Hello JackyCheung, there are cases where the results are not that clear, sometimes one can't say that the accounts are not the same user with 100%. So "unlikely" means that the results are not 100% clear but it is not likely that they are the same user, therefore the users should not be blocked because of the cu-result.
"unrelated" means that the accounts don't have anything to do with each others.
Note that this all is only related to the cu-results. Checkuser is not always the best approach, and sometimes it needs to be solved in other ways.
