6. What is the change you are trying to bring? What are the main challenges or problems you are trying to solve? Describe this change or challenges, as well as main approaches to achieve it. (required)
What is the main objective of your proposal?
  • To identify the incomplete and unuploaded books among the ones nationalized by the government of Tamil Nadu.
  • To acquire the missing pages of the books by physically visiting libraries in Chennai and six other cities in Tamil Nadu.
  • To repair the incomplete books and upload them to Tamil Wikisource through proofreading reading edithathons.
  • To check, proofread and upload nationalized books that are already complete to Tamil Wikisource during the edithathons.
What are the main challenges you are trying to solve and your proposed solution?

The government of Tamil Nadu ( a state in India) has a book nationalization program with an annual budget. It acquires the copyrights of a certain number of books every year and releases them to the public domain. Over the years, Tamil Wikimedians have uploaded 2217 of these books to Commons. Of these, many are incomplete and have either missing pages or poorly scanned pages that prevent them from being transcribed and published in Wikisource.

During Phase 1 of this project, we repaired 183 such books and uploaded them to Tamil Wikisource after sourcing their missing pages from libraries around Tamil Nadu. Since then, we have identified more books with missing pages and this year more books have been nationalized by the government.

In this phase, we propose to acquire missing pages of 200 incomplete books (~40,000 pages) and upload them Tamil Wikisource. We also propose to upload 200 (~40,000 pages) of other complete nationalized books during this project.

7. What are the planned activities? (required) Please provide a list of main activities. You can also add a link to the public page for your project where details about your project can be found. Alternatively, you can upload a timeline document. When the activities include partnerships, include details about your partners and planned partnerships.
Please describe the main activities that will be developing to achieve your objective.
  • We will update the existing list of missing pages by reviewing the updated corpus of books nationalized by the Government of Tamil Nadu. I will visit libraries around Tamil Nadu to find the exact editions of the books required, scan or transcribe the missing pages. The classification and organization system in a lot of TN libraries is not proper. Most of the libraries are following an 'open access system' and running with few bookkeepers - patrons misplace books in unsorted shelves and so finding them in any given library is extremely difficult. The rarer or older the book, the more difficult is to source it. We have to search in different areas and towns.
  • In parallel, we will be running editathons for proofreading where Tamil Wikimedians will proofread the newly completed books and other existing books and upload them to Wikisource. We will use the tutorials and screencasts developed for Phase 1 for training any new volunteers during Phase 2. I will be using the hardware acquired during Phase 1 for Phase 2. So no, new hardware are required for this phase.

As per the feedback received for Phase 1, I have decided to focus solely on the acquisition of missing pages and uploading of books for Phase 2. I am not targeting other results such as organizational partnerships, technology development and outreach opportunities and if they happen they will be considered as additional benefits. By this approach, I aim to exceed the outcomes achieved in Phase 1 at half the expense and half the time taken for Phase 1.
