Proposal[edit]

1. What is the overall vision of your organization and how does this proposal contribute to this? How does this proposal connect to past work and learning?

The overall vision of Free Knowledge Africa is to promote free and open knowledge, particularly in the areas of travel, sports, tourism, geography, and cultural heritage, with a focus on Africa. The organization aims to bridge content gaps on Wikimedia projects related to these areas, promote the use of Wikimedia projects by Africans, and advocate for the GLAM sector in Africa. We are partaking in the contribution to Open GLAM through advocacy and documentation of items/works in the Public Domain in Nigeria. In previous years, we organized events, training sessions, contests (Afrosports, Explore Africa, Public Domain Items Documentation) and GLAM advocacy campaigns to achieve the organisational goals.

This proposal for the Wikimedia Community Funds - General Support aligns with Free Knowledge Africa's overall vision by seeking to support the organization's ongoing efforts to promote free and open knowledge and its advocacy work in the GLAM sector. Specifically, the proposal will provide funding to support the organization's ongoing work in documenting items in the Public Domain in Nigeria and its efforts to bridge content gaps related to sports, travel, tourism, and cultural heritage on Wikimedia projects.

The proposal will build upon the organization's past work, including its Open GLAM advocacy campaign, its efforts to create content on African sports and tourism/travel on Wikipedia and Wikivoyage, and a database of works in the Public Domain in Nigeria.

Overall, the proposed funding would enable Free Knowledge Africa to continue and expand its efforts to promote free and open knowledge in Africa and to contribute to the global knowledge commons by bridging content gaps and advocating for open access to cultural heritage resources.

2. What is the change that you are trying to bring about and why is this important?

The change that Free Knowledge Africa is trying to bring about is the promotion of a culture of open knowledge in Nigeria. Specifically, the organization is seeking to digitize and make available works across its area of thematic interests in the public domain in Nigeria by setting up a database of these works. This change is important because it has the potential to promote access to information, education, and cultural heritage resources for a wide range of individuals and communities in Nigeria and beyond.

One of the main challenges that Free Knowledge Africa is trying to solve is the limited availability of information and cultural heritage resources in Nigeria. By digitizing and making available works in the public domain, the organization hopes to address this challenge and promote greater access to knowledge and cultural heritage resources. Additionally, the organization may face challenges related to funding and technical expertise in order to make this initiative successful. The Wikimedia Community Funds would be of great assistance in this regard.

The importance of this change has been assessed by considering the potential impact of greater access to information and cultural heritage resources on education, research, cultural preservation, and community development in Nigeria. By promoting open access to public domain works, Free Knowledge Africa aims to promote greater equity and inclusion in knowledge production and sharing and to support the development of a more vibrant and sustainable cultural sector in Nigeria.

3. Describe your main approaches or strategies to achieve these changes and why you think they will be effective.

Free Knowledge Africa has several key strategies to achieve its goal of promoting open knowledge and making public domain works available in Nigeria.

1. Community engagement: Free Knowledge Africa will build the capacity of community members in Nigeria to promote and contribute to open knowledge initiatives. This will be achieved through workshops, training, and other activities that help to raise awareness and understanding of the importance of open access to information and cultural heritage resources. By engaging and empowering local communities, Free Knowledge Africa hopes to foster a sense of ownership and sustainability of its initiatives and to build a network of advocates and supporters for open knowledge.
2. Stakeholder engagement: The organization recognizes the importance of engaging with a wide range of stakeholders in order to achieve its goals. This includes government agencies, cultural heritage institutions, academic and research institutions, and civil society organizations. Free Knowledge Africa will engage with these stakeholders through advocacy, networking, and collaboration to build partnerships and secure support for its initiatives.
3. Digital infrastructure: To make public domain works available in Nigeria, Free Knowledge Africa will need to establish digital infrastructure to enable the digitization, cataloguing, and dissemination of these works. The organization will work with technical experts to develop and maintain this infrastructure. It will leverage existing digital platforms (like Wikimedia Commons and Wikidata for hosting media files) and tools where possible to maximize efficiency and impact.
4. Advocacy and public engagement: To raise awareness of its initiatives and promote open access to information and cultural heritage resources, Free Knowledge Africa will undertake public advocacy and social media engagement activities. This will include engaging with traditional and social media outlets, participating in public events, and utilizing digital platforms to amplify its message.
5. Partnership building: Free Knowledge Africa recognizes the importance of building partnerships with other organizations and initiatives that share its vision and goals. This includes other open knowledge organizations, cultural institutions, and academic and research institutions. By building partnerships, the organization aims to share knowledge, resources, and best practices and amplify the impact of its initiatives.

4. What are the activities you will be developing and delivering as part of these approaches or strategies?

Free Knowledge Africa will undertake a range of activities as part of its strategies for promoting open knowledge and making public domain works available in Nigeria. These activities include:

1. Wiki Tourism Education Program: Free Knowledge Africa will establish a Wiki Education Program in hospitality and tourism schools in Nigeria. This program will introduce students to the principles of open knowledge and will train them to contribute to Wikipedia, Wikivoyage, and other Wikimedia projects. This will help to build a new generation of open knowledge advocates and contributors in Nigeria.
2. Public domain database: Free Knowledge Africa will set up a public domain database. The process of setting up the database will include identification, documentation, and digitization of public domain works in Nigeria. This database will serve as a central resource for open access to information and cultural heritage resources in Nigeria and will help to promote greater equity and inclusion in knowledge production and sharing. The digitized files will be hosted on Wikimedia Commons and Wikidata and linked back to the database.
3. Advocacy and outreach program: Free Knowledge Africa will develop an advocacy and outreach program to engage with librarians and sports professionals on open access, open licenses, and public domain issues. This program will provide training and resources to help these professionals promote open access and public domain access in their own work and will help to build a network of advocates and supporters for open knowledge in Nigeria.
4. Monthly editing workshops: Free Knowledge Africa will host monthly online and physical editing workshops on different themes related to travel, sports, tourism, geography, and cultural heritage. These workshops will provide a space for community members to learn and collaborate and will help to build a network of open knowledge advocates and contributors in Nigeria.
5. Afrosports Contest: The African games and sports writing contest (Afrosports) for short, is aimed at bridging the gap on Wikipedia by writing articles about the historical and contemporary African Sports Scene. In simple terms, the purpose of this contest is to put out content – articles on Wikipedia that will increase the knowledge currently available on sports in Africa. We need articles that show the beauty in our sports bringing to light the African sports sector.

These activities are designed to support the key strategies of community engagement, stakeholder engagement, digital infrastructure, advocacy, and partnership building. By building the capacity of community members, engaging with stakeholders, building digital infrastructure, engaging in advocacy and outreach, and promoting learning and collaboration through editing workshops, Free Knowledge Africa aims to promote open knowledge and make public domain works available and easily accessible in Nigeria.

5. Do you want to apply for multi-year funding?

No

5.1 If yes, provide a brief overview of Year 2 and Year 3 of the proposed plan and how this relates to the current proposal and your strategic plan?

As we plan to apply for multi-year funding, we understand that detailed activity plans for Year 2 may not be possible at this stage. However, we have a high-level understanding of our programmatic work and planning for the next year.

In Year 2, we will focus on consolidating our efforts in Nigeria and expanding to other African countries. We will continue with our Free Knowledge Fellowship Program, Wiki Education Program, and public domain database development. We will continue our advocacy and outreach programs for librarians and sports professionals in Nigeria and other African countries. We plan to initiate partnerships with other organizations and institutions across the continent to collaborate on open knowledge initiatives and build digital infrastructure.

We plan to continue our work and expand our outreach to more African countries. We will sustain our Free Knowledge Fellowship Program and Wiki Education Program with the aim of having a network of open knowledge advocates in every African country. We will also expand our public domain database to include works from other African countries and make it a sustainable and valuable resource for all Africans. We will continue with our advocacy and outreach programs and build partnerships with other organizations and institutions to promote open access and knowledge sharing in Africa.

A multi-year grant is important to us because it will provide the stability and resources necessary to sustain our efforts over the next three years. It will enable us to plan and execute our programs effectively, build sustainable partnerships, and make a long-lasting impact on open knowledge in Africa. A multi-year grant will also allow us to learn and adjust our approach over time, based on our experiences and feedback from our stakeholders. We believe that a multi-year grant will support our strategic plan and enable us to achieve our vision of promoting free and open knowledge in Africa.

13. Do you have plans to work with Wikimedia communities, groups, or affiliates in your country, or in other countries, to implement this proposal?

Yes

13.1 If yes, please tell us about these connections online and offline and how you have let Wikimedia communities know about this proposal.

We reached out to affiliates in the past year to support the Explore Africa and Afrosports contest. We have presented some of our plans at Wikimania and WikiIndaba. The project will be announced on the Wikiproject Africa discussion pages, Wikivoyage travellers pub, and African Wikimedians telegram group. We will share with some of the existing Wikimedia mailing lists and create a mailing list and a page on meta to inform people who sign up to follow the project's progress. The page will also allow us to seek input and feedback from the community along the way. We will also share this project on our social media pages to encourage participation.

14. Will you be working with other external, non-Wikimedian partners to implement this proposal?

Yes

14.1 Please describe these partnerships and what motivates the potential partner to be part of the proposal and how they add value to your work.

We have established partnerships with the Nigerian Library Association in Kwara State and the Plateau State Tourism Corporation. They will assist in setting up the public domain database and executing the documentation of cultural heritage sites, respectively. We will also be engaging and partnering with GLAM and Local Heritage Institutions in Nigeria in a bid for them to adopt open licenses and open up their collections. We have partnered with some GLAM institutions in Kwara state in Nigeria previously. We have established relationships we want to transcend to some other part of Nigeria. Making them choose to release their works under creative commons licenses can be a difficult task to achieve, which shouldn't deter Us from educating them about the GLAM and them acknowledging that some of the items that they have in control are in the Public Domain. We are also looking towards starting the discussion on digitising some of these items in the Public Domain. We also have a partnership in the works with Library Aid Africa.

15. How do you hope to sustain or expand the work carried out in this proposal after the grant?

We hope to sustain and expand the work carried out in this proposal by building strong relationships with our partners and stakeholders, particularly in the hospitality, tourism, and sports sectors. We will establish ongoing collaborations with local universities and libraries to digitize and document public domain works in Nigeria, and to train and mentor students and professionals interested in contributing to Wikimedia projects.

In addition, we plan to explore opportunities for generating income and securing funding through corporate social responsibility initiatives, individual donations, and grants from other sources. We will also leverage our networks and collaborations to identify and apply for other relevant grants, particularly those focused on knowledge equity and cultural preservation.

Furthermore, we will establish a sustainable model for the Free Knowledge Fellowship Program and the Wiki Education Program that can be replicated and scaled up in other regions and countries. We will develop training materials and toolkits that can be shared with other Wikimedia affiliates and groups interested in implementing similar programs, and we will provide ongoing support and mentorship to ensure their success.

Overall, we believe that sustained and expanded partnerships, ongoing community engagement, and diversified funding sources are key to sustaining and scaling the impact of this proposal beyond the grant period.

16. What kind of risks do you anticipate and how would you mitigate these. This can include factors such as external/contextual issues that may affect implementation, as well as internal issues, such as governance/leadership changes.

We anticipate several risks that could impact the implementation of our project, including external and internal risks.

External risks:

1. Political instability: There is a risk of political instability in the country that could affect the implementation of our project. We will mitigate this risk by being in constant communication with our partners and monitoring the situation in the country.
2. COVID-19 pandemic: The pandemic has already affected several projects worldwide, and it could also affect the implementation of our project. We will follow all necessary safety protocols, including encouraging online participation and limiting physical gatherings when necessary.

3, Access to internet and electricity: Nigeria has a poor internet and power supply, which could affect online participation. We will work with our partners to ensure that participants have access to the necessary infrastructure for online participation.

Internal risks:

1. Staff turnover: Staff turnover could lead to a loss of institutional memory and expertise. To mitigate this risk, we will ensure that all activities are documented, and new staff members are trained on project activities.
2. Burnout of staff and volunteers: There is a risk of burnout for staff and volunteers due to the workload associated with the project. We will ensure that staff and volunteers have adequate support and are not overworked.
3. Delays in implementation: There is a risk of delays in implementation due to unforeseen circumstances. We will monitor the project closely and be proactive in addressing any issues that may arise.

To mitigate these risks, we will establish a risk management plan that will identify and assess the risks, develop a mitigation plan, and monitor and control the risks throughout the project's life cycle. We will also maintain good communication with our partners and stakeholders to identify and address any issues promptly.

17. In what ways do you think your proposal most contributes to the Movement Strategy 2030 recommendations. Select a maximum of three options that most apply.

Increase the Sustainability of Our Movement, Invest in Skills and Leadership Development, Innovate in Free Knowledge

18. Please state if your organization or group has a Strategic Plan that can help us further understand your proposal. You can also upload it here.

Yes

Learning, Sharing, and Evaluation[edit]

19. What do you hope to learn from your work in this fund proposal?

Through this fund proposal, we hope to learn several things that will help us improve our approach to promoting knowledge equity and creating safer and more inclusive spaces for Wikimedia contributors. Specifically, we hope to answer the following learning questions:

What are the most effective strategies for engaging and retaining underrepresented groups on Wikimedia projects in Nigeria, and how can we best measure and evaluate their impact? How can we better incorporate local languages and cultural perspectives into Wikimedia projects, and how can we promote the growth of language diversity on these platforms? What are the most effective ways to promote awareness and understanding of copyright and open access issues among different stakeholder groups in Nigeria, and how can we best collaborate with these groups to promote knowledge equity? How can we create safer, more supportive, and more equitable spaces for Wikimedia contributors in Nigeria, and what are the best ways to promote and enforce Wikimedia's Universal Code of Conduct and Friendly Space Policy in local contexts? What impact does the digitization and documentation of public domain works have on access to knowledge in Nigeria, and how can we best measure and evaluate this impact?

To answer these questions, we will collect data through a variety of methods, including surveys, interviews, focus groups, and analysis of participation data. We will also monitor metrics such as the number of new contributors, the number of contributions made, and the diversity of contributors to our projects. By analyzing this data, we hope to gain insights that will help us improve our strategies and refine our approach to promoting knowledge equity and creating safer spaces for contributors.

In addition to these specific learning questions, we also hope to learn more about the challenges and opportunities involved in implementing a complex project of this scale. We anticipate encountering a variety of risks and obstacles along the way, including changes in the political or social context, technical issues, and unforeseen challenges related to stakeholder engagement and collaboration. By carefully tracking and documenting these risks, we hope to develop strategies for mitigating them and ensuring the long-term sustainability of our project. Overall, we see this fund proposal as an opportunity to learn and grow as an organization, and we are committed to using the insights gained through this project to inform and improve our work in the future.
