Allow checkusers to use XFF variable in Abusefilters

Problem: As with the User-Agent wish, long-term abusers use open proxies and gates for evading locks, bans or blocks. Not every anonymous service can be handled by phab:T25343 or global blocking such VPN gate's tunnels. Local management through AbuseFilter is a must-have.
Proposed solution: Add a X-Forwarded-For variable to let Abusefilter make further variable checks with sfs_blocked or ip_in_range(s).
Who would benefit: Everyone
