We are applying for the Rapid Fund grant to initiate a series of workshops aimed at kickstarting a larger program dedicated to enhancing the digital presence of Breton culture, heritage and language.

The change we seek to bring about is the increased representation and preservation of Breton culture in the digital realm, particularly within the Wikimedia ecosystem. The digital preservation and promotion of Breton culture, heritage and language face a crucial challenge.

Breton language, spoken by more than 200 000 people (http://www.bretagne.bzh/jcms/prod_435654/fr/enquete-socio-linguistique-qui-parle-les-langues-de-bretagne-aujourd-hui?lg=fr), has been listed by UNESCO in its Atlas of the world's languages in danger, published in 2010 (https://unesdoc.unesco.org/ark:/48223/pf0000187026/PDF/187026eng.pdf.multi).

The limited visibility and representation within the vast expanses of the digital realm are especially significant on platforms like Wikimedia (https://stats.wikimedia.org/#/br.wikipedia.org/contributing/new-registered-users/normal%7Cbar%7Call%7C~total%7Cmonthly).

The scarcity of content and contributors not only hinders the global recognition of our rich heritage but also affects the diversity of the digital knowledge ecosystem.

Our proposal aims to bridge this gap by fostering a vibrant local participation group in Quimper, dedicated to amplifying the digital presence of Breton culture, language and heritage on Wikimedia ecosystems.

Our project is not merely about increasing content volume; it's about ensuring the survival and thriving of Breton culture in the digital age. By integrating it into such open content online tools, we aim to safeguard our heritage for future generations. This initiative will facilitate a broader global understanding and appreciation of our unique cultural identity, promoting cultural diversity and inclusivity on a global scale. The successful implementation of this proposal will enable the Breton community to share its rich cultural narratives and linguistic heritage with the world, fostering a deeper intercultural dialogue and mutual respect among diverse global communities.

These approaches were selected based on a thorough analysis of the challenges facing the digital representation of minority cultures and languages. Evidence from similar initiatives has shown that community engagement and partnerships are critical to success. Our strategy leverages the strength of local knowledge and a combination that has been effective in other contexts in preserving and promoting linguistic diversity.

A distinctive aspect of our proposal is the focus on multimodal (image, text, audio, video) and multilanguage contributions. This innovation is grounded in research indicating that rich, diverse content types enhance the learning and appreciation of cultural and linguistic nuances. By adopting this comprehensive approach, we aim to create a more engaging and informative digital presence for the Breton culture, heritage and language, setting a precedent for similar initiatives worldwide.

Quimper, the prefecture of Finistère, one of Brittany's departments where Breton is the most spoken, is home to the University of Western Brittany (UBO standing for Université de Bretagne Occidentale) Art History and Heritage program. The city's proximity to museums like the Musée des Beaux-Arts de Quimper, the Musée Départemental Breton and the Musée de Pont-Aven, as well as the network of local libraries, makes it a perfect testbed to enlarge the project to a wider area in Brittany.

With this dedicated local participation group in Quimper, we plan to organize workshops with the support of experienced Wikimedians Nicolas VIGNERON and Lucas LÉVÊQUE, dedicated to beginners, new editors, and contributors, empowering community members with the skills needed to contribute effectively. We will also collaborate with local cultural institutions such as museums and universities to source authentic materials and content, like our Wikimedians did previously in the context of GLAM with Musée des Champs Libres and Ecole du Louvre with the support of Wikimedians.

The project aims to improve the quantity and quality of content related to Breton culture, language, and heritage on Wikimedia platforms by involving various actors, including the UBO, museums of the city of Quimper, and its network of libraries. The UBO will act as a leader and pioneer in this initiative, leveraging its expertise in the field of history, art, and cultural heritage.

The planned activities include:

  • Collaborating with UBO's Parcours Histoire de l'art et Patrimoine program to integrate Wikimedia projects into the curriculum, providing students with the opportunity to contribute to the improvement of content related to Brittany's culture and heritage on Wikimedia platforms.
  • Organizing training sessions and workshops for UBO faculty and students to equip them with the necessary skills to create and improve high-quality content on Wikimedia platforms.
  • Engaging professionals of mediation from the city, museums, and the network of libraries in Quimper to reach a larger public and increase the impact of the initiative.
  • Developing partnerships with local cultural institutions to facilitate access to resources and materials related to Breton culture and language, and to promote the creation of new content on Wikimedia platforms.
  • Implementing a quality control process to ensure the accuracy and reliability of content related to Breton culture and language on Wikimedia platforms, involving experts from UBO, cultural institutions, and Breton language learning associations.
  • Encouraging the use of multimedia and multilingual content to enrich the digital representation of Breton culture, language, and heritage, and to promote intercultural dialogue and mutual respect.

After the successful implementation of the project in Quimper, we plan to deploy it to other universities in Brittany and beyond, leveraging the expertise and partnerships established in Quimper to expand the impact of the initiative.

Our team consists of the following members:

  • David LE MEUR - Bretagne numérique Digital Project Coordinator (user page : https://commons.wikimedia.org/wiki/User:DavJap%26Bzh). David is employed by Bretagne numérique, responsible for the overall coordination of the project, connecting with partners, managing the budget, and ensuring the successful delivery of project outcomes. He has extensive experience in digital project management and has worked on several digital and cultural heritage projects in Brittany.
  • Nicolas VIGNERON - Wikimedia Expert (Wikimedia username: Nicolas VIGNERON, https://meta.wikimedia.org/wiki/User:VIGNERON) Nicolas is a Wikimedian who is very well known in the breton wikipedia community especially in Rennes and Brest. He has been in residence at the Musée de Bretagne and has extensive experience in working with cultural institutions to improve their presence on Wikimedia projects. He will be responsible for training new editors, providing support to contributors, and ensuring the quality of content created during the project.
  • Lucas LÉVÊQUE - Wikimedia Expert (Wikimedia username: Lucas Léveque) Lucas is a Wikimedian at the origin of Wikimedia projects such as Wiktionnaire and Lingua Libre with experience in organizing editing events and working with cultural institutions like Ecole du Louvre. He will be responsible for organizing training events, providing technical support to contributors, and collaborating with Nicolas and local cultural institutions to source authentic materials and content.

Nicolas and Lucas will be working as consultants and contractors in the project.

Together, our team brings a diverse range of skills and expertise to the project, including digital project management, Wikimedia editing and training, art history and cultural heritage, academic support, cultural policy, museum collections management, and digital culture. We are committed to working collaboratively to achieve the project's goals and promote the preservation and promotion of Breton culture and language on Wikimedia projects.

The target participants for the project are students, researchers, cultural professionals and members of the general public who are interested in Breton culture, language and heritage. The project aims to engage participants from the local community in Quimper at first and then from a broader Wikimedia community in Brittany and beyond.

To engage participants before the activities, the project team will use a variety of strategies, including:

  • Promoting the project through social media, email lists and other communication channels
  • Reaching out to local cultural institutions, universities, and community organizations to identify potential partners and participants
  • Organizing information sessions and workshops to introduce participants to Wikimedia projects and the goals of the project

The project team started discussions in October 2023, using both Wikimedia and non-Wikimedia platforms. Engaging community, relevant groups, and institutions such as University of West Brittany (UBO Université de Bretagne Occidentale), the city of Quimper, museums, libraries and Wikimedians from the local and broader community.

The team is united in their goal to collaborate and align their activities with other ongoing Wikimedia projects focused on minority languages, heritage, and cultures.
