Mandatory Criteria

    • None, if you're referring to Toolserver/Mediawiki programming; (or perhaps I'm not understanding what programmatic work means). Considerable, if you're referring to purely editing.
  • Facility with editing a wiki (grant proposal reviewing is to be done entirely on the Meta-wiki)
    • If you meant 'familiarity' instead of 'facility', then yes, quite familiar with editing.
  • Reasonable working facility with the English language, for reviewing and discussing grant proposals
    • Again, I assume you meant 'familiarity'. I'm quite familiar with the English language.
  • Experience handling externally-provided money and working with and within budgets, preferably in a non-profit context
    • Although I have considerable experience of budgets et al, I haven't worked in non-profit contexts implementing any projects, except for applying for grants for a non-profit organization.

Optional Criteria

  • Experience with applying for grants - Not necessarily with grants, but rich experience and significant success with sponsors/donors/partners lookup. On the other hand, the basic principles of dealing with given resources are the same.
  • Experience with the Wikimedia Grants program, or another grants program in the Wikimedia movement - Author of local grant system of WMCZ. Submitted or helped with several grant applications.
  • Experience with non-Wikimedia grants (e.g. in the academic world or the wider non-profit world) - See the first bullet of this section.
  • Experience with auditing, comptrollership, and finance & Experience with governance, due diligence, and accountability processes - Yes, being responsible and reliable partner to sponsors, donors and partners requires this. I am very careful about reasonable spending of resources and quite meticulous with processes to prevent misuse or abuse of resources.

As a person who has many years of experience of dealing with sponsors, donors or long-term partners I can bring also this point of view to the grant process.

My name is Ivan, I have 28 years and I currently live in Mexico City. My profession is historian, although I have never worked as such since I've been a journalist for over 10 years. I currently work as creative director in an advertising agency renowned in Mexico and Latin America.

As part of Wikimedia Mexico, since I was accepted into the working group in March 2010, I worked to rally and grow the chapter. I was elected general coordinator of the working group in 2010, and under the responsibility I realize to the approval of Wikimedia Mexico as a chapter to the Wikimedia Foundation. I have done many volunteer activities such as contact and liaison strategic appointments, about 20 lectures in five states of Mexico, 5 workshops, and interviews in newspapers, websites, radio and television. Similarly, work currently in the growth of Wikipedia in Student Clubs UNAM and UAM Iztapalapa, in editions of Wikipedia in Nahuatl, Maya and Totonac in the Sierra. I also had the honor of participating in five international events of the Wikimedia Foundation, including Wikimania 2009, 2010 and 2011. I am currently elected president of Wikimedia Mexico and I am focused on its founding as a local civil association.

I'm editor since 2006 and created 162 articles in Wikipedia in Spanish and I have 4287 editions. I'm sysop in Spanish Wikinews, and often collaborate on Wikimedia Commons.

Professionally, I work daily with the design and creativity of corporate events and the subsequent planning and cost estimation, and I have under my rule multiple taskforces for this purpose.

I'm Kirill Lokshin, and I've been an active Wikimedian since June 2005. Most of my editing activity takes place on the English Wikipedia, where I've served as an administrator since 2005 and as a member of the Arbitration Committee since 2007. I was one of the founding members of Wikimedia District of Columbia, and currently serve on the chapter's Board of Directors, holding the position of Secretary. In that capacity, I've been involved with developing Wikimedia DC's applications to the Wikimedia Foundation Grants Program, as well as implementing the programs funded by those grants.

In addition to my involvement with grants within the Wikimedia movement, I have significant professional experience with funding proposals and budgets—albeit in a for-profit rather than non-profit context. In the course of my work on various US government aerospace programs, I've had the opportunity to both prepare and evaluate detailed program and budget proposals, as well as manage the implementation of specific program objectives under externally-imposed budget and schedule constraints.

I'm Namayan (formerly Scorpion prinz), I officially became a Wikimedian in April 2006 and has had over 8,600 and 1,700 edits in the English and Tagalog Wikipedias, respectively. I am a founding member of Wikimedia Philippines (WMPH) and has served as it's treasurer/chief financial officer, practically since it was organized and recognized in 2010 being twice reelected to the post. With it came the responsibility of managing over USD 36,000 worth of grants to date, of which USD 24,000 were grants which I facilitated to request in behalf of WMPH, but all the financial reporting of the grants WMPH obtained from WMF were done by me. Apart from it, I am also spearheading WMPH's bid to be a certified non-government organization which requires at least two years of preparation, systematized manner of operation and sound and orderly financial management and accounting.

I took up computer engineering in college, but eventually found myself venturing into finance and I would like to share with the GAC my four years of risk management experience with JP Morgan Chase & Co.

I am Nasir Khan, involved with the Wikipedia movement more than four years. Mostly i am involved in the Bengali Wikipedia and Wikimedia Commons, but i have contributed in some other Wikimedia projects [1]. Rather than just edit the Wikipedia i am more interested in working offline, with the community members. I have conducted workshops in different universities of Bangladesh. From the very beginning i am involved in forming the Wikimedia Bangladesh and now i am a member of executive committee. I have previous experience of applying, receiving and submitting reports for Wikimedia grant.

Beside my activities on Wikipedia i am involved with some other non profit volunteer organizations. I am involved there in the project planning, cost analysis and other related tasks. My name is Cynthia and I’ve been a member of the English Wikipedia since 2007, with over 20,000 edits. At different times throughout my Wikipedia career, I have been involved in various programs including the GLAM, Gender Gap, Teahouse, and the Public Policy Initiative and the subsequent Wikipedia Education Program, where I served as an Online Ambassador and member of the Steering Committee. Outside of Wikipedia, I have an extensive background in nonprofit development, capital campaign and program fundraising, financial budgeting and accountability, and applying for grants as recipient, as well as assessing grant applications and advising on the allocation of funds on behalf of state government.

In my work with nonprofit corporations, I have been responsible for assessing programmatic needs; researching and applying for community, corporate, and government grants, including the State's Community Development Block Grant (CDBG); distributing funds; ensuring compliance with regulations; setting measurable goals; maintaining accurate records; and remaining accountable to the individuals and organizations that provided the funding. My work with the Alexis de Tocqueville Society resulted in raising funds in excess of $7 million. In my work with community foundations, I have been responsible for establishing the funding process, guidelines, and timetable; setting criteria for eligibility; reviewing and then approving or denying applications based on established criteria; and monitoring grant recipients to ensure compliance with programmatic goals and requirements stipulated in the grant.

My work with state government included serving as a Mental Health Commissioner and member of the Mental Health Planning and Advisory Council. It was our responsibility to serve as advisors to establish the State and Division Strategic Plan, assess public and program needs within the state and the Health and Human Services Division, and apply for the Federal Community Development Block Grant. I was responsible for compiling all data provided by other council members, then writing the Division's portion of the grant. Once the CDBG was approved, allocation was administered by the State. Local governments and communities applied for grant allocation from the CDBG to carry out community development activities. The Advisory Council developed funding priorities and established criteria for approving grant recipients. When grant applications were received, we reviewed the applications and recommended funding allocation based on local government programs and their alignment with the State and Division Strategic Plan and legislative budget. Our recommendations were forwarded to the state governor, the governor's policy council, and the Division Secretary (head of the division).

In terms of Wikimedia, I was the founding Chair of Wikimedia UK (2008-2009). Before that I had previously serve as a member of the 2008 WMF Board Election Committee, during which time I was a temporary sysop here on Meta. I have previously identified with the Foundation.1 An editor of the English Wikipedia since December 2004, and to a much lesser extent other languages and projects since sometime after that.

Occupationally, I am a trainee accountant. I am currently a committee member of my local branch of Association of Accounting Technicians. In the past, I have been a trustee of Edinburgh University Students' Association, serving as a member of the Finance Committee and Societies' Disbursement Subcommittee (2006-2007). The Societies' Disbursement Subcommittee, and above a set amount the Finance Committee, were responsible for analysing and approving on grant requests from the student societies. I also have experience handling externally provided and internally generated money either solely responsible or as part of a committee in non-profit sporting or student societies environments.

Hi, I'm 3BRBS and I'm from Chile, South America. I've been an editor in Wikipedia since June 13 of 2009 (almost 3 years ago), with 4,177 editions in Spanish Wikipedia, 255 editions in English Wikipedia, and a total of 4,556 contributions to Wikipedia and Other Wiki projects.[2] I've also created 123 articles in Spanish (some of them have been merged) and 5 articles in English, and helped translate many others. On January 15 of 2011, I participated in the 5th Wikipedist encounter of Santiago, and later on, the 29 of January, I attended the 2nd Wikipedist encounter of Concepción. Both were organized to commemorate the 10th anniversary of Wikipedia in Spanish. Then, on June 18th, I attended the 6th Wikipedist encounter of Santiago.

As part of Wikimedia Chile and the Organization Committee for the 2nd Ibero-American Wikimedia Summit (also known as Iberoconf),[3] an event that took place between June 1st and 3rd of 2012 at Santiago (Chile),[4] I collaborated in building the budget, which later became the Grant Request for the event.[5] Also, I participated in acquiring supplies, coordinating arrivals and accommodations, and the logistics in general (plus other various tasks related to the event). I've been a chapter member of Wikimedia Chile since July 16, 2011, as a founder associate of the organization. In the first directory meeting I was elected member of the Director's Board, a position that I still hold.

I am confident with the English language, in spoken or written form. I received an 86% proficiency from the Michigan Test, taken in 2004; and an 83% proficiency on the ETAAPP test (from the Chilean-North American Institute), taken in 2009.

Professionally, I work reviewing and evaluating infrastructure projects in the Regional Government of Santiago. Currently I have a portfolio of over 160 active projects, with a total of 200 reviewed during the period of 2011-2012. The total budget for these projects is close to CLP $11,000,000,000 (approximately U$ 21,000,000). As part of my daily responsibilities, I also review proposals for the Sub-secretary of Regional Development, adding 175 projects to the period 2011-2012. As must be expected, all of these projects have a defined budget, including materials, labor costs and others associated expenses, therefore, each of these budgets are revised and approved under the regulations and rules established by the State and Regional Government.

The payments for projects (financed by the Regional Government, presently 160 active projects from my portfolio), are processed by myself. Invoices sent by contractors to the Municipalities (or local governments) are received, and then reviewed in relation to the available funds, and the rules established for payment, establishing a control procedure in relation with the financing of the projects.

As part of this process, I've established relations with different Municipalities, represented by professionals in charge of forming the initiatives, which in turn apply for project funding (under different finance lines available).

In my non-Wiki life, I'm the Manager of Digital Programs in the National Library of Israel, involved in (and sometimes responsible for) writing many of the grants the library applies for. Also, I'm the coordinator for the NLI GLAM-Wiki project, and thus familiar (somewhat...) with the Wikimedia Israel Chapter and its programmatic work.

Hi my name is Delphine Ménard. I have been in the Wikimedia Movement since 2004, my wiki project of choice is Commons, although my home wiki is the French Wikipedia, and I am hardly active as an editor these days, as I've turned to more organisational matters. I have served on the Board of both Wikimedia France and Wikimedia Deutschland (Germany), of which I am now the treasurer. As an active member of Wikimedia France, I am part of its micro-grant committee, which evaluates projects under 2000€ brought forward by the community as a whole, and decides whether or not to finance them. As the treasurer of Wikimedia Deutschland, I am part of the Community Projektbudget Jury, which evaluates grant applications for projects focused on explicitely supporting the Wikimedia Projects, with budgets above 5000€.

With the help of my experience as an event project manager (in my professional life) I have organised and helped organise 3 Wikimanias (Frankfurt, Cambridge, Alexandria) and have for all three been in charge of the budget. While my work as project manager gave me solid experience in budget management (I managed budgets up to 1M€) mainly in the event field (for-profit), I have also developped quite an understanding of non-profit finances, by serving as the Treasurer of Wikimédia France both in 2006 and 2009 (at two very different points in the "financial life" of the association) and now as the Treasurer of Wikimedia Deutschland. Serving on those boards and being part of general Wikimedia organisational matters has given me what I hope to be a useful insight on governance within Wikimedia, which I have strengthened in being a long time member of the Chapters Committee, where I helped evaluate chapters and chapters to be, as well as support groups trying to organise within the Wikimedia Movement. I have also served on the board of other non-profits outside Wikimedia, where I have held various positions (Chair, Treasurer, simple board member) in France and in Germany.

I am French, so I speak French œuf corse. English is my second language and though it's fading under a growing German accent I believe I can get by commenting grant proposals. I live in Germany so I also speak German, and I've just brushed up my Spanish and Italian which I speak well enough to get by and make myself understood, and actually understand much better than German in reading. This to say that I am also aware of the language challenges that making a grant proposal can hold and hope to be of service to people who might need a hand in making sure that their grant is understandable for those who speak other languages.

I am Viswanathan Prabhakaran, 47, an engineer and project manager. Have been on and within Wikipedia since 2005, predominantly in ml.wikipedia.org and its other ml. siblings. Sysops ml.wiktionary.org.

Combined different communities, I have performed more than 14,000 edits till date. Have been continuously promoting Wikipedia among the local communities especially to the school students as well as common public. Regularly and actively gets involved in offline campaigning missions (workshops, conferences, mass media interfacing, GLAM initiatives, language forums etc...) about Malayalam and other Indic Wiki projects. Member of Wikimedia Indian Chapter.

Have long and matured professional experience with project feasibility, cost control and performance evaluation in the field of engineering and healthcare including conference logistics and event scheduling. Also associated with several NGOs, conversant with their functioning and management.

I speak/read/write Malayalam as my mother tongue, English and Hindi as near native. Also can essentially communicate in several other languages including Arabic and Tamil with moderate fluency. Have traveled extensively and mingled with different nationalities and culture.

I've been editing Wikipedia projects since 2010. I've more than 10,000 edits. (Click to see!) I am an OTRS member for more than a year. Successfully doing the work too. Have filemover rights in Commons and autopatrolled rights in Meta. I've admin (SYSOP) rights in Tamil Wikipedia & in Outreach Wiki. I'm not only editing in online but also outreaching outside too. I've conducted 5+ workshops in Tamil Nadu, India. I was one of the volunteers worked in TamilWiki Media contest. Also, I am a translator of MediaWiki in http://translatewiki.net/wiki/User:Surya_Prakash.S.A. too.

As already told, I'm not only editing online but also teaching "how to edit". So, the programmatic work of Wikimedia is a well known one for me. I've been experiencing this for more than one and half a year.

As I am a college student, I've 24 hours internet connection in my college and have access to it 24×7. I have been editing Wikipedia through this only. So, facility of editing a wiki is not a great deal to me. As, I am a SYSOP in Tamil Wikipedia, I know the ways of editing & rules.

I've advanced level skill in English language. As, I am an engineering student, my academic is depend on the language only. Also, I've been taking part in many discussions in the wiki. So, English language will not be a barrier for me.

I am involved in one of the clubs in my college called "Rotaract" (college level Rotary) which is also a non-profit organization. We're annually doing a project called Sangarsh to aid the downtrodden community of the society. In that, we the students only handle the funds & doing all auditing. Though I am an engineering student, It helps me a lot in getting to know the Auditing processes.

I am a Wikimedia contributor since 2008 and member of the Funds Dissemination Advisory Group. I also served as Wikimania Scholarship Reviewer - Buenos Aires, Argentina (2009), Gdańsk, Poland (2010), Haifa, Israel (2011) and Washington, DC (2012). I'm committed to achieving high standards of project-based activity and accountability throughout the movement. I'm well aware of issues concerning conflict of interest. I have experience in cross-cultural relations with knowledge professionals (although always in English).

Mandatory criteria

  • Familiarity with the movement, in particular at least one project. I've been an active editor on en.WP since mid-2005. I'm a journalist on The Signpost, and have often been involved in the coverage of movement-wide issues.
  • Experience with Wikimedia programmatic work. As a member of Wikimedia Australia, I've regularly participated in chapter-related discussions and have attended meet-ups. The most recent was a meeting held by the chapter in collaboration with a major non-profit organisation, for which the chapter flew me interstate to advise (as a volunteer) on the design and budgeting of a major new project, and to participate in training key employees of the non-profit in WP editing skills.
  • Facility with editing a wiki. Yes.
  • English. Yes.
  • Budgets. Much experience in reviewing budgets in research and infrastructure grant applications. Facility in the basic use of spread-sheets. Basic stats.

Optional criteria

  • Experience with applying for grants. I'm a freelance grant-application consultant. I work with researchers in their preparation of long, complex applications. This involves working with the most senior down to junior researchers in all fields – hundreds of them over the years – to produce competitive applications. It requires a knowledge of the explicit and the unwritten rules of grant-application bodies, a knowledge of the process of judging the applications, and the ability to show clients how to think strategically.
  • Experience with the Wikimedia Grants program. Not really, but I can learn.
  • Auditing, finance, accountability, due diligence. It's not much different from scrutinising the draft applications I work with – these usually include the writing of progress reports for previous or ongoing projects.
  • Governance. I co-ran the 2009 and 2010 en.WP ArbCom elections, and took a lesser role in the 2011 election. I've had significant input into en.WP policy pages. I've drafted legislation for a university governing board (concerning degree structure), and largely rewrote the constitution of a government education board, including the rules for its composition, election, appointment, and other matters.

Spokesperson (since the establish) and board member of Wikimedia Israel. I one of the organizer of Wikimania 2011 in Haifa. I'm mostly active on the ComCom list, but also member on the internal, and fundraising mailings lists. I was active on he-wp mostly, this days less active due the other actives I'm taking part on the Wikimedia movement. I found myself involved in many recent discussions about our movement budgets and distribution of funds, and I'm sometimes a little concerned by our financial exploitation by chapters and other groups, and I hope by joining the GAC I can affect a little more.

Yes. I was the main organizer of Open Wiki GLAM of Serbia conference and (co)founder of the Regional Board of Wikimedia Serbia for Vojvodina where I have organized several meetings, Also, I am one of two members who collected funds for WMRS (off-line, 10 days pilot project). During 2010, I managed with pilot project about Wikinews as a platform for learning in the Faculty of Media and Communications, Department of Journalism. The program was originally planned to take only one month, but in the end turned into several months of working with a small group of students. The group with only a several students were successful to edit about nine hundred news. This year, there is a education program for one gymnasium in Belgrade.
