The aim of the project is to engage students who write smaller research papers in school to transmit the relevant information from their papers to Wikipedia environment. The aimed result is to have at least 50 new good quality articles or edits in Wikipedia by the summer of 2014.

This program serves several strategic goals of Wikimedia movement, enabling public outreach, actual participation, elaboration of quality criteria (to assess the work of the students), increased credibility from the support on the level of Estonian Government. Also carrying through this vast project increases the organizational maturity of Wikimedia Eesti, as well as national funding supports financial sustainability of the organization.

As an addition, and to ensure high quality results in Wikipedia, a summer school is organized for the best students, to teach them basic editing skills necessary for Wikipedia editing. To guarantee the sustainability of the project and high level of participation, a student contest with remarkable awards for both students and their supervisors is being planned. Hopefully this will attract public attention and guarantee good media coverage for the event, as well as give teachers a motivational boost for participating this year and in years to come - Wikimedia Eesti plans to carry out similar projects also in the following years.

This project has already started in December 2013 and the funds of Wikimedia Foundation will be used in the last stage of the project to award the best students and teachers who participated in the project.

Goals:

  • Contribution of quality material to Wikipedia by new contributors and installation of Wikipedia as a study-technological tool in Estonian school system.

Measures of success:

  • At least 100 persons (teachers and students) participating in the pilot project,
  • At least 50 quality articles or edits added to Wikipedia,
  • Nationwide media coverage of the project,
  • Follow-up project during the next school year.

1.2. Civic education project

For an effective outreach of Wikimedia Eesti and participation in Wikipedia, the members of the society need to be informed of the principles, values and advantages of free culture and knowledge. To achieve this, Wikimedia Eesti has decided to conduct a civic education program.The aim of the project is an achievement of broadened and deepened awareness of the citizens of the nature of free culture and education, as well as realization of the possibilities to employ Wikipedia as a means for civic education.

In the year 2014 Wikimedia Eesti plans to contact all relevant organizations to make plans for a wide-scale project to be initiated in 2015. Although the program is oriented towards the future an important contribution to Wikipedia is already planned for the year 2014 as well. To support this contribution, the present state of civic education related articles is mapped and lists of needed additions will be created. There will be at least one article competition and a civic education seminar, introducing the possibilities of the use of Wikipedia in civic education.

Wikimedia Eesti hopes to receive funding from the Open Estonia Foundation for this project.

Goals:

  • Wider acknowledgment of Wikipedia as a feasible civic education tool and increased awareness of free culture and knowledge in the society.

Measures of success:

  • Seminar concerning possible employment of Wikipedia in civic education being held,
  • Nationwide media coverage of the project,
  • At least 40 quality articles or important additions related to the topics of civic education made on Estonian Wikipedia.

1.3. Tartupe(e)dia

Tartupe(e)dia is a project shaped after the example of Monmouthpedia and has as its object a profound and diverse representation of the city of Tartu in Wikipedia. The activities of the project are mainly related to outreach and increased participation of local contributors. As one of the main partners for the project is the City of Tartu, this program also contributes to the credibility of Wikimedia Eesti projects.

The year 2014 is essentially planned for reaching out and seeking the attention of wider public. For this purpose public lectures on the topic of the history, present and future of Tartu will be held, with relevant references to Tartupedia project. Making the project more notable in the cityscape is attempted by the means of the installation of new QR-codes. On the basis of this outreach an essay to build a Tartupedia-enthusiastic community will be made.There are also planned workshops and competitions for wider public.

Goals:

  • Increasing local participation in the project by making Tartupe(e)dia project more visible.

Measures of success:

  • At least Tartupe(e)dia related lectures being held with a minimal average attendance of 25 persons,
  • Creation of Tartupe(e)dia-enthusiastic community with at least 5 active participants by the end of the year,
  • Amelioration of at least 25 Tartupedia related articles,
  • Good coverage of the project in local press.

1.4. Cultural heritage program (Estonian Republic 100)

As Wikimedia Eesti aims for a wider public outreach, it has been decided to initiate a new long-term project cultural heritage program, with the aim to have a good representation of Estonian culture on Wikipedia for the 100th symbolic anniversary of the Estonian Republic in year 2018.

The year 2014 is mainly planned for preparations for this extensive project and for creation of organizational and institutional web to support it. As it is intended to extensively collaborate with archives, libraries and museums, this program can be classified as Wikimedia Eesti leading projects in the GLAM region for the upcoming years.

As to Wikipedia content-related activities, it is planned to organized workshops for the workers of partner organizations, hoping that they will be able to transfer the contents of archives to Wikipedia in correct manner themselves.

Goals:

  • Increase of nationally and internationally valuable cultural content in Wikipedia, by the means of institutional collaboration.

Measures of success:

  • Collaboration with at least 3 nationally important GLAM institutions initiated,
  • At least 100 media files transferred to Wikimedia Commons by the end of the year.

1.5. Viki48

As Wikimedia Eesti aims for wider public outreach and even more for participation, it has been decided that a high profile participation competition, namely Viki48 will be organized. The form of the competition is taken from start-up meetings, where in the timescale of 48 hours a working start-up is construed. Viki48 aims for the creation of quality Wikipedia content in the insufficiently laboured fields of the Estonian Wikipedia.

The planned competition has two rounds. The first is open to all general public, as long as they are able to form 4-8 member teams, to register them and to contribute to Wikipedia. After the first public round the jury selects 10 most successful teams to participate in the 48 hour Wikipedia content creation marathon taking hopefully place in one of the most eminent libraries in Estonia. For the event special lists of insufficiently covered topics will be created. Finally the jury evaluates both quantity and quality of the articles created and nominates the teams to be awarded.

For a successful and sustainable occurrence of this event, the awards have to be appetizing. Wikimedia Eesti is currently searching for possible donors and sponsors. If it will not be possible to find sufficient sponsorship, the event will be cancelled. This competition could be a very successful way to achieve huge outreach and participation, as well as to receive nationwide media coverage. Hopefully the participants will be infected with Wikimania and continue Wikipedia collaboration after the competition as well.

Goals:

  • Significant increase in participation and as a consequent the development of Wikipedia content.

Measures of success:

  • At least 200 quality articles or significant additions created in Estonian Wikipedia,
  • At least 100 participants (minimum of 13 teams) in the competition,
  • Nationwide media coverage.

2. Textual content

2.1. Translation bee

Translation bee is an annual event taking place from the year 2011 in Estonian Wikipedia, which consists in the translation of the articles on other Wikipedias to Estonian. The aims of the competition include: increasing the amount of credible information on Estonian Wikipedia, including the materials that can be used in schools and universities, reaching out for new contributors and editors. Wikimedia Eesti will present its own award to the best participant who has not contributed to Wikipedia before. This event has been organized in the collaboration with European Commission and Tallinn University Press.

Goals:

  • To increase the number of high quality Wikipedia articles and the number of contributors and editors.

Measures of success:

  • At least 100 new articles or significant improvements to already existing articles.

2.2. Political articles project

In year 2014 Wikimedia Eesti will initiate a project to improve political articles in Estonian Wikipedia. It is coherent with civic education project of Wikimedia Eesti and is also important for outreach, as political articles are of interest of the general public.

To achieve this goal an evaluation of current political articles and a creation of the list of the articles to improve is planned. Meetings with possible organizational partners is also foreseen. Hopefully it will be possible to cooperate with universities to engage students in this project.

Goals:

  • Improved quality of political articles on Estonian Wikipedia.

Measures of success:

  • At least 50 new or significantly improved political articles on Estonian Wikipedia.

2.3. Armenian collaboration

Wikimedia Eesti has engaged with Armenian collaboration, i.e. cooperation with another small chapter of Wikimedia to create mutual content on Wikipedia. In December 2013 an article competition was organized. It is hoped for that this event is only the beginning of a longer fruitful cooperation, it was decided that for motivational purposes the winners of the competition will be awarded with the trip to respective country (i.e. sending Estonian to Armenia and receiving Armenian in Estonia). These trips are planned so, that the winners of the competition will also participate in the most important Wikipedia-related event in the other country (summer days in Estonia and conference in Armenia). Hopefully this will be helpful to establish strong connections between the chapters and wikipedians, which will provide the collaboration with a promising future.

Goals:

  • Stronger connection between two small Wikimedia chapters.

Measures of success:

  • Participation of at least one representative of Estonian Wikipedians in Armenian conference and receiving an Armenian Wikipedian on Estonian Wikipedia's summer days.

3. Media content

3.1. Wiki Loves Earth 2014

n the year 2014 Wikimedia Eesti will be engaged with Estonian participation in the international Wiki Loves Earth photo competition. The aim of this competition is to bring photos of Estonian natural heritage sites to the commons. As we have already organized several nature photo competitions in the past, with this competition Wikimedia Eesti will try outreach to new communities and concentrates on the work with regional photo clubs. Hopefully this cooperation will help to reach a reasonable participation rate in the competition, as well as produce photos from wider geographical range. A lasting establishment of Commons-friendly attitude in these clubs together with future participation in Wikimedia events is also hoped for.

Also one representative of Wikimedia Eesti may participate in the work of international jury gathering in the Ukraine. This participation would give invaluable experience and will improve international connections of Wikimedia Eesti.

Goals:

  • To increase the quantity of the pictures of natural heritage sites in the Commons.

Measures of success:

  • At least 1000 pictures of natural heritage sites added to the commons.

3.2. Wiki Loves Monuments 2014

In the year 2014 Wikimedia Eesti plans the 4th participation in the worldwide photo competition Wiki Loves Monuments. Although the number of participants has decreased over the years, there are many cultural monuments that still do not have a corresponding picture in Wikimedia Commons. In 2014 Wikimedia Eesti will try to tackle this problem and concentrate on receiving the missing content.

To achieve this goal a list of missing objects will be created and analysed and the competition will take place in the form of a photohunt. Only the participants who have taken photos of certain amount of missing objects (e.g. 50%) will be eligible for awards. The concrete restructurization and planning of Estonian Wiki Loves Monuments 2014 contest will take place in the first half of the year. The active photohunt period may be moved to summer, but the upload period will still be in September.

Goals:

  • To have pictures of currently missing cultural monuments in Wikimedia Commons.

Measures of success:

  • Pictures of at least 500 new cultural objects added to the Commons.

3.3. Illustration project

In cooperation with art schools in Tartu, Wikimedia Eesti has initiated an illustration project in order to add visual material to significant Wikipedia articles presently without pictures. The criteria in selection of the related articles is the inaccessibility to or complete lack of pictorial material. Illustration activities consist mainly of making of portraits and picturing of events. To engage more participants and to motivate them, it has been decided that illustration competition will be organized.

Goals:

  • To have more illustrated articles on Estonian Wikipedia.

Measures of success:

  • At least 30 significant articles well illustrated.

3.4. Wikiexpeditions

Wikimedia Eesti plans at least 3 Wikiexpeditions in year 2014 with the aim to achieve better representation of insufficiently covered regions in Wikipedia and Wikimedia Commons. To achieve this goal it is intended to visit the region, take photos of important buildings, monuments and locations in that region, add these photos to relevant Wikipedia articles or create these articles if needed. It is also planned to meet with the representatives of local communities to ensure future local contributions to Wikipedia and Commons or to initiate wider cooperation.

Probably there will be an expedition covering southern Estonia and northern Latvia. Other locations and all the dates are yet to be decided.

Goals:

  • To ameliorate Estonian Wikipedia by covering insufficiently represented regions.

Measures of success:

  • At least 300 new photos in Wikimedia Commons,
  • At least two thirds of taken photos (i.e. 200) incorporated into relevant articles,
  • At least one new cooperation agreement.

4. Other smaller projects

There are many other projects in the state of the development and their costs cannot be yet foreseen. These projects may need some funding and therefore Wikimedia Eesti has included the budget line related to these projects in their annual budget. These projects include WikiMed initiatives, Võrowiki article competition, editing collaboration, some GLAM projects (cooperation with the Archive of the Vanemuine theater, Tartu Art Museum, Library of Tartu, Estonian Association for History and Philosophy of Science etc.) etc.

  • To improve the content of Estonian and Võro Wikipedia, as well as Commons.

How will this project support the key organizational objectives of
increasing reach (more people will access or contribute to Wikipedia or our other projects)

Outreach forms an essential part of Wikimedia Eesti 2014 activities and is the aim of Wikimedia Eesti educational programs, as well as of the initiation of new GLAM projects (e.g. cultural heritage program). Hopefully a new level of civic education concerning free culture and free knowledge will be achieved, as well as students and teachers will be introduced into the activities and values related to the Wikimedia movement. New GLAM projects are conducted in strong co-operation with eminent GLAM institutions and good media coverage and outreach is foreseen.

Increasing participation will be supported by community activities, initiation of wide-scope projects and organization of new and traditional content-related competitions. The main object of community activities is editor retention through motivation. Although there is a settled community participating in traditional contests of Wikimedia Esti, such public events aspire also new contributors. Participation related activities make up also an important part of large projects of Wikimedia Eesti, with the best example of the education program.

The question of quality improvement is one of the central issues of the activities related to Wikimedia content in year 2014. For this reason new quality criteria for Wikipedia articles will be worked out in the framework of education program and Tartupedia project. Image quality criteria will be discussed during the activities related to Wiki Loves Earth and Wiki Loves Monuments competition.

credibility (more trust in our projects)

Credibility of Wikimedia movement in Estonia will be improved by high profile engagement of the Ministry of Education and Science and City of Tartu in our projects, as well as by general civic education concerning free culture and knowledge. Also the work with the quality criteria and content of Wikimedia projects is helpful towards the raise of credibility of Wikimedia movement.

organizational maturity and effectiveness (how it will move you or the Wikimedia community forward)

Organizational maturity and effectiveness will be achieved through the activities of general administration, professional bookkeeping, board assistant and project manager. The activities include assistance of the chapter board in order to achieve effectiveness of the organization. Also a wider engagement with the community improves the effectiveness of the organization. The process of maturation of the organization will be supported by board training and wider engagement in international relations. Hopefully the acquired knowledge will also contribute to the increase of the effectiveness of the organization. Carrying through traditional competitions and new wide-scope long-term progress is also important in the progress towards organizational maturity.

financial sustainability (how it will help you achieve more in the long run)

Financial sustainability will be addressed by the activities of the general administration, professional bookkeeping and project manager. In general the organization will be kept in fully operational and financially healthy condition. New financial sources and partners will be searched for. A transmission to the more suitable funding through the funds dissemination is hoped for.

This project is thoroughly related to other work in the Wikimedia movement: 1) GLAM is the essential part of our wide-scope long-term projects, 2) education is the center of the extensive pilot project initiated in the co-operation with Estonian Ministry of Education and Science, 3) organizational development is attended through administrative, community and international relations activities, 4) editor retention is a part of our community work and motivational competitions, 5) outreach is an important reason for initiation of wide-scope projects, as well as engagement in general civic education.
