  • In 2012, Wikimedia Deutschland operated several grants programmes and offered reimbursements to individual Wikimedians of expenses in connection with Wikimedia related activities. The largest single grant programme, launched in 2011 was the Community projects budget. For this grants programme, a total of 200 000 Euro had been earmarked: http://meta.wikimedia.org/wiki/Wikimedia_Deutschland/Community_projects_budget
  • Furthermore, Wikimedia Deutschland operated a small grants and reimbursement programme entitled "Community-Budget", through which small projects as well as participation of Wikimedians in Wikimedia and external events were supported. In 2011, an approximate 20,000 EUR were allocated. The bulk of the requests were submitted by members of the German Wikipedia community, for the most part reimbursement of Wikimedia related travel and accommodation expenses. A portion of the Community budget was used to support international activities through the newly instituted Participation Grants programme, operated jointly with the WMF. Additionally, some third-party events were sponsored through this budget line, including the Belgian portion of Wiki loves Monuments and the participation of several German representatives in the RegioWikiCamp held in Brest, France.
  • Another small grants programme entitled "WissensWert" (="worthwhile to know") specifically targeted external, i.e. non-Wikimedia applicants, whose project ideas for the promotion and advancement of free knowledge were supported with amounts up to 5,000 EUR each. The community has also been supported via library- and literature scholarships.

10. In this financial year, will you provide grants to other individuals or entities? If so, how much (in US$)?
f. >$20,001
11. If you plan to provide grants in this financial year, can you provide additional detail on this year’s grants? (e.g., who are the grantees, what kind of projects or activities will you fund?)
  • All grantmaking programmes operated in the previous year are being continued in 2012. This includes the "Community projects budget" whose allocation has been increased to 250 000 EUR and the "Community-Budget", with an increased expected allocation of 25,000 EUR, plus a certain amount earmarked for international activities. Most grantees are active Wikimedians and most of their activities are embedded in the Wikipedia community. Wikimedia Deutschland is also considering to support some international community events such as the planned meetup of Central and East European Wikimedians, which was originally planned to be held in 2012 in Belgrade.
  • Community-driven projects, which are being funded in 2012 include: a vandalism detection and control workshop held in Frankfurt/Main in Mai, a gathering of German Wikipedia administrators in Juni 2012, a three-years project during which photo sessions are held in each of the parliaments (Landtage) of each of Germany's 16 federal states or Bundesländer with the goal of generating high-quality free images of all of their members and the German portion of Wiki loves Monuments and a trinational Wikipedian meetup in the German-Polish-Czech tripoint area. In addition to these and many other projects, ongoing community activities such as the photo workshops held periodically in Nuremberg are being supported by means of individual reimbursements and provision of technical equipment.

Additional Comments or Questions[edit]

Please use this section for any comments or questions you have about the funds dissemination process.

  • Bear in mind that our chapter is a special case. Our 'last fiscal year' lasted five months (May 6, 2011 through September 30, 2011) and very little happened, and for this financial year we have the incredibly costly Wikimania 2012 conference. Here's last year's financial report.
  • What additional oversight mechanisms will be put in place? Does performance and under/over-utilization of funds in one year impact funding for the next year? At what point does the FDC say "stop asking us for money and raise money yourselves"? What will be done to ensure that regional politics do not have a harmful effect on the distribution of money? Is the FDC amenable to emergency fund dissemination to rescue chapters from bankruptcy, and if so, what would be the consequences? (I don't expect that to be an issue for Wikimedia DC, but it is a question worth raising.)
  • Please address all financial questions to me, James Hare, the treasurer, at james.hare@wikidc.org.

We are seeking your input as we develop a set of recommendations for the FDC. We encourage your contribution on the talk pages of the Draft FDC Proposal to the Board.

Make this decision transparent for public, but not the lobbying phrase, you don't want to stage your "grant fight" like doing window shopping for video games.
14. By what date would you need to receive funds through the FDC or WMF grants process? (i.e., At what date will your ability to carry out planned activities be damaged if you haven’t received funding?)
At any date any "promised" funding dependent activities will be damaged if funding is not received. (Can you fix the question?)
15. Do you have any questions about the funds dissemination process that you need to have resolved in order to plan your chapter’s next financial year? By what date do you need an answer?
Just waiting, if it has a clean, easy process, we'll ask for funding, if not and it gave more problem than solution, we wait - and probably won't ask funding.

Additional Comments or Questions[edit]

Please use this section for any comments or questions you have about the funds dissemination process.

Please see previous WMID grant requests [1], [2] [3], in the presence of trust, there's an absent of long painful discussion (sample). If FDC going to look like the recent grant process I gave up, I don't have the time and energy to do what is given in the sample.

We are seeking your input as we develop a set of recommendations for the FDC. We encourage your contribution on the talk pages of the Draft FDC Proposal to the Board.

  • Out of the sum allocated for micro-granting, only one submission was recieved. A writing contest about the immigration from Ethiopia. However, we see this budget line as very important for two purposes:

15. Do you have any questions about the funds dissemination process that you need to have resolved in order to plan your chapter’s next financial year? By what date do you need an answer?

15. Do you have any questions about the funds dissemination process that you need to have resolved in order to plan your chapter’s next financial year? By what date do you need an answer?
  • I would appreciate an overview of the differences between the process and requirements of the current Annual grant process that was in place for 2012 and the FDC process. A reply by September, would be sufficient, although earlier would be better. --Bence (talk) 20:06, 25 May 2012 (UTC)

Additional Comments or Questions[edit]

Please use this section for any comments or questions you have about the funds dissemination process.

We are seeking your input as we develop a set of recommendations for the FDC. We encourage your contribution on the talk pages of the Draft FDC Proposal to the Board.

In the last four or so years the funds dissemination process (including fundraising and the grants programme) and attached criteria (eligibility; reporting; etc.) have changed at least once every single year; sometimes even more than once and usually with timing that didn't allow enough preparation for all parties leading to uncertainty and the desire to build up safeguards in the form of bigger reserves and pursuing labour-intensive outside funding sources.
We understand that the FDC process will be evolving, however, we would really appreciate some stability in the system, once set up: either in the form of multi-year commitments to fund operating costs; or by making sure that changes, especially the fundamental ones are announced well in advance without affecting on-going grants or applications (e.g. so that they affect only subsequent funding cycles, not the current or immediately upcoming one). --Bence (talk) 19:34, 24 May 2012 (UTC)

Once the details are finalized and the dust settles, I would appreciate a direct outreach (e.g. phone call) to the potential grantees (and those who have been eligible in the past, but for some reason are not in the present) to explain and discuss the new situation. (This could make sure that even those get the necessary info who do not have the time to read everything, and linguistic misunderstandings could be ironed out.) --Bence (talk) 20:11, 25 May 2012 (UTC)

b. <1,000
4. If you raised revenue from other sources in the previous financial year, please explain who or what types of groups (e.g., government, members, individual donors, etc.) were major providers of funds. If no, please leave this blank.
Project sponsors (WLM) as donation, membership fees (<100USD).
5. In this financial year, do you expect to raise revenue from sources other than from the annual fundraiser or grants from the Foundation? If so, how much (in $US)?
b. <1,000
6. If you plan to raise revenue for this financial year from sources other than the fundraiser or the Foundation, please explain who or what types of groups (e.g., government, members, individual donors, etc.) were major providers of funds. If no, please leave this blank.

Membership fees (<100USD), maybe project sponsors. It seems our last year effort to do fundraising has stopped by now by the fundraising agreements.

7. When does your financial year end?

December.

8. In your previous financial year, did your chapter provide grants to other individuals or entities? If so, how much (in $US)?
b. <$1000
9. If you provided grants in the previous financial year, can you provide additional detail on your grants program? (e.g., who are the grantees, what kind of projects or activities did you fund?)

We contributed with part of the WLM project donation to the production of franchising materials produced by WM Poland.

10. In this financial year, will you provide grants to other individuals or entities? If so, how much (in US$)?
a. We will not provide grants to other entities

Funds Dissemination Needs and Timing[edit]

12. Do you anticipate requesting funding through either the Funds Dissemination Committee (FDC) or the WMF grants process for your next financial year (e.g., 2013)? If so, how much (in $US)?
d. 5,000-10,000
13. What would be your ideal timeline for requesting and receiving funds from the FDC or WMF grants process? (e.g., "request in November/December, receive in January”)

If you mean "period of evalutation", I'd maximum a month. If you mean "best year period to request a grant", I think that it should somehow be aligned with each chapter fiscal year, but then how could one request grants for unexpected projects? For our chapter grant, request in November/December and receive in January would be a good timeline.

14. By what date would you need to receive funds through the FDC or WMF grants process? (i.e., At what date will your ability to carry out planned activities be damaged if you haven’t received funding?)

We currently have no finantial obligations, so we don't need to have financial capacity on specific deadlines. It really depends on developed projects and their timelines.

15. Do you have any questions about the funds dissemination process that you need to have resolved in order to plan your chapter’s next financial year? By what date do you need an answer?

As long as the instructions are detailed and the deadlines apply, no questions.

Basically it would interesting to know the timeline and the process in order to prepare our projects plan for 2013.
It's unclear the question to "receive" funds because in Switzerland the question is more connected with to "retain" funds as we receive sufficient funds through Wikimedia fundraising to cover our financial request.
