  • Request in April/May, approved by the end of June. Receiving funds in the first couple of months of our fiscal year.

  • The sooner the better, and it depends on the programmes we get approved. We would not be opposed to staged payments, for instance, receiving our grant in four separate installments three months apart.

  • In 2012, Wikimedia Deutschland operated several grants programmes and offered reimbursements to individual Wikimedians of expenses in connection with Wikimedia related activities. The largest single grant programme, launched in 2011 was the Community projects budget. For this grants programme, a total of 200 000 Euro had been earmarked: http://meta.wikimedia.org/wiki/Wikimedia_Deutschland/Community_projects_budget
  • Furthermore, Wikimedia Deutschland operated a small grants and reimbursement programme entitled "Community-Budget", through which small projects as well as participation of Wikimedians in Wikimedia and external events were supported. In 2011, an approximate 20,000 EUR were allocated. The bulk of the requests were submitted by members of the German Wikipedia community, for the most part reimbursement of Wikimedia related travel and accommodation expenses. A portion of the Community budget was used to support international activities through the newly instituted Participation Grants programme, operated jointly with the WMF. Additionally, some third-party events were sponsored through this budget line, including the Belgian portion of Wiki loves Monuments and the participation of several German representatives in the RegioWikiCamp held in Brest, France.
  • Another small grants programme entitled "WissensWert" (="worthwhile to know") specifically targeted external, i.e. non-Wikimedia applicants, whose project ideas for the promotion and advancement of free knowledge were supported with amounts up to 5,000 EUR each. The community has also been supported via library- and literature scholarships.

  • All grantmaking programmes operated in the previous year are being continued in 2012. This includes the "Community projects budget" whose allocation has been increased to 250 000 EUR and the "Community-Budget", with an increased expected allocation of 25,000 EUR, plus a certain amount earmarked for international activities. Most grantees are active Wikimedians and most of their activities are embedded in the Wikipedia community. Wikimedia Deutschland is also considering to support some international community events such as the planned meetup of Central and East European Wikimedians, which was originally planned to be held in 2012 in Belgrade.
  • Community-driven projects, which are being funded in 2012 include: a vandalism detection and control workshop held in Frankfurt/Main in Mai, a gathering of German Wikipedia administrators in Juni 2012, a three-years project during which photo sessions are held in each of the parliaments (Landtage) of each of Germany's 16 federal states or Bundesländer with the goal of generating high-quality free images of all of their members and the German portion of Wiki loves Monuments and a trinational Wikipedian meetup in the German-Polish-Czech tripoint area. In addition to these and many other projects, ongoing community activities such as the photo workshops held periodically in Nuremberg are being supported by means of individual reimbursements and provision of technical equipment.

  • Bear in mind that our chapter is a special case. Our 'last fiscal year' lasted five months (May 6, 2011 through September 30, 2011) and very little happened, and for this financial year we have the incredibly costly Wikimania 2012 conference. Here's last year's financial report.
  • What additional oversight mechanisms will be put in place? Does performance and under/over-utilization of funds in one year impact funding for the next year? At what point does the FDC say "stop asking us for money and raise money yourselves"? What will be done to ensure that regional politics do not have a harmful effect on the distribution of money? Is the FDC amenable to emergency fund dissemination to rescue chapters from bankruptcy, and if so, what would be the consequences? (I don't expect that to be an issue for Wikimedia DC, but it is a question worth raising.)

Decision should be take less than two weeks, an ideal full cycle would be: week one is lobbying phase, week two details clean up from lobbying phase, week three administrative paperwork straighten up, week four wire transfer completed. Make this decision transparent for public, but not the lobbying phrase, you don't want to stage your "grant fight" like doing window shopping for video games.

In the last four or so years the funds dissemination process (including fundraising and the grants programme) and attached criteria (eligibility; reporting; etc.) have changed at least once every single year; sometimes even more than once and usually with timing that didn't allow enough preparation for all parties leading to uncertainty and the desire to build up safeguards in the form of bigger reserves and pursuing labour-intensive outside funding sources.
We understand that the FDC process will be evolving, however, we would really appreciate some stability in the system, once set up: either in the form of multi-year commitments to fund operating costs; or by making sure that changes, especially the fundamental ones are announced well in advance without affecting on-going grants or applications (e.g. so that they affect only subsequent funding cycles, not the current or immediately upcoming one). --Bence (talk) 19:34, 24 May 2012 (UTC)[reply]

According to Polish law taxpayers can choose one and only one NGO with tax deductible status to donate it with 1% of his/her income tax. It is made via tax form, which taxpayers have to fill at the beginning of each year. Money is not transferred by tax-payer directly but by his/her tax office as a bank money transfer to a special account of each NGO.)

  • Wikigrants (content) - it is a local micro-grant system to support wikipedians with books and other necessary source materials for editing Wikipedia, some equipment (scanners, cheap cameras) as well as covering travel, museum and copying costs. Grantees are individuals or groups of Wikimedians.
  • Scholarships (polish and foreign participants of national and international events, e.g. annual Wikimedia Polska Conference, Wikimania)

    • 4 Wikiexpeditions (content, outreach) - Wikiexpedtion is an expedition to selected area of Poland in order to take pictures of not yet covered in Wikimedia Commons objects (monuments, industrial, cultural and natural species, people etc.), collecting local information (maps, books, brochures) for writing Wikipedia entries, as well as doing some outreach (contacts with local NGOs, National Parks and museums authorities etc.). For our first assembly we expect to define a fixed amount of money to be given by the members, and we have also thought of designing a fundraise campaing in local currency (it is outlawed to transfer foreign currency to/from an NGO) since the government gives tax exemptions to those organizations who contribute to the development of open-software and the development of information technologies.
