This page enables stewards to handle permissions requests, including the giving and taking of administrator, bureaucrat, checkuser, and oversight rights, for all Wikimedia wikis which do not have a local permissions procedure. 'If your wiki has a local bureaucrat, submit your request to that user or to the relevant local request page (see the index of request pages). Requests for bot status, URL blacklisting and whitelisting, and CheckUser queries belong elsewhere.

For urgent requests, such as to combat large-scale vandalism on a small wiki, contact a steward in the #wikimedia-stewards IRC channel (see a web-based IRC client). In emergencies only, type !steward in the channel to inform stewards that you need help.

Please only make requests here after gaining the approval of your local community.

When requesting permissions, copy and paste the following text into the correct section. Please fill in all the required fields -- language code, link to the local request, and link to your local user page. Without this information, a steward cannot process your request.

CheckUser access

To request CheckUser information, see Request for CheckUser information. This is the place to request CheckUser access. Note that temporary CheckUser access is not permitted.

Stewards: When someone asks for CheckUser status, please check the current policy regarding bestowal of status before giving the status. Breaching these rules may be cause for removing your steward access. When you give someone CheckUser, please list them on CheckUser, ask them to subscribe to checkuser-l, email checkuser-l-owner@wikipedia.org so that the listadmins know the person is allowed on the mailing list (the list may contain confidential information), and make sure they contact an op for access to #wikimedia-checkuser.

Oversight access

Do not initiate an oversight request here. The Arbitration Committee will make the request once there is consensus on the local wiki (this process is currently for en-Wikipedia only).

Stewards: When you give someone oversight access, list them on Hiding revisions.

Removal of access

If you want to request that your own status be removed, please don't forget to place a note in English on your local user talk page. This is required to prove your identity. And then add the request here.

To request the removal of another user's status, you must gain consensus on the local wiki first. All discussion must be kept on your local wiki. When there is community consensus that the user's access should be removed, a trusted person from that wiki should provide a link here to the discussion, a very brief explanation of the reason for the request, and summarize the results of discussion.

When looking through the Steward-logs, I found this line:
  • 08:38, 21 June 2006 Sj (Talk | contribs | block) changed group membership for User:Amgine@iswiki from (none) to sysop
But on that date there have been a lot of userrights set for this user. I could not find in the Archive a reason for this user rights... :-(

Slovak Wikipedia

I request removal of sysop and bureaucrat access for user Liso.

On May 24, 2007, Slovak Wikipedia admin and bureaucrat Liso initiated a vote to confirm himself in his position. Vote ended on June 7, 2007. The result was 13 supporting, 7 opposing and 4 neutral users. The archived vote can be found at w:sk:Wikipédia:Žiadosť_o_práva_správcu/Liso_(potvrdenie).

Please note, that a procedure for adminship confirmation is currently not defined on sk.wikipedia and this was only second confirmation (following shortly after the first one), and the first one to fail. The requirement for promoting a new user to admin is 2/3 support (Voting with 1 option, this is commonly used as a rule for new adminships):

"(2) Návrh je schválený, ak získa aspoň 10 platných hlasov. Na schválenie návrhu je potrebná dvoj-tretinová väčšina alebo jednoduchá väčšina. Akú väčšinu je potrebné získať, sa stanoví pre každý druh hlasovania osobitne.
a) Dvoj-tretinová väčšina: Návrh je schválený, ak pomer kladných a záporných hlasov je väčší alebo rovný 2.""

Translation:

"(2) Suggestion is accepted if it gains at least 10 valid votes. To be accepted, it must gain at least 2/3 majority or simple majority. Which one applied will be specified for each type of vote separately.
a) 2/3 support: Suggestion is accepted if ratio of positive and negative votes is equal or larger than 2."

So this can be implied for self-requested confirmation. (in addition Liso as one of the first admins never passed any community vote except for checkuser vote).

Moreover, Liso himself explicitly declared in discussion to the vote:

"Pokial neziskam do 7. juna 2/3 (aj ked by sa dali spekulovat rozne vyklady) podporu sam poziadam nejakeho stewarda o odobratie prav."

Translation:

"If I don't get 2/3 support until June 7 (even if one could speculate different interpretations), I will ask a steward for de-adminship myself."

At the time he made that statement, his support was 10 vs. 9 opposing. On June 7, 2007, he wrote a concusion to the vote, where he said he needs to think about further steps [3]. No further steps in this matter happened as of this writing, despite I noticed him of further procedure (requesting de-adminship at meta) at the same page and later at his talk page ([4]). He resumed regular Wikipedia edits, including admin edits (bot flag added, June 10 and others).

Therefore I request to remove the admin and bureaucrat rights of Liso at Slovak Wikipedia. ~~helix84 09:52, 12 June 2007 (UTC)[reply]

I hope you could see that helix84's asking is "non-standard" asking in other's name... :( It is more complicated. Or simple. Even I got what I declarated I want (2/3 support (18 voices against 9)) I asked time for my reaction because I like to try to find best solution for our wiki. My words was my own plans and helix84 has not any right (nor any rule in sk.wiki gives him rigth to ask my desysop) to ask for my desysop. But although I got what I asked I am still thinking about asking desysop because I am prepared sacrifice my sysop rights to gain stability and prosperity of our wiki. But! :/ I am not sure that it is best thing to keep admins who makes steps like helix84 here to admin our wiki... So please be patient! I hope we will find soulution in our wiki... @Liso: The best solution is to keep your word. Bureaucrauts should be honest people. If you want time to think, you should specify a time-limit. Endless thinking and using rights is unfair.
There are also several points:
  • Liso has never gained support for his sysop and bureaucrat status by Slovak community. He was promoted directly by a steward. (from ordinary user to bureaucrat in two days [5])
  • Liso voluntarily started an official vote, on an official local page for RfA, not a private poll, which he can use to decide himself. There is a ratified rule for votes on Slovak Wikipedia.
  • @Kelovy. Your claim there is NO RULE "The requirement for promoting a new user to admin is 2/3 support is not true.
    • It is said in the head of Slovak RfA page sk:Wikipédia:Žiadosť o práva správcu (Liso wrote it :-), see [6]):
      Táto stránka je určená pre hľadanie konsenzu pri menovaní adminov na slovenskej wiki. Precízne pravidlá nie sú formulované, predpokladá sa fair prístup.
      Translation: This page is intended for finding consenzus in promoting administrators on Slovak wiki. Accurate rules are not formulated, fair approach is assumed.
    • The relevant rule, sk:Wikipédia:Pravidlá/Hlasovanie declares:
      Toto pravidlo určuje spôsob akým sa na slovenskej Wikipédii hlasuje o návrhoch. Vzťahuje sa na všetky hlasovania, ak osobitné pravidlo nestanovuje inak.
      Translation: This rule determines method how to vote about proposals on Slovak Wikipedia. It is aplied to all votes unless a special rule specifies otherwise.
      There is no special rule, hence sk:Wikipédia:Pravidlá/Hlasovanie should be applied.
    • Rule sk:Wikipédia:Pravidlá/Hlasovanie gives two options how to interpret vote results. Simple majority or 2/3 majority. But there is required a consensus on sk:Wikipédia:Žiadosť o práva správcu (see translation above). Simple majority cannot be called as consensus, so 2/3 is required.

Interesting view :) As Helix wrote above, our official rule contains text: Which one applied will be specified for each type of vote separately. For this kind of voting majority was never specified, so due to logic it was required same ratio as in previous admin rights votings (for example my successful defending - with result 16:14). The void, technically unachievable request for access removal of Liso, which he calls processing error doesn't change anything about the result of vote.
The only "solution" Liso did at sk.wikipedia was to declare the vote null and void [7] because, as he claims, he didn't know admin rights are a prequisite for bureaucrat rights. This step was afterwards contested by AtonX, Mz and RuM(=beren) [8] and the archived vote was kept unchanged. Did he know or not, ignorantia juris non excusat should be applied.
Liso is notorious for giving vague statements. He didn't specify any deadline for resolution. Therefore I suggest stewards to give him another 24 hours (until 10:33, 14 June 2007 UTC) to correct his error by asking for removal of admin and bureaucrat flags and placing a note in English on his local user talk page. I notified him of this procedure twice before he made the request (links in my original request). In our wikipedia is still continuing open discussion about this question. And I propose to be patient and wait for results. Please read user Devrimdpt'smassage called About Turkish Wikipedia, on Jimbo Wales's discussion page, and ask White Cat this dispute. Because he/she can translate this page. My dispute didin't solution but he and his friend banned me. Three sysop and community said He isn't sockpuppet or meatpuppet. And alot of user in Türkish Wikipedia complained Vito Genovese alot of time, but Bureaucrat Dbl2010 isn't doing anything. All problem is that: He doesn't like me.

Also, thees are difrent projects and difrent languages

Tok Pisin Wikipedia and Wiktionary (neo-Melanesian language)

I request sysop access to revise, upgrade, and update the Tok Pisin Wikipedia and Wiktionary, both to reinvigorate the two, and as an active part of WikiProject Melanesia.  The only Tok Pisin administrator has been inactive there since 23 December 2006.

I have extensive professional (i.e., paid) experience in software development and programming, Internet and corporate intranet web design and server maintenance, and many years in technical writing.  I grew up in Polynesia (Hawai'i), and have sailed as a merchant mariner in Micronesia (Marshall Islands), Australia, Indonesia and the Philippines, and am very familiar with the cultures of Oceania.  I'd like to use my experience and technical abilities to help make the Tok Pisin Wikipedia and Wiktionary useful resources for both the Melanesian-region Tok Pisin community, and as my contribution to WikiProject Melanesia.
